no way here. but: there are certain rules when you can chose it.

1. companies and rent-a-cars. so, subjects with large fleets of vehicles owned. they register subsidiary at city of Daruvar and all their vehicles are propriety of that subsidiary company. why? because Daruvar has the lowest car insurance rates in the country.

2. persons. already mentioned Daruvar is in the county where I live. our county has 2 zones: BJ and DA. BJ has medium insurance rates, DA has already mentiond the lowest possible. many people search for relatives or some proprieties in DA zone, register that address as their living place, and they are able to get DA plates. it is also popular in other parts of the country, but DA is the cheapest one, so it is specially popular here.

U-Haul vehicles here always have Arizona plates.

And at some point I started noticing that most Tennessee plates I see are from Blount County. (Tennessee is one state that shows the county name on its plates.) Blount County's actually not all that big; my guess is it's a rental fleet that's registered there.

Does Insurance rates depend on counties? Croatia is not federal republic or?

Btw, what about coat of arms in the upper right corner? Can you put any coat of arms on your plate as well? I saw that Corsican black man on the plate, otherwise I wouldn't know that "2B" was Corsica.
