According to SSP it's now 71 floors and 983' to the top floor. (Height increase perhaps?)

It's safe to say that the roof will exceed 1,000 feet. The top three or so floors will be an illuminated crown.

It still says the tower is to be "approximately" 995' tall, maybe the 71st floor is an outdoor mechanical area? But I agree that even that being so it should still pass 1000'.

We'll see.

Yes & tectonic nicely captured the reflections of One & 2 Penn Plaza (the two "tombstones" for the old NY Penn Station) in the new glass of 450 West 33rd/5 Manhattan West. One Penn Plaza is the tall reflection on the right (north) side of the new glass:

It appears so, but because this will be built on a platform which I believe is higher than the street level, this will appear much much taller. Possibly? Maybe? I dunno.
