Probablyyes. The fact that she's a good friend of old neighbours we still regularly visit might also help.

My hair is very short (actually the top of my head has been bald for ten years), I go to the barber's shop if the hair is longer than 2cm and let it cut to 0.5 cm. He does it by that machine and it does not take more than five minutes.
It costs 10 Euro.

It costs only 2,5-3 € in Romania and 10-15 € in Belgium. But if you live in Brussels for example, you can save some money and get a haircut in a Turkish or Moroccan barber shop. It will cost you ~8 €.

I hate it because it's different from country to country...

I only give tip in restaurants like I'm used in Germany. I recently gave ~ 1-2 € to a waitress in France and she was quite surprised... Okay, her English was also very bad...

10 € per haircut - but there is one more barber's where it costs 4 €. The quality is worse, though.

My favorite place to go is located in a Ruoholahti shopping center close to an ex-Nokia campus in the western Helsinki. Easily accessible (motorway, huge parking space, bus, metro, tram) and usually no need to book in advance (almost 10 seats). The easy logistics has more weight for me than the price of 29 eur.
Mine costs 28€ in Helsinki area (Tapiola). Feels like that's pretty normal price for a ok to good men's haircut with people you can always trust to do a good job in Helsinki area.
It's not too long ago when that price was more like 21-24€.

In the Netherlands you'll pay as much as € 25 - 30 for a basic men's haircut, but there are barbers who don't have a shop, but come to your house. They are cheaper, my barber cost € 15 for a haircut at home.
1000 Forint(3,25€). But sometimes just 500 Ft.

Where I live its about £7-£10 for a trim. If your want your hair styled it will cost £20-£50 depending on which barbers you use. I'm off to get my monthly pamper later on today at the local Turkish barbers. Getting the Full Monty which, for me, is a hot towel shave, shaved head and ear & nose waxing. The head shave can also be a haircut. Costs £20.

In Tallinn it's between €10-€20 for a haircut, although you can find both cheaper and more expensive places, the cheaper ones being a babuschka in the basement of a block of flats and the more expensive being a super fancy salon.

That is quite a lot. No wonders people earning CHF 30.000 still feel poor over there.

A seventy years old picture of Budapest in today's banner. However I'm not sure about the year. 1938 seems more realistic than '42.
A full size version of that image is HERE.
