I don't think drilling a hole and putting a 4x4 post in the ground constitutes under construction for a high-rise. Maybe for a deck in your backyard it would be considered under construction but not for a high-rise.

hmmm? I live far away fom Lexington Kentucky USA but....I had a beer in that Irish Bar back in 2007.....never thought I'd see it again but this development has sure opened the view up on that street ! Hope this project goes ahead. I kind of remember on this site a small store, Right Aid I think on the other side of the block diagonally opposite the law courts........and I tell everyone about your fantastic Racing Horses statues at Thoroughbred park.....the best I have seen in the whole wide world !.....enjoyed 4 weeks in Lexington....how many tourists stay that long ?...sorry getting off the track.....and I don't mean Keeneland : )

Some photos that Lexcity posted in the regional thread. The developers have put some signs up.

I'm not sure what security is for, what's somebody going to steal, the dirt?

Webb's (the developer's) discussion with the council. (starts at 51 minutes, or just click "IX") right click the video and hit "zoom"-"Full screen" to full screen it.

The discussion is over an hour. There's lots of heat from the vice mayor, and a lot of calmer statements from other council members. A big focus is that the project is private and the developer has been following the rules.

The reason for the discussion is delays in the project. The developer optimistically told the city that if things went as planned, the footers would be poured in december. That month has passed. This project has experienced typical construction hangups, which towers normally go through. The vice mayor has become impatient, and wants to know why the building hasn't started construction yet. The funding is there and secure, but the death of the main financer has slowed the project, since documents are involved in releasing the funding.
