i think youll find its not underconstruction. the concrete is too unstable which was caused by to much sand in mixture. its basically a crumbling mess. haven for birds see recent video>

Why do they need traffic police when 5 cars is the maximum you will ever see together at that crossing. I understand that the traffic lights are not working, but a police woman is just a tiny little bit over the top, she will be bored to death.
