Just received by mail a speed ticket... I was approximately here, on SS3 bis (E45):

doing 97 km/h on a 90 km/h stretch... taking tolerances into account, they fined me for doing 92 km/h... 54€ gone for 2 km/h

At some point you have to draw a line. If I say, "92 is similar to 90!" and they say "ok, so let's say 92 is fine", and I say "94 is similar to 92!", and they say "ok, so 94 is fine"... you can go on ad libitum and say that going 250 on a 90 km/h stretch is fine...

Yes, but even in France and Austria they give you leanway of 10 km. That's why I'm quite comfortable drive 10 km too fast in these countries. (Motorways and expressways only, not in built-up areas, there does speed make a hell of a difference.)

I remember in the past they used to apply a tolerance of 10% in Italy. But maybe I remember wrong.

The gist of the article: it's the first time this summer that people leaving for vacation and people coming back will be on the roads at the same time.

Friday: all should go well "in the direction of returns [from vacation]" But "in the direction of departures"... there's nothing particular to point out in Austria, but traffic will be at code orange in France and code red in Germany and Switzerland, where it will be bad after noon. In Belgium, heavy traffic with risk of jams towards the Coast and towards the south.

Saturday: Code red ("in the direction of departures") everywhere in Europe, except code black in Switzerland. Jams starting at 5 a.m. Even alternate routes will be overloaded. "The direction of returns" won't be quite as bad but will still be code red in the South of France, in Germany and in Switzerland. In Belgium, people heading for the beach Saturday morning, and Belgians and Dutch on the E411.

Sunday: "In the direction of departures," traffic will be heavy but should keep moving - code yellow. For "returns," jams are inevitable in France, Germany and Switzerland - code orange - and "access to big cities" should be difficult at the end of the afternoon. Bad traffic in Belgium returning from the beaches in the afternoon and early evening.

Then particular trouble spots are discussed, and hints about what time it's best to go.

(Why did I go to the trouble? This phenomenon fascinates me!)

I'm not a very technical person but could "your network" just mean anyone using your internet provider? I was blocked from Wikipedia, the first and (I believe) only time I tried to edit something, with a similar message, and that was the explanation. This was years ago, so I don't remember details...but I think anyone using my wireless provider was blocked.

Yeah, it depends on how your ISP's network is set up. I'm guessing that they've stuck a whole bunch of subscribers behind one public IP address (using NAT to handle the address translations). YouTube would therefore think that everyone behind that NAT gateway is one person, and decides that you're flooding it (when you're actually not).

It's a problem that's only going to get worse in the future due to IPv4 address space depletion.
