On May 4th, Manchester will elect its first city mayor with devolved powers and funding from Westminster. It is part of the UK government's devolution to UK regions programme.

The Manchester Evening News have conducted a post-hustings poll as a prediction of who will win the election. The results are as follows:

Labour 58%
Green 19%
Liberal Dems 9%
Conservative 8%
UKIP 6%

Manchester has always been a left-wing city so the Labour/Green/Lib Dem lead is no surprise and (sadly) cannot be used as a precursor for the UK General Election on June 8th.

Also good to see the racist UKIP and Conservative parties right down at the bottom


Summary of Key Facts from the hustings event

  • Drugs: Liberal Democrats and Greens want to decriminalise drugs in the city.

  • Transport: Liberal Democrats want to expand the Metrolink network to serve between boroughs, rather than simply between suburbs and city. The Green Party will tackle ticket prices. Labour and Conservatives will renationalise Manchester's bus network, bringing bus routes and franchising under city control and allow for integrated ticketing between modes. UKIP have said they won't be investing in the transport network at all, claiming it's fine as it is.

  • Police: Green, Lib Dems and Labour will start to reverse the Conservative's cuts to Greater Manchester Police and start increasing the number of officers on the streets again. Conservatives want to carry on cutting the police budget. UKIP stated that mental health issues and homelessness were not tangible issues (they really are a bunch of fuckers).

  • Housing: currently an enormous issue in Manchester, despite all the apartments under construction! Green Party states that there are too many executive apartments and large homes, there's a need for a larger mix. Labour stated there's too much focus on delivering homes in The City and around the core of the urban area - they will focus on delivering more homes in the Boroughs. Conservatives believe the housing crisis is being caused by developers building homes that are too large (). Conservatives want to set up a £1bn housing fund to build more homes - probably on top of the current £1.5bn Mayoral housing fund which has already delivered thousands of homes in the city.

10.0 Crane Layouts

It is our intention to use a total of 2nr luffing jib tower cranes, 1 per block. A final crane layoutscheme is currently being finalised.
Luffing cranes have been selected over saddle cranes to ensurethat there is no over-sailing to the neighbouring properties, train line, highway and footway.
The length of the jibs on the cranes allows the servicing of the entire site whilst also allowing the unloading of wagons from within the site boundary.
They will not be permitted to lift loads over the carriageway or towpath at any time. Floodlighting will be installed to each tower crane mast around 30m up.
The lights will be pointed away from the surrounding properties and turned off at night, active only in working hours.
Low level lighting will provide security and access lighting out of work
hours.

Tower crane 1 will service Block A

Tower crane 2 will service Block B

Crane Count

In February, the milestone was that we'd hit 30 cranes. We've now managed to hit 40 I'd say we're well on our way to seeing 50 before the end of the year. I can't believe I'm saying this but the all-time record of 63 appears to be in our sights!

Number of projects under construction Vs completions
  • Number of construction projects is on a really steady increase and has been now for over a year. The city now has 115 projects under construction, the fifth consecutive quarterly rise. 22 projects started construction this quarter, whilst 11 completed.

  • There was some confusion about the 'Completed' section last time. Just to be sure, '11' is the number of projects which have completed since the last update in February. The line representing completions moves up and down quite a bit, but it stands to reason that with number of projects under construction on a steady rise, quarterly completions should also start to rise as well.



Planning applications Vs Under Construction Vs Completions
  • There are now 200 projects holding a planning application. This encompasses proposals list in the Orange, Blue and Green sections of the list above. It does not include projects which are under construction or complete.

  • The number of proposals with planning applications has been constantly rising since summer 2013, and this is despite many projects starting construction. However, There has been a slight slowdown in the growth of projects with planning applications, especially when compared to the period November 2016-February 2017.

  • As noted previously, there has been a steady, consistent and healthy increase in construction projects for over a year now.




New/Advancing Up
  • NEW projects are those which have been revealed since the last update in February. There have been 34 NEW projects announced since February, which while above the 4-year average of 30, is slightly below the 2-year average of 35.

  • UP projects are those which have advanced up the development list since February. For instance, from Pre-Planning to Planning; or from Approved to Under Construction. There should be a healthy flow of projects up the list.

  • Since February, 91 projects have moved UP the list. 22 projects started construction, whilst 26 gained approval. The rest were projects which either completed, or which moved up from Pre-Planning to Planning.

Large-scale project news
  • Another massive quarter, I think we can all agree. Ask Estates and Simpson-Haugh revealed and submitted a planning application for Found Space, a residential skyscraper of 40 floors/138m and 75a 341,800sqft office block of 14 floors/71m.

  • A busy quarter for Tim Groom, who revealed plans for 363 apartments in Trafford at Cornbrook Works, and for 108 apartments nearby at Excelsior Mill.

  • Far East Consortium revealed their impressive plans for Angel Meadows, which will involve the delivery of 754 homes in several buildings set around Angel Meadows park, one of which will be 41 floors. A planning application is expected shortly.

  • Manchester Life revealed their proposals for nearly 500 apartments between two sites: Little Mill, Vesta St and Lampwick - all in New Islington.

  • Allied London submitted a planning application for Trinity Islands, which has stumped Renaker's ambitions to build Manchester's tallest building before Owen St even surpassed Beetham in height! Tower X at Trinity Islands will reach 213m with 67 floors, and will be joined by four smaller towers ranging from 29 floors to 44 floors creating nearly 1,500 apartments set around two new parks, a shopping centre, restaurants, bars, gym, swimming pool, school and boating club on the river.

  • Nearly 1,000 apartments were proposed on Ordsall Lane between two developers on neighbouring sites. Beaumont Morgan will deliver 464 homes at Bridgewater Wharf, whilst NW Build Ltd will deliver 460 homes on a neighbouring site - although this development doesn't yet have a name, but planning applications for both have been submitted.

  • In South Manchester, over 200,000sqft of office space was approved at CityLabs 2 & 3.

  • Hotel Indigo at Victoria station started construction, delivering 187 bedrooms over 14 floors, as did 187 bedrooms at the AC Marriott in nearby New Cross.

  • Across the city, nearly 1000 apartments have started construction since February.

Summary of facts
  • There are now over 9,300 apartments under construction across inner Manchester. The majority of these are shared between the City Zone and central Salford, which accounts for 6,700 of homes under construction in the city.

  • There has been an increase of over 1,000 U/C apartments since February, which has been offset by large-scale completions such as Wilburn St, which has completed construction.

  • There are now just under 19,000 apartments in the city centre pipeline, and over 3,000 are at groundworks stage meaning they will start construction soon.

  • Across central Manchester, there are now 45,116 homes in the pipeline. 31,300 of these are holding planning applications already.

Apartments under construction by district

The City Zone has once again overtaken central Salford for number of apartments under construction. In fact, there's actually been a decline in numbers in Salford due to a large part of Wilburn Wharf now moving up to completion. This is despite schemes such as Adelphi Wharf Phase 2 (163 apartments), Phase 3 (224 apartments), and the Albert Vaults site (24 apartments) starting construction.

Salford Quays has seen no change since February with 1,355 apartments





Apartments in the planning system by district

This is where it gets pretty potty! Over 2,500 apartments have gone in for planning in the City Zone alone. These include nearly 1,500 apartments at Trinity Islands, 375 apartments at Found Space, 127 apartments at Eider House, 191 apartments at Potato Wharf, and 171 apartments at Manchester Life's Vesta St scheme.

There's also increasing interest in the inner city residential markets, particularly those that sit on Metrolink routes. In Trafford, 363 apartments went in for planning at Cornbrook Works, 174 apartments at Trafford Plaza, 216 apartments at X1 Manchester Waters, 354 apartments at No1 Old Trafford, and 90 apartments at 86 Talbot Road.





Apartments delivery gap

Sadly, all these apartments being submitted for planning does mean that the delivery gap has widened even further. While there has been an overall increase in apartments U/C of over 500, the number of homes going in for planning has far outpaced that, with an increase of nearly 4,000 across central Manchester.






Hotels

Summary of facts
  • There are 1,386 hotel beds under construction across the city, and this has increased from 1,027 since February due to AC Marriott New Cross and Hotel Indigo Victoria starting construction.

  • Of the 4,402 hotel beds in the pipeline, 3,481 of these are in the City Zone, representing the centric nature of Manchester's hotel market. There are, however, hotels under construction in Hulme and Trafford as well.

Offices

Summary of facts
  • There is now 5,280,413sqft of office space in the pipeline for the City Zone alone, and nearly 7.9 million square foot of space in the pipeline for the whole city.

  • City Zone office space under construction has decreased to just over 1m sqft due to XYZ (160,000sqft) and Stubb's Mill (22,500sqft) completing construction.

  • Other active areas for office space delivery include central Salford (1.4m sqft), Salford Quays (722,000sqft) and South Manchester (417,000sqft).

  • It appears the supply-side crisis predicted by experts a couple of years ago is now approaching. With No1 Spinningfields and Embankment 101 now nearing completion, the amount of office construction in the City is beginning to dry out. Hopefully 125 Deansgate (113,500sqft) and Landmark (178,000sqft) - both currently at ground clearance stage - will start construction sooner rather than later.

  • I'd expect prime rents in central Manchester to breach £40/sqft by this time next year. We're already seeing Salford Quays, Old Trafford and South Manchester absorbing growth from the city centre and it looks like this will continue for a few more years.

Tall Buildings

Summary of facts
  • Always save the best til last As expected, another wonderful quarter for tall buildings. For a start, planning went in for Tower X at Trinity Islands, which will be Manchester's new tallest building at 213m and 67 floors.

  • Meantime, planning also went in for a new 40-storey building at Ask Real Estate's Found Space. The resi tower there will reach 139m. Speaking of 40-storey buildings, Far East Consortium revealed plans for another one on the other side of town at Angel Meadows.

  • Construction will be starting soon at The Residence (34 floors, 109m), 10-12 Whitworth (36 floors, 117m) and Oxygen Tower (31 floors, 103m) - and Circle Square tower (36 floors, 115m) is due to start construction by September.

  • Exchange Court, Angel Gardens, Owen St Tower 1, Owen St Tower 3 and Axis are all now rising - meanwhile One Regent and One Spinningfields will be completing soon.

  • Gary Neville announced that the plans for St Michaels will be redrawn. To what scale and extent we do not yet know.

  • There are now two buildings over 200m proposed/under construction in Manchester, and 23 buildings over 100m.
