estimated 27 months to finish platform

From page A-11 of the recent 11-29-13 EAS:

So, NO, not by summer 2014. Since I don't when the start was, I'm guesstimating finish mid 2015?

I also did not read all the stuff related to the EAS to find out what version of the platform WILL be built. I did comprehend that the passage through the center "imaginary 32nd st" of the AP HQ bldg was dependent on tenant vacancy, IF the developer wanted to continue with that design.

There are a lot of ifs in that EAS, such as the (effectively) Penn Station to MW passageway way under 33rd st, which I had previously not seen in an official document. AFAIK, the only work in that area (between 8th & 9th) right now is "just" the enlargement of Penn's West End Concourse w/ entries through the Farley PO. That is supposed to finish in 2016. The west end concourse connects to the 8th subway, which is the specific eastern end of the possible 33rd st passageway.

But "show me the money" along with WHO would maintain such an an underground passageway?

From the 11-29-2013 EAS, "View from the Proposed 100-Foot Central Plaza Looking East". Two Penn Plaza (& ESB) is visible, but not One Penn Plaza.

Yea, that ain't gonna happen. Would be awesome for me though! Walking to my office in the dead of winter is a real pain.

Also... 27 months to complete the platform??? I can feel my interest in this project starting to slip a bit....

Please skim the EAS & related official documents.

Maintenance of the passageway is a concern of mine, courtesy of my usage of the (in)famous Gimbels passageway in the late '70s at the OTHER end of Penn/7th Ave Subway. My maintanence concern is related to the longer time frame view of the fortunes of NYC. New mayor, close-to-absolute gridlock in Congress, oceans rising, etc.

Looks like this ~2010ish photo is from the eastern/6th Ave end of the Gimbels passageway:

The relationships between the AP HQ Bdg (450 W33rd St) upgrades/modifications and the MW development are discussed in the 11-29-13 EAS.
Please note that the EAS describes the AP bldg as designed in the "Brutalist" style....

The estimate of 27 months to complete the platform(s) is part of the discussion on the MW requirement to provide car parking slots within 2 years. This is a requirement actually to replace most of the car parking spots that were provided by the now non-existent parking lots that were on the MW site (obviously not down in the RR pit).

Quote:
Prior to commencement of construction of the platform over the below grade rail yards on the Development Site, there were four parking lots with a total capacity of approximately 434 spaces. Upon
completion, the proposed project is expected to have approximately 300 parking spaces. It is presently assumed that the proposed project would be fully developed by 2020. Since construction of the platform alone is estimated to take approximately 27 months to finish, it is not possible to complete substantial construction of any building within the two-year period required by zoning.1
...
1 The two-year requirement to substantially complete construction is not realistic or practical for large development sites. For example, there is no two year limit for parking at the Eastern Rail Yard site, which, like the Development Site, is a large project
build in top of a platform over active rail yards.
NOTE the "It is presently assumed that the proposed project would be fully developed by 2020." IMHO, full development by 2020 is just an optimistic guess.

There's also a sidewalk shed along the entire northern side of 450. Routine facade inspection or prep for reclad??? Wishful thinking, I know.

"450 site" reality, as filed on a NYC web site

You are free to "hope, pray, beg, and desire!"

But, according to the 11.29.13 EAS available via the intertubes: NO "prep for demolition"

I skipped through the EAS itself and MY interpretation of what the developer is actually planning on doing includes the following:

Quote:
"Finally, the proposed text amendments provide that the 450 Site may be enlarged up to 1,373,700 sf (10 FAR) without triggering the requirement to construct the through block [32nd st] connection."
...
"The 450 Site contains approximately 1.34 million sf of office
and retail space"
...

"In addition, the building on the 450 Site would be renovated and upgraded."
...
"as well as the same renovation and upgrade of the building on the 450 Site."
EAS is here: http://www.nyc.gov/html/dcp/pdf/env_...cp077m_eas.pdf

& here's a 450 W 33rd bonus photo from the EAS:

I think the long term plan is to raze it and build a huge 2m+ sf tower.

Not enough free time to read 105 page EAS...

Remember that I just skimmed/skipped around in the pdf. There's a decent amount of if-then, two alternates to the the original, reference to the 2005 FGEIS, mistakes, etc.

regarding elevation differences between the platform top & sidewalk it does have a mice grahphic for the the propsed arts plaza on the 9th Ave side:

Illustrative Section of Proposed Art Plaza
Figure C-9

My takeaway for MW is better, with a 27 month platform finish (unless the 27 is also a mistake). But 27 months sounds reasonable since I assume it will include the foundations/structures (with 300 parking spots???) on terra-firma that will make those concrete planks accessible.
http://www.nyc.gov/html/dcp/pdf/env_...cp077m_eas.pdf

------

My interpretation for the "450 site" is SLIGHTLY larger, maybe.

Renovation & upgrade, yes

PS: It's got basketball courts on the roof.

For some time it's been known that 450 W., 33rd St. will get new fenestration and other updates.

Of course it will still be a hideous POS.

In time. First Brookfield needs to lease millions of sf at the WFC that Merrill vacated, and it needs to find tenants for several million sf at MW, which will take years.

Is there going to be a direct connection to the High Line from Brookfield's MW properties?

And leave 450 W33rd Street alone ... I like it.

South of 450 there will be a tower at 360 10th ave. It should have a bridge to the spur and hopefully another winding over to MW.

Old concept.
