That seems more logical to me, f.e. Germans also say Wolgograd instead of Volgograd. Besides, I don't know how to transliterate q/w/x/y into Cyrillic. But I'm surprised that Texas is "Техас" in Russian. Wouldn't that be pronounced like [tehas]? (or [tekhas], if you wish]

10-20cm in a single day is a lot for the Netherlands. 20cm of snow per day is problematic for roads and railways even in Nordic countries, usually not for airports, however.
