Nope, that tower is Q1 of 2009 for full completion. It will begin opening around the Olympics with full completion in early 2009. I don't know the rule on completion, is it full occupancy, partial occupancy?

If it is partial occupancy than the Trump Tower Chicago is already partially occupied by its hotel (about to open), but the tower is far from finished.

From the engineer's of the CWTC website:
Structural work on Tower III (including the fašade) is due to be complete by the end of 2007. By the time the Olympic flame arrives in the city, the podium area with shops and some offices is expected to be occupied. Completion date for the entire centre is spring 2009.

I guess this begs a bigger question, when is a tower considered complete?

what about the Minsheng Bank Building in Wuhan, China. Wasn't that completed this year? It's 331m tall so would be #2 on the list.

Apparently the Minsheng isn't partially occupied yet and some areas are still under construction - or so i'm told.....i don't know why its taking so long, but i can remember considering it for the tallest 10 completed in 2006 list!

i have a question about "New York Times Tower"

i checked different sources and they all have dif measures. i m guessing that the thin structure on top of the building is a spire because even Emporis considers it with 312m. But the roof of the last floor (52nd, right?) is at 228m, 240m or 261m???
