Funny, that area in Turkmenistan is actually called "Balkan". I doubt if it has anything to do with the European Balkan.

It does, the European Balkan peninsula is named after it! (actually it's named after the Balkan Mountains in Bulgaria and Serbia, but they are named after the Balkan peninsula in Turkmenistan)

Alright. Virtual Earth has ofcourse only a limited coverage. That leaves us to the largest cities around the Mediterranean.

Yes, Evosmos region, part of the A2 Egnatia Odos. Thou it's not exactly the ring road, it's like a by-pass. Correct answer. The northern Periferiaki Odos was constructed before 2000 as far as i know.
