FINLAND: National operator VR Group has begun procurement of 46 double-deck coaches for 200 km/h inter-city services, with options for a further 185. These would replace the current Express coaches dating from the 1970s and 1980s which are nearing the end of their life.

Announcing the European tender on June 4, VR said bidders would be required to have experience of manufacturing double-deck coaches and rolling stock for operation in cold climates.

The tender includes sleeping cars which VR is required to procure under the terms of an agreement with the Ministry of Transport & Communications which gives it exclusive rights to operate long-distance passenger services until 2024 (RG 8.13 p11). The acquisitions will be made without state funding, instead using internal resources and debt or lease agreements if required.

The procurement forms part of a €2bn fleet investment programme. Earlier this year VR signed a contract for Siemens to supply 80 Vectron electric locomotives for €314·5m, and Transtech Oy is currently supplying 26 double-deck restaurant cars (RG 3.14 p41) and 25 driving cars to enable VR to adopt push-pull operation.

VR says it plans to purchase new diesel locomotives ‘in the near future’

Although operating profit on passenger services increased to €4.9 million in the second quarter of 2014, passenger rail traffic fell by 1.4 per cent overall, with international services between Helsinki and St Petersburg impacted severely by the current confrontation between Russia and Ukraine, and a weakening of the Russian rouble.

VR’s Allegro service, which is operated by Alstom Pendolinos, saw passenger volumes fall by 14.4 per cent over the same period last year despite a fall in average ticket prices

FINLAND implemented further reforms as part of the liberalisation of its railway sector on January 1 when Finrail, the company responsible for traffic control, passenger information, and train planning functions was formally separated from the incumbent operator, VR Group

Finrail is now classed as an independent wholly state-owned company and is controlled by the Government Ownership Steering Department of the Prime Minister's Office.

According to the department's senior financial advisor Mr Jarmo Väisänen, the separation of these functions from VR Group will ensure a level playing field for all operators using the network

FINLAND: The government has applied for funds from the TEN-T programme for several railway projects.

The application includes €12·2m for planning and €66·8m for the construction of the Helsinki City Rail Loop. This project was approved by the Finnish Transport Agency in February 2012 as a means of relieving pressure on the terminal platforms at Helsinki’s main station. Suburban services would have been diverted into an 8 km underground loop running south from Pasila, serving stations at Töölö, Keskusta and Hakaniemi.

The estimated cost is €956m at 2020 prices, with a timescale of five years from start of work in 2016 at the earliest. The EU had pledged €5m for planning

Well, the next government (soon changing) is free to continue this project. Secondly, Finland decided to apply for TEN-T funds for "pisararata" loop and does not intend to revoke it (as the Prime Minister Stubb assured today).

FINISH passenger operator VR has announced plans to purchase a further 27 double-deck coaches, including 10 double-deck sleeper coaches, from Transtech in a €90m order

The coaches will replace equipment from the 1970s and 1980s and VR says the addition of the new sleeper coaches to its fleet will guarantee the future of the Helsinki - Kolari overnight service. The long-distance double-deck coaches will have air-conditioning, electricity power points, and passenger Wi-Fi. The sleeper coaches will also feature toilets and a shower in each compartment

Not much activity in this thread, so let me share with you a couple of images from Pieksämäki, a junction station in Savonia region, where you can find a Savo Railway museum and still functioning Vr1, a former
station pilot locomotive built in 1921 by Hanomag.

An empty train? Indeed, there seems to be a problem on some routes due to competition. Finnish railways (VR) used to be relatively expensive having in spite of that good loads of passengers. The recent introduction of Onnibus long distance coaches forced VR to get involved in some price wars. While booking in advance customers can buy inexpensive rail tickets, last minute prices are always better on the road. Additionally Helsinki - Turku line is a bit curvy and the buses on the Helsinki - Turku motorway achieve comparable travel times.

"We are losing 10% customers every month", announced VR today. "Some trains run almost empty".
The English language YLE News gives some details as well:

[State rail company] VR said Friday that it will begin talks aimed at cutting up to 570 jobs in an effort to save 50 million euros.
The negotiations will involve roughly 2,800 employees in the company’s passenger traffic, train maintenance and rail services units as well as from its catering service Avecra.
The payroll cuts will mean leaner services on some routes, but the company also promised to permanently reduce ticket prices.

Half of all trains run with less than 20% of seats filled? That is really bad. The future of Finnish railways looks quite dire with these numbers...which is ironic since Estonia has made Finland kind of an example on how to raise passenger numbers on railways (which Finland indeed did a while back).
