Yeah I think they must be referring to the top usable floor. The Pyramid on 57th street had a similar topping out ceremony long before they built the "crown" of that building.

Wow I had no idea about that, when and why did they do that?

Ive noticed that quite a lot of detail on the top portion of the building has been removed

In all honesty unless your as close as those photos you can't tell the difference
I'm in Manhattan 5 days a week and you can't see those " Disney " add ons from the eye.

Was the removal of the Met Life tower's details part of the same 'restoration' idea?

Seems the opposite of restoration, more like a remodel.

Most of the ornamentation was removed in the 70s when they replaced the Terra Cotta (which was quite near falling off of the building) with precast concrete. Could just be a difference of the times in which different work was done.
