Haryana received Rs 33,000 cr investment: Hooda

Haryana Chief Minister Bhupinder Singh Hooda on Monday said that State has received an investment of Rs 33,000 crore besides the investment of Rs 66,000 crore was in the pipeline since the implementation of new Industrial Policy in the State three years back.

This was disclosed today by Hooda while addressing the gathering after 'Bhoomi Poojan' of a plant which would be set up by Yokohama Private India Limited of Japan at Bahadurgarh Industrial township in district Jhajjar.

The multinational company Yokohama of Japan had also set up its first plant in India and that was set up at Bahadurgarh. An official release here quoting Hooda said that Yokohama Tyre Company was the seventh largest tyre manufacturing company of the world.

He assured Japnese business delegation and entrepreneur that all the possible help would be provided by the Government. He said that this industry which would be set up in 25 acres of land was likely to start production in next 14 months and the investment of the company in phased manner would be Rs 1000 crore by 2010.

Addressing the gathering at Bahadurgarh, hooda asserted that by setting up of this plant the economy of this area would have a perceptible change and ample employment opportunities would be available for the youth of this area.

He opined that that day is not far away when Bahadugarh would be known as Gurgoan in the matter of development.

Haryana set to harness solar energy to generate 92 MW of power

Chandigarh, May 30, 2008 (Asia Pulse Data Source via COMTEX) Haryana is all set to tap the solar energy on a large scale as the state government has received 18 proposals from major power developers, including Reliance Industries, to establish solar power plants for generating 92 MW of power.

Haryana Renewable Energy Development Agency (HAREDA) have received 18 proposals from the Independent Power Producers for setting up solar power projects of 92 MW capacity said Director of the agency Sumita Misra.

Financial Commissioner and Chairman of HAREDA S C Choudhary assured the developers of all possible help from the government for starting up solar power projects, after a investors' meet today.

Leading companies like Reliance Industries Ltd, Albina Power Ltd, Epuron Renewable Energy Power Pvt Ltd, Emco Ltd and RS India Wind Energy Pvt Ltd had shown keen interest in setting up these projects in the state, Mishra added.

Asian Paints plant foundation stone laid;to invest Rs 400 cr

Country's largest paint manufacturer Asian Paints will invest Rs 400 crore to set up a greenfield manufacturing facility at Rohtak in Haryana.

The plant's intial capacity will to manufacture 1.5 lakh kilo litres of paint which can be scaled up to 4.5 lakh litres.

The production is expected to start in early part of the 2010 and Haryana Chief Minister Bhoopinder Singh Hooda performed the bhoomipoojan ceremony at the site on Sunday, says a press release issued by the company.

Haryana implements natural resource management

Haryana is implementing a Natural Resource Management and Poverty Minimising Scheme with foreign aid in the State. Under the scheme 40 villages of district Kurukshetra have been selected and forest committees for Common Forest Management have been formed in these villages.

While stating this here today, a spokesman of the department said that the Forest Committees were being registered under Society Act. As many as 7.42 lakh saplings of trees would be planted over 700 hectares of land by Kurukshetra Forest Circle, besides giving free saplings to the farmers and other institutions.

He said that the villages to be covered under the scheme included Bakhli, Lotni, Mohanpur, Gumthala Gaddu, Sandhola, Ramgarh, Bibipur, Aarnecha, Garhi Langri, Chanarheri, Umri, Samaspur, Chhalaundi, Chhoti Udarasi, Ramnagar, Giridhapur, Dalla Mazra, Kheri Shaheeda, Bakali, Tangori, Megha Majra, Beej Sujra, Ratangarh, Hasanpur, Thana, Neemwala, Badarpur, Dola Mazra, Helwa, Nalwi, Gogpur, Kserala, Shadipur, Thol, Jognakhera, Khanpur Jatan, Sarsa, Gari Rodhan, Hameera Farm and Jurasi Kalan.

The spokesman said that plantation would be carried along roads, canals, railway lines and protected forest area by these Forest Committees.

Haryana to spend Rs 263 bn in building roads

"Delhi-Rohtak National Highway No. 10 would be a six lane project costing Rs.48.60 billion. Badarpur elevated highway would be six laned at a cost of Rs.34 bn," said Hooda on Tuesday.

He said that tenders have been invited for the four lane project of Rohtak-Hissar state highway at Rs.54.30 billion. The Rohtak-Panipat national highway 71-A will have four lanes at a cost of Rs.62 bn.

The four lane Rohtak-Jhajjar-Rewari-Bawal national highway 71 will be upgraded at a cost of Rs.64 bn.

Five big road projects to be developed in Haryana

Five big road projects would be develop in Haryana at a total cost of Rs 2,629 crore. Stating this, the Rohtak MP Deepender Singh Hooda said Prime Minister Manmohan Singh is likely to lay foundation stone of these projects.

While giving details of these five projects, Hooda said the Delhi-Rohtak National Highway No 10 would be six laned at a cost of Rs 486 crore. Badarpur elevated highway would be six laned at a cost of Rs 340 crore.

Tenders have been invited for four laning of Rohtak-Hisar State Highway at a cost of Rs 543 crore. The Rohtak-Panipat National Highway No 71-A would be four laned at a cost of Rs 620 crore.

Similarly, Rohtak-Jhajjar-Rewari-Bawal National Highway No 71 would be four laned at a cost of Rs 640 crore. There was also a plan to construct four new by-passes of Meham, Madina, Kharkara and Hansi, he said.

He thanked Prime Minister for sanctioning a Central University and an Indian Institute of Management for Haryana.

Hooda said that proposals to set up these two projects in the State have been sent to Central Government.

Haryana ties up for supply of 2,000 MW power

The Haryana government on Monday announced that it has tied up for supply of 2,000 MW of power to partly meet the the short fall of 4,000-5,000 MW likely to be faced by the state by 2012.
Haryana Chief Minister Bhupinder Singh Hooda, after the meeting of the Haryana Council of Ministers, said that finalisation of the tariff for specific power generation plants located in Orissa and Gujarat was taken through the process of transparent competitive bidding.
He said thermal plants being set up by Lanco, GMR (through PTC) and Adani would supply power to Haryana for a period of 25 years beginning from 2012 at a levelised tariff ranging from Rs 2.355 to Rs 2.940 per unit.
Haryana Power Generation Corporation had invited bids on May 30, 2006, following central government's guidelines.
Further, the state cabinet decided today to exempt coarse maize bran chhilka from Value Added Tax. Also, wooden crates, lith film and 19 chemicals and hardware inputs would be taxed at a reduced rate of four per cent. This move can benefit the trade, industry and consumers to the tune of about Rs 75-80 lakh per year.
The state government also decided to set up an autonomous 'Haryana Agriculture Development Agency' (HADA) under the aegis of its Agriculture Department for the development of agricultural sector in the state.
The Cabinet decided to constitute a Committee to look into the matter of functioning of Primary Agricultural Cooperative Societies.

HSIIDC to bring all its transactions online

A meeting was held in Chandigarh on Wednesday under the Chairmanship of Commissioner Industries and IT, Y.S. Malik to review the progress made by 3i-Infotech Ltd in designing and formatting the integrated solutions for the Corporation.

3i-Infotech made a detailed presentation of a broader format prepared by them on the basis of the information provided by various heads of the Corporation.

An independent consultant R Sumanthra from eGestalt Technologies Pvt Ltd, New Delhi was also present on this occasion for providing expert inputs.

The Managing Director of the Corporation, Rajeev Arora and its senior officers were also present during the interaction with the solution providers, an official release said in Chandigarh.

After the meeting Arora informed that the solution providers had been engaged for a period of three years.

The company has been entrusted with the assignment to provide integrated solutions for designing and computerising all the activities of the Corporation.

China Light and Power to develop 1320 MW project in Haryana

The Haryana Government on Wednesday allotted 1320 MW Jhajjar thermal power project to China Light and Power (P) Ltd for its development.

"China Light and Power would be the first Independent Power Producer in the thermal sector in Haryana selected on the basis of competitive bidding mechanism," said Haryana Chief Minister Bhupinder Singh Hooda after a meeting here.

The company would supply the power to the state at Rs 2.996/kwh (which works out to Rs 2.82/kwh on applying latest escalation indices notified by CERC and actual coal linkage) as levelised tariff for 25 years.

A 100-year-old company, China Light and Power is generating more than 13,000 MW of power in various countries including Australia, China, Thailand, Taiwan and India utilising different sources of energy such as nuclear, thermal, gas and wind power, said Hooda.

Besides China Light and Power, two other power companies Lanco Infratech and Torrent Power submitted their bids for this project, a senior official said.

Hooda said that a process of transparent competitive bidding was adopted to select a company for the development of the project.

Hooda said the company would establish a thermal power plant of 1320 MW capacity with Mega Power Status which would supply 90 per cent of the power generated to the State of Haryana for a period of 25 years, with a provision that the period of contract could be extended thereafter as per mutual agreement with the state retaining the first right of refusal.

The Chief Minister also added that the process for acquisition of 1221 acre land situated in the villages of Khanpur Khurd, Khanpur, Wajidpur and Jharli of Jhajjar district had commenced last year.

Ansal to invest Rs 900 cr in Haryana SEZ

Leading realty developer Ansal Properties & Infrastructure Ltd on Monday said it will invest Rs 900 crore for developing a 250-acre engineering-based Special Economic Zone at Sonepat in Haryana.

"We are happy that Ansal API will fill up a long pending demand for space in the fast developing area of Sonepat. The notification of the SEZ has come at an appropriate time when the manufacturing sector has been looking at new avenues of growth," Ansal API Chairman Sushil Ansal said.

The SEZ would generate employment opportunity and create export option for the national economy, he added.

The project would come up on the Amritsar-New Delhi Grand Trunk Road and would be developed through company's subsidiary Ansal Kamdhenu Engineering SEZ, the realty firm said in the statement.

"Given the demand for Indian engineering products in the developed and developing economies, the existing units are looking at options to expand and new units plan to set up here," the statement said.

The SEZ would have prescribed processing and non-processing zones, where the non-processing zone would include residential complexes, while the processing zone would house manufacturing and engineering set ups across all industry domain.

Haryana to computerise land records

The Haryana Revenue Department will start issuingcomputerised copies of land records instead of hand-written copies from September 1 for all villages of the Hisar district.

In addition, one Touch Screen Kiosks would also be installed in the building of District Administration at Hisar, which will facilitate in providing the detailed information about collector rates, copy ofJamabandi, District website and various schemes of Haryana Government and Information Act. Official spokesman of the department said that Haryana Land Record Information System was started in 1998 as a mission and through application of Software of Property Registration and Software of Computerisation all the villages, tehsils had been made online.

The spokesman said that after the starting of Naqal Seva Kendra the farmers would get their land revenue record easily. He said that services at Naqal Seva Kendra would be provided to the people through a single window system with the help of 6 computers.

Five patwaris had also been appointed for entering daily entries in to the computers and to attend the queries from the public pertaining to land records.

The land records of 100 villages had already been updated and computerised. With the working of this Seva Kendra the long standing grievances of the common people pertaining to delay in the availability of copies of land records would now be addressed. The spokesman said that for obtaining a copy of Jamabandi upto 5 Khata Rs 10 would be charged per Khata and for the next khatas Rs 5 per page would be charged in addition to Rs 30 as Red Cross fee and for getting the copy of transfer deed Rs 25 per page would be charged and Rs 30 would be charged as Red Cross fee.

Haryana received investment of Rs 35,000 cr in over 3 years

Haryana has received an investment of Rs 35,000 crore in the industrial sector during the last over three years. Besides, projects to the tune of Rs.70,000 crore are also in the pipeline.

While disclosing this here today, a spokesman of the Industries Department said that as many as 338 Industrial Entrepreneurs Memorandums (IEMS) with an investment of Rs.5630.77 crore had been implemented, besides 567 IEMS catelising an investment of Rs.14164.53 crore had also been filed with the Government of India to set up large and medium projects in the State.

He pointed out that the export from Haryana was likely to touch an all time high of Rs.40,000 crore during the year 2007-08 as against Rs.30,000 crore in the year 2006-07.

As many as 94 large and medium units and 5031 small scale industrial units had been set up in the State during this period, he added.

The Haryana Industrial Promotion Act, 2005 had been enacted to provide time bound clearances and approvals to industrial projects and a provision of grant of deemed approvals for change of land use permission in industrial zone, building plans, NOC from Municipal Committee, NOC from Pollution Control Board had been made by the State Government for the benefit of entrepreneurs, said the spokesman.

He said that Haryana SEZ Act, 2005 had also been enacted to boost export and to attract industries on large scale, resulting in receiving 94 proposals for setting up SEZ in the State catalysing an investment of more than Rs 2 lakh crore and employment potential for more than 20 lakh persons out of the total proposals 41 had already been sanctioned by the Government of India.

Rs 200-cr power project in Haryana

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) and Haryana Vidhyut Prasaran Nigam plan to strengthen the power transmission and distribution system in Mahendragarh district with an investment of Rs 200 crore. While stating this on Monday, a spokesman of DHBVN said, under the plan, the power utilities would construct 10 new substations.

The new substations included 220 Kv substation in Dhanauda, 132 Kv substations at Shekan, Pali and Mohanpur and 33 Kv substations at Majrakalan, Sobhapur, Dholeda, Bajad, Bhilbada and Bhoogarkan. Capacity of existing 33 KV substations at village Brara, Bawania and Nangal Sirohi is being augmented.

He added that Dakshin Haryana Bijli Vitran Nigam has completed the construction work of 33 Kv substation at village Budeen in Mahendragarh district at a cost of Rs 2.25 crore. The 10 MVA capacity transformer, set up at the substation, would get power from 220 Kv substation of Mahendragarh through a 8.5 kilometre long 33 Kv transmission line. It would supply power through 11 Kv feeders to seven villages namely Budeen, Shola, Shola Dhani, Blacha, Nim Bheda, Danaut, Bhakhri Ki Dhani.

He said that with the commissioning of this substation, over 2500 consumers of different categories, including 980 tubewells, would get benefit by way of increased voltage and regular power supply.

Construction of 33 Kv substation at village Budeen would give relaxation from overloading to the 33 Kv level system of 220 Kv substation Mahendragarh thus benefiting consumers of a number of other villages of the district.

He said that DHBVN has augmented capacity of a 33 Kv substation at village Jant and Model Town Rewari, which was also under operation circle Narnaul. The capacity of the substation of village Jant has been augmented from present 13 MVA to 18 MVA by replacing an old 5 MVA transformer with a new 10 MVA transformer at a cost of Rs 80 lakh.

The capacity of Model Town Rewari substation has been augmented from present 11 MVA to 18 MVA by replacing both the old transformers at a cost of Rs 63 lakh and it would benefit 12620 consumers of 14 villages and urban area of Rewari.

Haryana may land second international airport in NCR

THE parliamentary consultative committee on civil aviation said on Monday that Delhi required more than one airport and suggested setting up of an international airport at Jhajjar in Haryana. The panel also asked for sorting out the legal issues involved in building a second airport in the national capital region (NCR). According to a government official, the suggestion was backed by Lok Sabha member Deepender Singh Hooda and former Rajya Sabha deputy chairperson Najma Heptullah.
The Centre is also considering an international airport at Greater Noida in Uttar Pradesh. The proposed Jhajjar project as well as the Greater Noida airport are within 150 km of the existing Delhi airport. Cabinet approval is required to build an international airport within 150 km of an existing one. The government had recently cleared a revised policy on greenfield airports, allowing construction of a new airport within 150 km of an existing one, subject to special permission from the Cabinet.
Speaking on the possibility of building a second airport for the Capital, civil aviation minister Praful Patel said, “A group of ministers (GoM) has been asked to look into the legalities of setting up of a second airport near Delhi in view of the agreement signed with the developers of the IGI airport in the Capital.”
In case the government goes ahead with a second airport for the Capital, Delhi International Airport (DIAL) has the right of first refusal (RoFR). This means the GMR groupbacked DIAL will get to match the highest bid for developing the new airport if its bid is not more than 10% lower than the highest bid.
Meanwhile, consultative committee member Rajeev Shukla has urged the government to open Safdarjung airport in the city for general aviation. The airport is closed for commercial operation due to security considerations and is used only for VVIP movement such as those of the prime minister and other top leaders.
“If commercial aircraft can fly over White House and Buckingham Palace, why should the Safdarjung area be a no-fly zone? The government should either permit private aircraft to use the airport for general aviation which would ease congestion at IGI or it should consider using the area for other productive use of the public,” Mr Shukla said.

ITIs to procure skilled workers for Haryana ind

With 33 proposed industrial training institutes (ITIs), Haryana’s department of industrial training plans to provide better skilled and trained personnel to the industry in the state. This will take the current toll of 103 ITIs to 136 ITIs by 2009. The proposed ITIs, having a seating capacity of about 15,200 students, are under construction and are likely to catalyze an investment of around Rs 180 crore. As per the estimates, the intake of 103 ITIs stood at 21,772 students in the beginning of 2008 and is expected to increase to 40,000 students, with the coming up of new institutes by 2009.

Sharing details with FE, Haryana financial commissioner-cum-principal secretary (technical education) Ajit Mohan Sharan said, “Expansion is going on in both the private as well as government institutes. The budget has also seen a multifold increase, as this year we have been allocated a sum of over Rs 165 crore for upgradation, as compared to last year’s budget of about Rs 125 crore. Expansion of the 22 existing ITIs is being taken up at a total cost of Rs 120 crore, which will further add about 9,712 seats by mid-2009 and 19 more institutes will be upgraded this year, with an investment of Rs 132 crore, out of which, the Centre will contribute Rs 115 crore. New SC/ST wings are also being developed in 17 ITIs at a cost of Rs 60 crore for 5,712 additional seats.”

In order to hone the skills of the students, as well as provide modular training to them, Centers of Excellence have been developed in 19 ITIs in the state. Private companies are also coming forward to adopt the itis, to meet their skill requirements. An MoU has been signed between the society of ITI, Karnal and Larsen & Toubro (L&T) where free-of-cost training is being provided by L&T. The company also gives a subsistence allowance of Rs 750 per month to the trainees.

“Till date, over 60 ITIs have been adopted by different industries, including companies like Maruti Udyog, Liberty shoes, Jai Bharat Maruti, Reliance SEZ, and Osram,” added Ajit.

The state government had recently announced that the Al-Ghanim and Al-Majid Logistics Group Company (WLL), Kuwait will set up an industrial training centre at Faridabad, to impart training in various technical courses, duly approved by the director general employment and training, government of India. The company has also adopted two ITIs at Tohana and Bhodia Khera in Fatehabad district.

Haryana turning country’s renewable energy hub

Efforts are on by the Haryana government to promote renewable sources of energy in the wake of depleting reserves of fossil fuels. The state government has already notified a renewable energy power policy for attracting private investment in generation of electricity from renewable energy sources.

As per the policy, renewable energy power projects have been given industry status under the new Industrial Policy 2005, alongwith many other incentives. Private participation is being endorsed in the fields of biomass, solar, wind energy, small hydro and co-generation biomass power projects. Haryana chief minister Bhupinder Singh Hooda on the occasion of Rajiv Gandhi Akshay Urja Diwas in Panchkula stated about 30 MoUs have been signed with ten Independent Power Producers (IPPs) for generation of 697.8 mw of power. “This will entail an investment of Rs.3,278 crore from 30 projects based on biomass, small hydro and wind energy. The projects are under implementation and likely to be commissioned by mid 2009. Letters of Intent have also been issued to six IPPs for generation of 12 mw power with an approximate investment of Rs. 254 crore using solar photovoltaic technology. These projects will be covered under the union ministry of new and renewable energy’s SPV tariff subsidy scheme,” Hooda said

The tariffs announced by the Haryana Electricity Regulatory Commission (HERC) for these projects are the highest in the country with the tariff for biomass power projects being at Rs 4per unit, for mini hydel Rs 3.67 per unit, bagasse cogeneration Rs 3.74 per unit, wind Rs 4.08 per unit (base year 2007-2008 annual escalation at a rate of 2 %, 1.5 %, 2 % and 1.5 % respectively). For solar photovoltaic-based power projects also, the tariff announced by the HERC is the highest in the country.

“About 20 biomass based power projects generating 183 mw are coming up at Sirsa, Panipat, Karnal, Hisar, Fatehabad, Bhiwani, etc. These projects will catalyze investments of over Rs 780 crore, average cost for setting up 1 mw project being 4-4.5 crore. Small hydropower projects for 6 mw are under implementation in Yamunanagar and 3 more detailed project reports have been approved for 4.8 mw. We have signed MoU with Enercon for generating 240 mw through wind energy and with Suzlon for 200 mw. Biomass co-generation project is also going on for 2 mw in Yamunanagar.” a senior official of Haryana Renewable Energy Development agency told FE

The biomass power projects have been assigned to 6 IPPs for generating about 293 mw of power and more projects are likely to be approved soon for 183 mw. For new biomass projects, Star Wire India has bagged 4 projects of 8 mw each and 1 project of 5 mw; M/S Turboatom TPS Haryana Projects have got 5 projects of 12 mw each; Chennai based Techpro Energy with 2 projects of 7.5 mw each; Hyderabad based M/S Jyoti Biomass Energy with 2 projects of 7.5 mw and a consortium of M/S Gammon India & Bermaco Energy from Mumbai to set up 6 projects of 56 mw.

Kerala Tourism actively plans to target northern states like Punjab, Haryana and West Bengal to attract more domestic travelers, informed Mr. M. Sivasankar, Director, Kerala Tourism. The recently held road shows are a part of the strategy to strengthen these markets, he said.

TDI plans logistics park at Kundli

Taneja Developers & Infrastructure Ltd, a real estate company, is setting up a logistics park on 200 acres at Kundli, Haryana, at an estimated cost of Rs 350 crore. The company is finalising equity funding from private partners to part-finance the project to the tune of Rs 175 crore.

The logistics park will come up inside the TDI City township that is coming up on 1,500 acres at Kundli. The township project is expected to complete by 2012, said a TDI spokesperson.

As part of its expansion plans, the company is also developing 17 malls-cum-multiplexes and nine residential townships in cities in the north including Sonepat, Panipat, Mohali, Meerut, Indore, Moradabad and Agra.

TDI City, Meerut, is also being developed as a fully-integrated township across 150 acres.
