Using SSP Diagrams, it appears to be New Century Grand hotel, 45 stories, built 2005.

Hangzhou has a beautiful skyline. Futuristic, but not as loud as Shanghai.

i think cladding would be complete by now,it will dominate the skyline untill a 400m or 300+m supertall bangs out of the ground.

These two buildings are terrific!
Hangzhou is my favorite Chinese city, truly a paradise. West lake is just so beautiful and still intact.
