Why don't you do that yourself?

It took me about half an hour to clear snow around my car on paying parking place (car was blocked from all 4 sides). I also cleared ice on a walking trail to my apartment block - many people walk there but no one clears.
Through Ljubljana (about 50 cm of snow fell in last 48 hours) there are numerous piles of snow up to 4 m height. Now lakes and rivers of sludge await us in next days.

That's in southern Slovenia, near Kočevje. In Kočevje it fell 120 cm of snow:

No snow here neither... Some boring rain and temperatures over 10 degrees C. Quite odd for February which always has been the harshest winter month...

Thats funny, far more to the north, here in Latvia it is very sunny and about 5 degrees C.

It's ~7°C here today and snow is already melting. I don't remember so much snow here since 1986 (and I don't remember that one either).

I haven't had a t-shirt on since last year March or so. And the minimum temperature here was about -10. Just a jacket over it and done. When I was at school jacket off and in t-shirt in class.

It is about 2 degrees above zero and I just went outside in t-shirt and shorts to get the bin from the street (had just been emptied). It was even raining a bit. Not cold at all as long as you keep yourself dry.

7°C? Not in Ljubljana - max 2°C

Also, there was more snow in February 1999 (I remember it fell 30 cm in under 6 hours and then another 30-40 through the day). Chaos that day (was about 10th) was much bigger than this year. Motorways and main roads were hardly passable (not through whole day), trains were blocked on most routes for whole day, about one fifth of the country had no power for whole day.
But people (and especially journalists) forget that fast and they speak about record winter - yeah right.

The temperature amplitude between night and day is just insane over here: -13C at night and 3C during daytime. Add in the sunshine that heats the asphalt way beyond that and you find the worst conditions for the health of roads

The streets in Tallinn are pretty much undrivable. On some streets they've had to decrease the speed limit from 50km/h to 30km/h because there are too many potholes
