No source, sorry. Maybe the phase 2 isn't final, who knows. No info about the architect either.

Hopefully you're right about phrase two~! The sky bridge or the thing that connects the two tower became so thin and small, they should go with the last render which the tower bridge are big and visible.

On the bright side, phrase one looks amazing

Most of Shenyang's projects have clusters of skyscrapers. In the Skyscrapers section there's a project with 51 buildings over 120m, a couple of them around 250m...

In total there are probably over a hundred buildings over 120m under construction or in preparation in Shenyang. It's one massive construction site, that city. Or so it seems.

-edit- I just noticed there's another huge project in Shenyang in the Skyscrapers section, with 40 highrises. This is in addition to the abovementioned project with 51 highrises, making it a total of 91 highrises in those two projects alone.
