The front plate of the car is too long for be an Italian plate but a single plate isn't enough to determinate the country, expecially in Europe. Road markings and landscape could be Italian.

Yup, construction started in 1939, was interrupted in 1942, and despite continuing slowly after the war, it was abandoned in 1950. A different route was selected when the motorway was finally built in 1970s (because of the dam). Location.

I would say Moscow, Russia. There are too many driving lanes to be Bucharest.

it is not Russia, it is photo from Street View. i have been searching trolleybus systems in Europe in the afternoon, but no success.
