You can live in Naples, but have car registered in less risky locality or vice-versa*. It can make people register their cars in those "cheap-insurance" localities and those rushy cities might get less money from taxes.

* don't know how does it work in Italy, but we have so called "permanent residence" address noted in ID cards and cars are plated according the residence of the car owner.

I can identify my permanent residence with inhabitable properties I own (e.g. not in case of a shop, office, etc.) or, if I want to identify it with property I do not own, I must show notary verified contract between me and the owner of property.

That's more or less what happens in Italy: if your permanent residence is Naples and you own a car, you can't register it somewhere else.
Example. My permanent residence is in Brescia. I had to file a request to the anagraphic registry of the city, and they send a civil servant at my house verifying that I was living there.
Now I live in Turin, but I didn't move my permanent residence. I still pay the annual tax in Lombardy (where Brescia is), not in Piedmont, and I pay my insurance as if I were living in Brescia, even though I (basically) am not.

I fail to see the problem.
But it is strange since whole point of insurance is to spread costs equally, you could just have no insurance and pay full cost of your actual risk and would be OK (generally) then

I wonder if there is a market for something "more risky" insurance. Like let us say, it will only pay if you are liable for damages exceeding (for example) 50 000 EUR.

Insurance is mandatory, its mission is not to spread costs equally, but to do so while still having a profit. To do so, they have to modulate costs around risks.

Do you have different types of insurance? I guess it is similar since the corporations, but just being curious.

We have mandatory legal insurance and hazard insurance. The mandatory is designated for victims of accident caused by me but not for me. The hazard insurance is optional and is designated for me if I am the guilty one (also if I have minor accident or damage of car (e.g. caused by hails, or fallen branch)).

Btw. I got new rear mirror. The "accident" was paid from the guilty man mandatory insurance. If he had ran away from accident, I would have had to pay it by myself since I had not had hazard insurance at that time.

We have very mild and sunny weather. If this trend is to continue, we will have a delayed start of the skiing season again. It has been set at 29 November, but every year it is a week later because of lack of snow, and with the temperatures above freezing there is no point putting the snow machines on. On the glacier nearby the season is in full motion now though...

Skiing season is set to start next 6th December here on Piedmontese Alps. But looking out my window I see lots of snowcapped mountains...
