Ehm, really, it connects almost nothing to nothing, some additional imagery (notice all those worthless lamps):

It just amazes me that there countries which don't know where to pour all the asphalt they have (or can have) and then there are countries that urgently need more HQ roads and don't have money and sources for that, what a strange world

Most of those countries haven't created a welfare state they cannot afford. They can afford to spend 10% of their budget on roads. In the Netherlands health care accounts for nearly 50% of the entire government budget, leaving very little for other destinations. The Dutch road budget is about 1% of budget or 0.3% of GDP. I once read someone saying road investment should be around 2% of GDP.

There are valid points in your statement, but in case of countries with huge revenues from oil industry I just don't believe it's that case. Just compare countries like Norway and Turkmenistan or UAE - totally different state systems but all three are building enormously expensive road projects - let's just say that in Norway they are doing it in a wise and somehow efficient way

Finally, sorry for the OT in this thread. And I think that we have still one picture to guess. Or has the Spanish one already been guessed?

They are driving on the left in that photo. Notice the median light posts. There are apparently at least 3 and likely 4 roadways.

That doesn't make much sense. Percentages are relevant for military or for research/development spending not for roads. 0.3% of Dutch GDP is still an awful lot of money (surely more than 2% of say Bulgaria's let alone some really poor place) plus the roads you have are already pretty good.

Turkmenistan, despite the fancy new roads, is among the worst places to be born. Truly nothing to be envious about...
