Not that bad. Even the Paris social housing estates are not as bad as this. These buildings are basically entirely uninhabitable.

Thats not in the the EU, its already in India.

Luník IX is the biggest gypsy gettho in Slovakia, it is estimated that there are about 7000 gypsies living in these horrible conditions. In most towns it is usually just one or two houses ruined like that, most of these gypsies live in favella-like villages in Eastern Slovakia.

With a hand of paint they wouldn't look so much different from many other commie-blocks visible in other eastern bloc countries. In my opinion there are worse places in Western Europe: Scampia for example.
These blocks (and many others in the district) are used as drugs storehouse & distribution centers for almost the whole Napoli. Electricity cables are almost all illegal and homemade. And often people lives there can't enter & exit from these blocks without ask the permit to the local pusher, the only one who has the keys of the main entrance of the block. This cause Camorra, the local mafia, build own doors at the entrance, with a small window. The pusher stays inside and gives you drug through the window. In the case of a police raid, the pusher has the time to escape through the bloc while the police tries to demolish the door.

Lunik IX flats were finished in the late 70s and early 80s. The flats are some 30-35 years old. The Roma people were moved from something like this:

The borough was originally built as a neighbourhood for army, police officers and Roma (called "neighbourhood of ABC type"). However, a Roma village close to the borough was demolished in 1979 and the Roma were moved into Luník IX; in addition, there was a landfill nearby. As early as in the 1980s the Roma were making up half of the population, which was around 2,000.[4] Over time, the non-Roma population gradually moved away, with the Roma taking flats after them, and the borough turned into a Roma ghetto

Estonia is probably one of the most developed countries in Eastern Europe. A friend of mine who did the Erasmus in Tallin (he studies Russian among other languages) said that this city, regarding its vibrant way of life, is more similar to Stochkolm and Helsinki rather than other eastern cities. Maybe the rest of the country is worse, don't know, but in the capital there is little left from the Soviet past.

Estonia is the country of extreme contrasts. About all money and wealth are concentrated in Tallinn, and wandering around there gives a terribly misleading image about the country. There is no need to go more than 25 kilometres from Tallinn to see a completely different world.

Well its mainly Eastern Slovakia. Guys you should check some villages in the East and then compare it with the West, some places along D1.

You will see that the difference is huge. And the worst thing is that there is probably no chance of some massive developement of the East.
