the rendering reminds me of Rockefeller Center.. I'm sure that was done intentionally

Would've been better with an art deco top since they're emulating the style anyway.

Nope, I think it's under construction.

It was supposed to be u/c in June, but was delayed for about two months it seems.

According to the updated construction schedule, pile driving began in September and superstructure work will begin in February. They currenty have at least one crane.
