They probably refer to leisure activities, not work. In case of adverse conditions, the least vehicles are on the roads, the easiest is for emergency vehicles to intervene in case of need.

It's very windy right now in southern Germany. I drove to Munchen airport, but I thought that I will fly with my car, that's how strong it is.

Right now I'm waiting for my flight to departure in about 1 hour. I'm sure it will be a bumpy flight.
