OK, I see you have problems with measure units :-)
Alcohol in blood is usually measured by 1/1000 units and not by 1/100. All what you wrote is true in 1/1000, although you wrote 1/100.
0.5% (0.5/100) alcohol in blood means you're dead. Of course there's no place in Europe where you may drive a car having so much alcohol in your blood :-) The limit in many countries is 0.5/1000. What you wrote at first, 0.08% (which means 0.8/1000) is far beyond this limit.

No it is not low. In most EU countries the limit is 0.5‰, equalling to 0.05%. The higher 0.8‰ (0.08%) limit is in use in UK and Malta. Slovakia and some other countries follow zero tolerance.

That difference seems to exist in every post-socialist country of Europe, except former USSR, which has its own rules. Actually you have hit the nail right on the head. There are a few countries where that would not happen: Scandinavia, UK, Netherlands, Belgium, France and western Germany. These nations are so highly developed, multicultural and diverse, that extremism will not get a chance, even if it lures around the corner. You can be a 100% sure that moderation will always be the winner. The rest of Europe, however, and especially the former eastern block countries are still in developing mode. Its citizens, and their politics still run around with ideas that are clearly unthinkable in the countries in the west that I have mentioned. I talk about gay rights, freedom of speech and racism in general.
The people of Eastern Europe, but also the alpine countries are generally very racist. In the developed countries like France and the Netherlands, people have to deal with large scale of Moroccan gangs, but only the criminals get locked up.
If these Roma people are so criminal, you lock them up. As simple as that. All others deserve the same treatment as anyone else. There is no excuse for large scale racism that we see in Eastern Europe every day. Eastern European countries have a very long way to go, before they can become reliable partners in the international community. We have these Google Streetview pictures of Slovakia that everybody finds so very funny to prove it.

Just a note: Slovenia is on the right way. It even has a elected black African mayor.

@Road UK: dude, what the hell are you talking about? dont expect us to make a smiley face, when robbing and stealing (and even killings) is all day practice in eastern hungary by gypsies, with not even showing the slightest will of being integrated into society.

So why don't they lock criminals up, like in other nations? And if I was black, wearing a golden necklace, wandering down the streets minding my own business in Slovakia or Romania in some remote town, would you guarantee my safety and wellbeing?

we lock them up, unfortunately our prisons are full of them. and after they come out of jail, they continue to steal and rob. or do you want us to put them away for 30 years for a rob? people like you would be the first to scream "racist" to us, if we would do so.

Bullshit. If you want them to integrate, you help them. If they don't, it's their own choice. If they cause trouble, you apply a zero-tolerance policy, and put a lot of cops in their villages, and smoke the criminals out. A bit like Giuliani did in New York city. Or the way France tackled the problem...

Edit: If you put them in housing with no electricity or water, you are asking for trouble.

last time the government gave them houses -after a flood- they tore up the parquet floor and burnt it, so they can heat the house in winter. paying the bill for the heating? pfff, forget it...

more police? for 300 euros a month? nobody wants to be a cop in hungary. but dont misunderstand me, i also blame our politicians, but as you can see from my examples above, its not easy to deal with them.

but now they free to go everywhere, lets see how western europe deals with them.

and i dont expect you to understand this problem, but i do expect you not to call me a racist for being intolerant of stealing. hungarian people are also poor. do they steal? no (ok, of course there are exceptions, but in general they dont). do they kill for 50 euros? no.

I am not calling you a racist. I am not calling any of the Eastern European regulars who write on here are racist, most of them have become my friends. But you understand my point that countries like Hungary still have a long way to go to be on the same level as the west. I am not trying to downgrade you, you have been working hard already, and the change from communism to free market is always likely to be painful. Especially with the ones that had jobs and security in the past, are now left to roam the streets looking for food.

But some attitudes need to change really bad. And you must admit that racism in your part of the world is an ongoing issue, which makes cause for a lot of concern from western countries. We can see that when a black student gets beaten up, or when black footballers are being attacked and whistled...

Also Italy has a black (female) mayor, in Viggiů, Lombardy.

And those things are fair, since in civilized society everybody deserves the same rights regardless his race, nationality and religion but ONLY IF HE ACCEPT AND RESPECT THE LAWS AND THE RULES OF SOCIAL CONVIVENCE OF THE COUNTRY WHERE LIVES, a thing that 90% ot gypsies don't do.

There WAS water, there WAS electricity. But the inhabitants stole the water pipe and sold it, the inhabitants did not pay for electricity and the power provider shut down the service.
I don't think society should buy them new waterpipes in every month or we should let them use electricity for free.

The main issue is that racism against roma people has very. very deep origins in everyday life's experiences. Although roma people are approx. 7-8% of Hungarian society, a vast majority of criminals are roma. And vice versa: a very large part of gipsies are criminals. Prisons in Hungary are overfilled with roma criminals.
In Budapest you can very often meet Chinese people. They don't live separately, no real Chinatowns exist here. And if you see a Chinese man in the street, on the bus, etc., you won't have bad feelings. There are no racist actions against any Asian people here. Although many Hungarian people dislike black people, there are no racist actions against them. Because actually they don't cause problems.
But if you see a gipsy, you'll check your pocket, your bag, you hide your phone deep in your pocket, and you will observe that roma guy until he's in a safe distance. And that is the background of bad feelings against roma, not some basic racism.

We have no place to send them. That's the ONLY difference, nothing more. We're no more or less against roma than the French. We simply have no chance to get rid of them. They're Hungarian citizens. Actually we can't kill them all.

warning: generalizing in this post, otherwise we won't move from a spot.

I dont think you understand the problem. The houses they are put in are with electricity and water, heating. In a few years, they make ruins of these houses. Demolishing, selling, burning etc everything that can. Then they call these houses: "lived out" and they demand new ones. So you can either give them new ones to see the cycle repeat itself or do what?

I don't say there are not problems. Many times the rents are simply too high consuming all of the social benefits they are getting, making them falling into debt. Many times Romas are unbeliavibly indebted due to the usury that is common amongst them. The population is then divided into the rich usurers and poor ones. Very often right after they receive the social benefits meant for food or other means of living, the usurers come and take it from them. Another thing is that the social benefits meant for paying the rent are often spend on other things. When cities try to directly distraint the rent money right after the gypsies get them, they are called racists.

I could go on but I think it is pointless. The majority society is very busy with improving the gypsies guality of life, however it should not be a free cake.
