They aren't exceptions on exceptions, the white 'onderborden' only apply to the primary traffic sign, not to any other 'onderbord', no matter how many you shove underneath one another.

So you consider it accurate to pay attention to making out a traffic sign with quite a long list of exceptions instead of concentrating on driving within urban areas?

It's an old version. A newer one was simplified and had a website address given, where you can check the full version. Now they simplified it even more and write just something like "except for the vehicles with a permission".



Under the no entry sign:

All time weather records were broken last night in Estonia and Latvia. -6,7C was measured in one of the weather stations in Estonia (-4C in Tallinn) and -5C in several places in Latvia.

As a sidenote, it was +5C at Christmas...

One of the consequences of climate change is that weather is becoming more unpredictable. If you look at the average temperatures in Estonia then it's now actually around 2C warmer then it was during the first half of the 20th century but all of this is due to much warmer and shorter winters. For example, snow melts on average a month earlier now than in the 1950s.

On top of that, most weather data before 1900 is spotty and possibly unreliable. There are many records to be broken today just by the fact that there are so many more weather stations than before 1900. In addition, the surrounding environment of many long-term weather observation stations have changed, in particular around airports and near cities, which has seen an increase in urbanization, paved surfaces and the urban heat island effect.

Today the temperature difference (diurnal temperature variation) between early morning and afternoon was 21 degrees, quite a large difference for a temperate maritime climate. It was even -1.1 C at 10 cm measuring height.

Crazy temperature rollercoaster for this week in my hometown: From 30C (86F) to 14C (57.2F) the next day

Yes, there are (only towards Germany). However not in 7/24, it is possible that at a certain border station there are no checks at the moment.
