It snows here , but not really intill mid January - Mid March is are heaviest Snows sometimes 2-5 feet per storm at least in NJ farther North it can be as high as 2 story home, in upstate NY & New England.

That's right, some roads in russia can only be used when the ground is frozen. In other countries that problem is solved with a good ol' thing called asphalt or concrete

Russia doesn't have the Population in those areas for permeant roads , its like in Northern Canada & Alaska
