Mr. Waxman is a Queens resident who writes the www.newtownpentancle.com blog and has a LOT of photos on flickr photostream. IIRC he refers to Manhattan as the shining city and usually avoids it. The photos posted were taken during an expedition to B&H Photo (W 34th St) in the aforementioned shining city.

Mitch also supplies this photo of the eastern neighbors of the MW construction.

Looking east from the SW corner of 31st & 9th Ave, while standing in front of the Penn Station Control Center (out-of-frame-right); MW is just out-frame-left. The low buildings occupying the photo bottom are the Farley Post Office (with signage on farside of PO indicating future "Moyhnihan Station") & the much-maligned fourth-iteration Madison Square Garden. The first iteration MSG was named such by one of the Vanderbilts in 1879.

Yerp. ILNY also provides a photo of the 3 MW residential tower site, currently hosting a caisson drill, at least a couple of caisson cylinders & a rebar cage, which I assume will be placed into one of the drilled caissons. The photo also shows 450 w 33rd St (AP HQ), the future 5 MW.

Well I worked at 31st and 10th for almost 4 years and took many a late-night walk back to Penn Station. Never felt unsafe. I think Mr. Waxman has a penchant for the dramatic. It's very dead at night compared to just two or three avenue blocks east, so perhaps that gave him the willies.

Mr. Waxman DOES have a penchant for the dramatic.
I took the LIRR into NY Penn Station on the 28th. I did not notice any sunlight from the west end of the highest numbered (northernmost) platforms, which I ascribe to the completion of the MW platform...
I did not allow enough time to visit nor take photos of MW or HY, unfortunately.

And here's the ~2 week old reality cpatured by ILNY. Looking NE from W31 st: they can drive easily onto the platform now from 31st street. IIRC the platform will have a parking garage built on top of it & then public plaza on top of the parking garage. And some portions of the hollow platform will be used for ventilation of the train tracks below. You can see the street grade of the 9th Ave viaduct (gray/tan concrete with construction barrier/fence on top) to the right of the Bay Crane sitting on top of the platform...

Brookfield breaks ground on Manhattan West resi tower

The initial residents of the property will move in during the first quarter of 2017. Construction on the building is expected to be completed by 2018.

The tower will feature amenities including a regulation-sized basketball court, a climbing wall, kitchens and dining rooms available for private entertaining and a roof deck with grills.

To fund the construction, Brookfield issued $479 million in credit-enhanced bonds, according to a release from the company. The offering was handled by the Bank of China.
