I have been puller over on a freeway twice during the latest million kilometer. Nothing serious, and I drove to the next exit to stop.

A precipitation map of Europe of the last two months (source newspaper La Stampa):



Colours refer to the local difference between mean precipitations of the period and actual precipitations of the last two months.
Basically red zones means in didn't rain (or snow) at all (-100%), while blue colours mean it rained more than average.
Turin is smack in the middle of the "reddest" area...

I'm surprised Barcelona province isn't more red. Barcelona proper has not seen a drop of rain in three months!

I have a question for Americans, maybe Penn's Woods or someone from the US can answer.

I'm planning a visit to Boulder, CO for a conference on weather and climate. A visit of the NOAA building is also planned.
One of the local organizer sent us some instruction and information about home rules and how to get there and stuff, and a weird statement caught my eye:

US citizens must present a state-issued Driver's license or ID card as we pass through the security checkpoint on our way to the NOAA building. NOTE: Driver license or ID cards from the following states will not be accepted: Arizona, Louisiana, Maine, Minnesota, New York. If you have any doubts that your Drivers license or ID card may not be accepted, please also bring your passport"
What's wrong with documents from those states?
