GOVT RESPONDS TO POLLUTION PROBLEMS, ILLNESSES IN DEVELOPMENT ZONE

RAYONG : The government yesterday opened Thailand's first occupational and environmental health hazard medical centre, costing 225 million baht, in a direct response to industrial pollution at Map Ta Phut in Rayong.

Attending the ceremony, Prime Minister Abhisit Vejjajiva vowed to improve health care and use lessons learned from the Map Ta Phut pollution problems to better deal with detrimental impacts due to industrial development.

"The Map Ta Phut case is an important lesson. In the past, we were only concerned about economic growth without paying attention to the environment and people's health," Mr Abhisit said during his first visit to the pollution-hit area since the Map Ta Phut dispute flared up last year. "From now on, we have to balance investment with environmental and health protection."

Mr Abhisit has told officials to set up an information centre to answer queries about procedures under the new Natural Resources and Environment Ministry's ministerial regulation on environmental and health impacts assessment study and the ongoing public hearing.

He added the cabinet would appoint a 19-member coordinating committee next week.

The committee will work with academics and NGOs to establish a temporary independent advisory body.

Former prime minister Anand Panyarachun, also chairman of the four-party panel asked to solve the Map Ta Phut problem, is to head the committee.

Public Health Ministry permanent secretary Paijit Warachit, who accompanied the prime minister to Map Ta Phut, said 294.54 million baht was budgeted by the ministry under the Thai Khem Khaeng economic stimulus package for medical research and development projects in Map Ta Phut.

About 75% of the budget will be set aside for enlarging the Map Ta Phut Hospital from 30 beds to 200 beds, expected to be completed in 2012. The rest will be spent on a research centre and health prevention projects.

About 170,000 outpatients sought treatment at Map Ta Phut Hospital last year. The number of patients overwhelmed staff as only seven doctors, including two consultants on occupational hazard, were based in the industrial estate, according to the Public Health Ministry.

Patients presently at hospitals in Rayong's Map Ta Phut district mostly suffered from leukaemia and gall bladder cancer, as well as respiratory and skin problems and chemical-related accidents.

However, there was no substantial research on the link between these illnesses and the industrial projects.

However, a mobile medical service aims to collect blood and urine from among 16,000 residents to study industrial pollution levels from May.

The mobile health check-up unit will work from this month until May.

Rayong governor Sayompon Limthai said residents did not reject industrial development and investment as such, but any projects set up there must not damage people's health or the local environment.

กรมอุทยานแห่งชาติ ขึงขังจัดระเบียบเกาะเสม็ด แฉขยะล้น-รีสอร์ทต้องรื้อถอนกว่า 40 ราย ผู้ว่าฯระยอง เผยแผนพัฒนาสิ่งแวดล้อมต้องปรับปรุงถนนคอนกรีตรอบเกาะความยาว 14 กม.ใช้งบ 61 ล้านบาท

เมื่อวันที่ 19 ม.ค.นายจตุพร บุรุษพัฒน์ อธิบดีกรมอุทยานแห่งชาติสัตว์ป่าและพันธุ์พืช กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เปิดเผยว่า กรมอุทยานฯ จะเข้าไปจัดระเบียบการท่องเที่ยวใหม่ที่อุทยานแห่งชาติหมู่เกาะเสม็ด-เขาแหลมหญ้า จ.ระยอง เนื่องจากมีปัญหาด้านสิ่งแวดล้อม โดยเฉพาะขยะที่ล้นหลุมบนศูนย์เยาวชนอ่าวพร้าว จนกลายเป็นบ่อขยะขนาดใหญ่ มีสภาพอุจาดตาอย่างมากและมีผลกระทบกับน้ำทะเล ชายหาด ชีวิตของประชาชนรวมทั้งนักท่องเที่ยว ในแต่ละวันมีขยะเกิดขึ้นจำนวนหลายตันจากการเติบโตของธุรกิจการท่องเที่ยว ต้องรีบจัดการก่อนที่เกาะเสม็ด จะเละเทะไปมากกว่านี้ นอกจากนี้ กรมอุทยานฯ จะจำกัดจำนวนนักท่องเที่ยวที่จะมาเที่ยวบนเกาะเสม็ดด้วย ขณะนี้ ตนและนายสยุมพร ลิ่มไทย ผู้ว่าราชการจังหวัดระยอง อยู่ระหว่างร่างแผน คาดว่าจะแล้วเสร็จภายในปีนี้

นายจตุพร กล่าวต่ออีกว่า กรมอุทยานฯ เตรียมหารือกับกรมธนารักษ์ กรณีข้อพิพาทการเช่าที่ราชพัสดุบนเกาะเสม็ดระหว่างอุทยานฯ กับผู้ประกอบการรีสอร์ทบนเกาะเสม็ดทั้ง 40 รายที่มีคำพิพากษาแล้วให้รื้อถอน แต่กรมอุทยานฯ ยังไม่สามารถเข้าไปจัดการปัญหาได้ ทำให้ปัญหายังคาราคารัง ไม่เว้นแม้แต่ด่านเก็บค่าธรรมเนียม ต่อไปจะให้รวมจุดเดียวเบ็ดเสร็จ ขณะนี้เจ้าของรีสอร์ทบางราย ใช้วิธีการนำนักท่องเที่ยวเข้าไปที่พัก โดยไม่ผ่านด่าน ดังนั้นจะใช้โอกาสนี้จัดระเบียบสิ่งแวดล้อมและปัญหาภาพรวมของเกาะเสม็ดใน คราวเดียวกัน

ด้าน นายปริญญา คุ้มสระพรม หัวหน้าอุทยานเขาแหลมหญ้า - หมู่เกาะเสม็ด กล่าวว่า ขยะบนเกาะเสม็ดมีปริมาณมากกว่า 100 -200 ตัน อุทยานฯ จึงร่วมมือกับ จ.ระยอง จัดโครงการขยะคืนฝั่งเป็นโครงการที่จะนำขยะทั้งหมดออกจากเกาะและเข้าสู่กระบวนการจัดการขยะที่ถูกต้อง โครงการดังกล่าวคาดว่าจะแล้วเสร็จภายในปี 2553 ส่วนเรื่องของหาดแม่รำพึงที่พ่อค้าแม่ค้าบุรุกเข้าไปขายของนั้น อุทยานได้มีการประชุมร่วมกับพ่อค้าแม่ค้าที่บุกรุกและได้ข้อตกลงร่วมกันว่า พ่อค้าแม่ค้ายอมให้อุทยานระเบียบร้านค้าทั้งหมด โดยอุทยานจะจัดพื้นที่ให้พ่อค้าแม่ค้าเหล่านี้ขายของไม่ให้เข้าไปขายในโซนของส่วนบริการท่องเที่ยวและนันทนาการอย่างที่แล้วมา

ขณะที่ ผู้ว่าราชการจังหวัดระยองกล่าวว่า สำหรับแผนพัฒนาสิ่งแวดล้อมบนเกาะเสม็ดมี 3-4 โครงการหลักคือปรับปรุงถนนคอนกรีตรอบเกาะเสม็ดความยาว 14 กิโลเมตร ใช้งบ 61 ล้านบาท พื้นที่ถนนราว 7 กิโลเมตร ต้องผ่านเขตอุทยานฯ ส่วนหลุมขยะพื้นที่ 4 ไร่ ก็มีปัญหาเต็มจนล้นออกมาส่งกลิ่นเหม็น มีน้ำขยะปนเปื้อนชั้นน้ำใต้ดิน ทั้งนี้องค์การบริหารส่วนจังหวัดระยอง(อบจ.) จะทำการขนย้ายขยะหลุมนี้ออกไปทั้งหมด โดย 2 โครงการนี้คาดว่าภายใน 1 ปีจะแล้วเสร็จ ส่วนแผนปรับปรุงท่าเทียบเรือบนเกาะเสม็ด ใช้เป็นจุดรับนักท่องเที่ยว ขนส่งสินค้าและเรือประมง จนมีสภาพชำรุดทรุดโทรมมาก พบว่าเสาตอม่อสึกกร่อนจนเห็นเหล็กและอาจเกิดอันตรายได้ในอนาคตองค์การบริหารส่วนจังหวัด (อบจ.) ระยอง เสนอแผนปรับปรุงแนวทางขึ้นลงให้ความยาว 100 เมตรและทำเป็นอุโมงค์รูปปี่พระอภัย เพื่อเป็นสัญลักษณ์ของระยอง คาดว่าจะใช้เงินถึง 100 ล้านบาท

Govt plans bullet-train project

The government plans to launch a bullet-train project next year, Deputy Prime Minister Trairong Suwankhiri said yesterday.

The government wants people to be able to travel to any part of the country by rail within five hours, he told a press conference after meeting with officials from the Finance and Transport ministries.


Officials say investment for high-speed rail routes from Bangkok to Chiang Mai, the Thai-Malaysian border, Rayong, Nong Khai and Ubon Ratchatani would cost about Bt800 billion.


Bangkok to Rayong would the first line to be built at an estimated cost of Bt56 billion, said Trairong.


He said the government would invite investors from China, Japan, France and Germany to participate in the projects.


The government may invest in the infrastructure while investors would invest in the rolling stock, he added.


"The government will start the project before the next general election. I assure you the government will survive for another year," said the deputy PM.

นาย ไตรรงค์ สุวรรณคีรี รองนายกรัฐมนตรีฝ่ายเศรษฐกิจ เปิดเผยภายหลังเป็นประธานการประชุมคณะกรรมการเพื่อพิจารณาแนวทางการเพิ่ม บทบาทภาคเอกชนในรูปแบบการลงทุนร่วมภาครัฐ-เอกชน (พีพีพี) ว่า ที่ประชุมเห็นชอบในหลักการตามแผนแม่บทเพื่อพัฒนาระบบรางและรถไฟฟ้าความเร็ว สูง ตามข้อเสนอของกระทรวงคมนาคม 4 เส้นทาง คือ กรุงเทพฯ-ระยอง กรุงเทพฯ-หาดใหญ่ กรุงเทพฯ-หนองคาย และกรุงเทพฯ-เชียงใหม่ ซึ่งทุกเส้นทางต้องไปถึงที่หมาย โดยใช้เวลาไม่เกิน 5 ชั่วโมง พร้อมกันนี้ รัฐบาลยังได้รับผลตอบแทนอยู่ที่ 15.26-17.69% ของวงเงินลงทุน ซึ่งถือเป็นระดับที่คุ้มค่าหากเทียบกับการลงทุน เพราะผลตอบแทนที่ได้รับสูงกว่าดอกเบี้ยเงินกู้ โดยได้มอบหมายให้สำนักงานนโยบายและแผนการจราจรและขนส่ง (สนข.) คำนวณงบประมาณที่ต้องใช้ในแต่ละเส้นทาง เพื่อเสนอให้ที่ประชุมครม.พิจารณาภายใน 60 วัน โดยภายหลังครม.เห็นชอบจะเชิญชวนให้ผู้ประกอบการทั้งในและต่างประเทศรับฟัง รายละเอียด เพื่อเดินหน้าโครงการได้ภายในปี"54 คาดเริ่มที่ กรุงเทพฯ-ระยอง เป็นแห่งแรกเพราะใช้เงินลงทุนต่ำ

ทั้งนี้ที่ประชุมยังเห็นชอบให้ ปรับปรุงเส้นทางเดินรถไฟให้มีความทันสมัยภายใต้งบประมาณ 70,000-80,000 ล้านบาท นอกจากนี้ และได้เตรียมใช้งบประมาณอีก 100,000 ล้านบาท ดำเนินโครงการรถไฟรางคู่ ซึ่งกำหนดระยะแรกบนเส้นทาง 767 กิโลเมตรเสร็จภายในปี"57

นายปิยะ ปิตุเตชะ นายก อบจ.ระยอง กล่าวว่า มีนโยบายจะตั้งโรงเรียนมัธยมศึกษาในระดับ ม.1-ม.3 และในอนาคตในระดับ ม.4-ม.5 เพื่อให้บริการแก่ประชาชนใน จ.ระยอง ได้มีสถานศึกษาส่งบุตรหลานเข้าเรียนตามความต้องการอย่างเพียงพอ ซึ่งสภา อบจ.ระยองมีมติเห็นชอบให้ดำเนินการจัดตั้งสถานศึกษาในสังกัด อบจ.ระยอง ชื่อ ”โรงเรียนมัธยมตากสินระยอง” จากการประชุมสมัยสามัญสมัยที่ 1 ประจำปี 2551 ที่ผ่านมา และดำเนินการก่อตั้งขึ้นเป็นปีแรกในบริเวณพื้นที่เรือนจำกลางระยอง (เดิม) ซึ่งเป็นที่ดินของ อบจ.ระยอง ตามโฉนดเลขที่ 1750 ต.เชิงเนิน อ.เมือง จ.ระยอง บนเนื้อที่ 65 ไร่ มีการก่อสร้างอาคารเรียนและอาคารฝึกงานอาชีพ อาคารอเนกประสงค์ ห้องสมุด และอื่นๆ โดยจะใช้งบประมาณ 500 ล้านบาท

"โรงเรียนดังกล่าวจะเป็นการเรียนแบบหลักสูตร 2 ภาษา จัดการเรียนการสอนด้วยวิทยาการและเทคโนโลยีที่เป็นสากล โดยเฉพาะการใช้ภาษาสากลในกลุ่มสาระการเรียนรู้วิทยาศาสตร์ คณิตศาสตร์ ภาษาอังกฤษ และคอมพิวเตอร์ บูรณาการทักษะการคิด และการจัดการให้กลมกลืนกับวิถีชีวิต มีการส่งเสริมครูผู้สอนให้มีสมรรถนะ สามารถจัดการเรียนการสอนได้ตามมาตรฐานสากล รวมทั้งมีการจัดบรรยากาศสิ่งแวดล้อม และกิจกรรมทั้งในและนอกสถานศึกษาเพื่อส่งเสริมความมีคุณธรรมและจริยธรรม สุขอนามัยและมีสำนึกในวิถีชีวิตของชาวระยอง"

นายปิยะกล่าวว่า อบจ.ระยองได้ก่อตั้งมูลนิธิตากสินระยอง เพื่อให้การบริหารคุณภาพโรงเรียนสามารถดำเนินการได้อย่างคล่องตัว สามารถพัฒนาเด็กนักเรียนให้เป็นคนดี คนเก่ง เทียบเท่ากับโรงเรียนชั้นนำ โดยสรรหาผู้บริหารที่มีประสบการณ์ อาทิ นายมังกร กุลวานิช อดีตรองเลขาธิการ สพฐ. นายนคร ตังคะพิภพ ผู้เชี่ยวชาญพิเศษระดับ 10 คนแรกของไทย นายอำนาจ เวียงพล และนายชูโต แสงพงษ์ชัย มาบริหารโรงเรียนให้มีประสิทธิภาพ เพื่อให้ผู้ปกครองเกิดความมั่นใจต่อสถานศึกษาของ อบจ.ระยอง ทั้งนี้ โรงเรียนมัธยมตากสินระยองพร้อมเปิดรับสมัครนักเรียนรุ่นแรกในหลักสูตร 2 ภาษา ตั้งแต่วันที่ 13-17 มีนาคมนี้ จำนวน 300 คน และในปีแรก อบจ.ระยองจะรับภาระค่าใช้จ่ายแทนผู้ปกครองที่ส่งบุตรหลานเข้าเรียน

ผมว่าโลโก้โรงเรียนไม่สร้างสรรเอาซะเลย น่าจะออกแบบใหม่นะครับ ให้ดูมีความเป็นสากลหน่อย โรงเรียนก็เพิ่งเปิดใหม่ ไม่น่ามีปัญหาเหมือนอย่างกรณีพระจอมเกล้าธนบุรีหรอกมั้ง??

Rayong City Administration plans new reservoir

RAYONG : Rayong City Administration plans to build a reservoir fed by the Thap Ma Canal to the north of Rayong.

Rayong governor Sayumporn Limthai said the 192-square-kilometre reservoir would hold 42 million cubic metres in an area that normally faces flooding every monsoon.

The dam project had originally been proposed 30 years ago by Japan International Co-operation Agency (Jica). But the plan was shelved due to high land prices and rapid local economic growth.

"We may change the dam project size to be smaller than the Jica model. We may build it up along the line of the canal in order to cut construction costs," said Mr Sayumporn.

The project will not only help prevent the flooding common in the northern area of the province but also increase water supplies for the drought season.

The local government is now drafting a term of reference to retain a consulting firm for a 10-million-baht feasibility study.

The project is set to start operations over the next three years. In the short-term, Rayong will improve its canals and rivers to improve water reserves. "It is very likely severe drought could continue throughout next year in line with the impact of El Nino," he said.

The Rayong Provincial Irrigation Project reported the province's raw water reserves as of March 26 were 393 million cu m, 72.4% of a capacity of 542 million.

Netr Atchariyapituk, a senior irrigation official in Rayong, said the reserves were enough to supply the eastern provinces for six months - 42% for agriculture, 30% for industry, 18% for tap water and 10% for conservation areas.

But Praphant Asava-aree, president of The Eastern Water Resources Development and Management (EASTW), the sole raw water supplier in the eastern area, said next year remains a worry.

"Next year, summer is likely to see a low level of water reserves. Local officials are concerned that the El Nino effect will remain severe," said Mr Praphant. "Therefore, we have to manage the reserves to ensure as much as possible is kept for the next year."

EASTW expects raw water demand in the eastern area to grow by 8% from 221 million cu m a year ago to 239 million this year. Demand is set to hit 265 million cu m next year with economic recovery and a new petrochemical complex.

The eastern region's five main reservoirs are Ra Oak, Prasae, Nong Pla Lai, Dok Krai and Klong Yai. A 324-kilometre network operated by EASTW covers the three provinces of Chachoengsao, Chon Buri, and Rayong.

Purac predicts bioplastics boom Expects 40% demand growth over 10 years

Netherlands-based CSM, a leading maker of chemicals for food, expects to set up more factories in the coming years to cater to increasing demand for bioplastics that are expected to grow 40% within the next 10 years, says CEO Gerard Hoetmer.


While the bioplastics market is still rather limited at around 70,000 tonnes per year, the figure is expected to grow rapidly over the next five to 10 years.

Based on a recent market study by the CSM subsidiary Purac, the polylactic acid (PLA) market is estimated to reach 3 million tonnes with a market value of US$6 billion by 2020.

Mr Hoetmer said there were many drivers such as consumer and retailer demand, environmental concerns in reducing carbon dioxide emissions, and lower crude oil supplies.

Purac has just begun construction of its 75,000-tonne lactide plant worth 45 million (about 2 billion baht), which will be ready to start production in the second half of 2011.

Lactide, which is converted from lactic acid (LA), is a building block for PLA, a crucial material for making bioplastics.

The projected increase is 40 times the amount of Purac's new plant, so in theory many more plants will have to be built, said the president and CEO of Purac (Thailand), Stephan Paauwe.

Mr Paauwe said the estimated demand growth is because bioplastics will replace conventional plastic as it will be cheaper.

Mineral oil prices will rise and the government will tax oil-based plastics at a higher rate, he said.

The plant utilises 100,000 tonnes of sugar for 75,000 tonnes of production capacity.

Mr Paauwe said the factory could use more than one type of raw material, so if there is an insufficient amount of sugar, it can use tapioca starch. He said Purac is currently researching to find other non-food materials.

Arno van de Ven, Purac's chemicals and pharmaceuticals vice-president, said there were around 10 companies interested in partnering with Purac for PLA production.

The PLA plant will be built soon after the lactide plant, since construction of PLA plants is fast, he said.

The technology used to make PLA is a joint development between Purac and Swiss-based Sulzer Chemtech.

The total production cost of PLA consists of 50% for LA, 30% for lactides and 20% for PLA costs.

Purac is the largest LA manufacturer with five LA plants worldwide. Its LA plant in Thailand is the largest of its plants, occupying 43 rai in Rayong's Asia Industrial Estate.

Purac already has a pilot plant for lactides in Spain, but the one in Thailand will be a commercial plant, said Pornpun Theinsathid, Purac's sales and marketing country manager.

Mr Paauwe said Purac was not affected by ongoing legal and environmental issues at Map Ta Phut.

"Map Ta Phut in general is quite worrying for the Thai economy, but Purac is not affected by it because its IEE [initial environmental examination] is obligatory," he said.

Purac's plant does not need health and environmental impact assessments, but needs to be issued an IEE, which is a permit issued by the Industrial Estate Authority of Thailand.

List of hazardous projects to be ready in April

The four-party panel is confident it can complete three main tasks this month.

They are formation of an independent environmental body, finishing a pollution-control master plan for the Map Ta Phut area and finalising a list of hazardous projects subject to health-impact assessments.


Panel member Harnnarong Yaowalert yesterday said reports on each task would soon be submitted to Prime Minister Abhisit Vejjajiva for discussion by the National Environmental Policy Committee.


All of the rules will be promulgated this month as well, he said yesterday on the sidelines of the final public hearing into the list of hazardous activities.


More than 400 people actively participated in yesterday's final public forum held to determine which categories of industrial activities should be subject to a crucial constitutional clause covering environmental protection, Article 67 (2).


The debate was so intense that the organiser admitted it would take "many more days" for the matter to be concluded.


"We'll try to submit a list to the four-party committee before the Songkran festival," said Thongchai Phansawat, chairman of a subcommittee on the public hearings.


The subcommittee initially hoped to decide which categories of industrial projects to include on the list by this coming Monday. However, heated arguments at yesterday's meeting scotched that deadline.


"We don't think we can make a conclusion that quickly now," Thongchai said.


Article 67 (2) stipulates: "Any project or activity that may seriously affect the quality of the environment, natural resources or biological diversity shall not be permitted unless its impact on the environment and the health of people in nearby communities has been studied and evaluated, consultations with the public and interested parties have been organised and opinions of an independent organisation, consisting of representatives from private environmental and health organisations and higher-education institutions providing studies in the area of the environment, natural resources or health, have been obtained prior to the operation of said project or activity."


Citing this clause, the Stop Global Warming Association last year successfully persuaded the Central Administrative Court to suspend dozens of industrial projects in Rayong's heavily polluted Map Ta Phut area.


In the wake of the suspension, the government established a four-party committee headed by former prime minister Anand Panyarachun to resolve the crisis.


Thongchai's subcommittee works under the four-party committee.


"Entrepreneurs, local residents and academics still have very different opinions," committee spokesman Buntoon Srethasirote said yesterday.


During the hearing, Dr Prinya Nutalaya - who previously sat on the National Environment Board - said he wanted all mining operations included on the list of projects with serious impacts on health and the environment, causing many entrepreneurs protested.


Mining Industry Council secretary-general Wichien Plodpradit said there was no point in placing all mining projects on the list, because that would hurt small entrepreneurs.


He insisted mining technology had improved significantly and that very few operations caused environmental problems these days.


"There have been complaints against about 120 mining operators. Of those, only 3 per cent have really caused any problems," Wichien said.


Stop Global Warming Association president Srisuwan Janya said clear, environmentally friendly rules should be laid down to avoid another crisis like Map Ta Phut.


Non-governmental organisations (NGOs) also strenuously argued small projects should not be allowed to avoid the scrutiny of the independent organisation established under Section 67 (2).


"Being small is no guarantee a factory won't inflict environmental damage," said a representative of a Trang NGO.


Petrochemical and power projects were also hot topics yesterday.


To date, only golf courses have been cleared from the list.

ปรากฏการณ์ "เอลนิโญ" ปี 2553 ทำให้หลายจังหวัดในประเทศไทย เผชิญวิกฤติภัยแล้งอย่างหนัก ขณะที่กระทรวงเกษตรและสหกรณ์ และกรมอุตุนิยมวิทยา ต่างพูดไปในทิศทางเดียวกันว่า ปีนี้เกิดภัยแล้งในหลายพื้นที่ต่อเนื่อง


พื้นที่ภาคตะวันออกก็เป็นพื้นที่หนึ่งที่ถูกจับตามองมาก ว่าจะเกิดประวัติศาสตร์ซ้ำรอยปี 2548 หรือไม่ โดยที่ในขณะนั้น ทั้งภาคอุตสาหกรรม, เกษตรกรรมและประชาชนในพื้นที่ ต่างเผชิญปัญหาวิกฤติน้ำขาดแคลนอย่างหนัก มีการแย่งชิงน้ำอย่างไม่เคยปรากฏมาก่อน จึงเกิดคำถามว่า ภัยแล้งปีนี้เหตุการณ์แบบนี้จะกลับมาซ้ำรอยชาวบ้านภาคตะวันออกอีกหรือไม่ และหน่วยงานที่เกี่ยวข้อง มีการเตรียมพร้อมรับมือกับสถานการณ์นี้อย่างไร!

-ยันปีนี้ระยองไม่แล้ง

ล่าสุดจังหวัดระยอง นำทีมโดยผู้ว่าราชการจังหวัด จับมือผู้บริหารหน่วยงานที่เกี่ยวข้อง ทั้งจากกรมชลประทาน, ศูนย์ปฏิบัติการฝนหลวง, การประปาภูมิภาคสาขาระยอง รวมไปถึงผู้บริหารบริษัทจัดการและพัฒนาทรัพยากรน้ำภาคตะวันออก จำกัด (มหาชน) หรือ "อีสต์ วอเตอร์" เปิดโต๊ะยืนยันพร้อมกันเป็นครั้งแรกว่า "แล้งนี้ระยองไม่วิกฤติน้ำ" แน่นอน พร้อมทั้งท้าพิสูจน์ ด้วยการลงพื้นที่เพื่อดูปริมาณน้ำต้นทุนที่มีอยู่ในอ่างเก็บน้ำสำคัญในจังหวัดระยอง

นายสยุมพร ลิ่มไทย ผู้ว่าราชการจังหวัดระยอง ระบุปริมาณน้ำต้นทุนคงเหลือในอ่างเก็บน้ำ 5 แห่ง ได้แก่ อ่างเก็บน้ำระโอก, อ่างเก็บน้ำประแสร์,อ่างเก็บน้ำดอกกราย ,อ่างเก็บน้ำหนองปลาไหล และอ่างเก็บน้ำคลองใหญ่ ที่มีความจุรวมกัน 542,900,000 ลบ.ม. (ข้อมูล ณ วันที่ 26 มีนาคม 2553) มีปริมาณน้ำปัจจุบันรวม 393,145,000 ลบ.ม. หรือคิดเป็นสัดส่วน 72.42% ของความจุทั้งหมด ซึ่งถือว่าเป็นปริมาณน้ำต้นทุนที่ยังสูงอยู่ กระนั้นในพื้นที่จังหวัดระยองยังเตรียมพร้อมรับมือ โดยหน่วยปฏิบัติการฝนหลวง ได้มาตั้งหน่วยปฏิบัติการพิเศษอยู่ที่สนามบินอู่ตะเภาจำนวน 3 ลำ พร้อมปฏิบัติการ เมื่อได้รับการร้องขอจากพื้นที่จังหวัดระยองและจังหวัดข้างเคียงทันที

อย่างไรก็ตาม จากการสำรวจข้อมูลพบว่า ปริมาณน้ำดังกล่าวสามารถจัดสรรให้ใช้ไปได้อีกประมาณ 196 วัน หรือประมาณ 6 เดือน โดยจะมีการใช้น้ำวันละ 2,002,000 ลบ.ม. แบ่งเป็นน้ำเพื่อการบริโภคและอุปโภคประมาณวันละ 70,000 ลบ.ม. น้ำเพื่อการเกษตรและรักษาระบบนิเวศน์ ประมาณวันละ 1,222,000 ลบ.ม. และน้ำเพื่ออุตสาหกรรม ประมาณวันละ 710,000 ลบ.ม. ซึ่งเข้าฤดูฝนซึ่งจะมีฝนตกลงมาเติมปริมาณน้ำเหนืออ่างต่อไป

-กระทบ 5 อำเภอแล้งปานกลาง

ส่วนภาพรวมของพื้นที่ในจังหวัดระยองพบว่า ปี 2553 เปรียบเทียบปี 2552 และเทียบเคียงกับจังหวัดอื่น ๆ ด้วยแล้ว จังหวัดระยองได้รับผลกระทบจากภัยแล้งปีนี้ อยู่ในระดับเบาบางและปานกลาง เพราะมีพื้นที่เพียง 5 อำเภอเท่านั้นที่ได้รับผลกระทบจากภัยแล้ง คือ อำเภอเมือง อำเภอวังจันทร์ อำเภอบ้านค่าย อำเภอบ้านฉาง และอำเภอแกลง ที่ต้องประกาศเป็นพื้นที่ประสบภัยแล้ง แต่เมื่อรวมทั้งจังหวัดระยองแล้ว ไม่ถือว่าได้รับผลกระทบรุนแรง

เนื่องจากพื้นที่ที่กระทบ 5 อำเภอนั้น มีพื้นที่การเกษตรที่คาดว่าจะเสียหายมีจำนวน 2,240 ไร่ มีราษฎรได้รับความเดือดร้อนจำนวน 15,062 ครัวเรือน 39,832 คน ซึ่งทางจังหวัดได้แจกจ่ายน้ำอุปโภค บริโภค ให้กับราษฎรจำนวน 1.694 ล้านลิตร และทางจังหวัดได้สนับสนุนรถยนต์บรรทุกน้ำ ให้กับอำเภอและองค์กรปกครองส่วนท้องถิ่นจำนวน 9 คันแล้วในขณะนี้

ส่วนสาเหตุที่จังหวัดระยองต้องออกมาประกาศ 5 อำเภอ เป็นพื้นที่ประสบภัยแล้งเพราะไปเกี่ยวข้องกับการของบช่วยเหลือ หากไม่ประกาศเป็นพื้นที่ที่ได้รับผลกระทบจากภัยแล้ง ตามระเบียบราชการก็ไม่สามารถเข้าไปช่วยเหลือได้
-มองข้ามช็อตรับมือปี 54

สำหรับแผนรับมือปี 2554 จังหวัดระยองกำลังศึกษาว่า จะทำอย่างไรให้มีพื้นที่เก็บน้ำได้มากขึ้นเมื่อฝนตกเต็มอ่างเก็บน้ำ แล้วสามารถผันน้ำไปเก็บไว้ในพื้นที่กักเก็บน้ำขนาดเล็ก โดยไม่ต้องระบายน้ำทิ้ง โดยทำในลักษณะแก้มลิง ต่อท่อเชื่อมระหว่างอ่างเก็บน้ำขนาดใหญ่ ไปยังอ่างเก็บน้ำขนาดเล็ก สำรองไว้เป็นน้ำต้นทุนสำหรับใช้ในปีถัดไปให้มากที่สุด พร้อมกับวางยุทธศาสตร์การใช้งบที่มี มาขุดลอกตามคูคลองให้สามารถรับน้ำได้มากขึ้น โดยส่วนนี้จะเริ่มดำเนินการได้ตั้งแต่ปี2553 ต่อเนื่องถึงปี 2554

-กรมชลฯผันน้ำประแสร์ช่วย

ด้านนายเนตร อัจฉริยะพิทักษ์ ผู้อำนวยการโครงการชลประทานจังหวัดระยอง กล่าวว่า สถานการณ์น้ำในปี 2553 สูงกว่าทุกปี เนื่องจากน้ำต้นทุนในปีที่ผ่านมามีระดับที่สูง บวกกับแนวทางการจัดสรรน้ำในลุ่มน้ำประแสร์และคลองใหญ่ ที่มีปริมาณรวม 520 ล้านลบ.ม. มาเพิ่มเติมอ่างเก็บน้ำหลัก อย่างอ่างเก็บน้ำดอกกราย และอ่างเก็บน้ำหนองปลาไหลด้วย โดยปริมาณน้ำในอ่างเก็บน้ำประแสร์และคลองใหญ่ สามารถจัดสรรใช้สำหรับภาคการเกษตรมากที่สุดถึง 42% ภาคอุตสาหกรรม 30% อุปโภคบริโภคในภาคครัวเรือนหรือน้ำเพื่อผลิตเป็นน้ำประปา 18% และน้ำเพื่อรักษาระบบนิเวศอีก 10%
ทั้งนี้ ภาครัฐได้ทุ่มเทลงทุนการเชื่อมโยงอ่างเก็บน้ำขนาดใหญ่ในพื้นที่ภาคตะวันออกเข้าด้วยกัน เพื่อให้สามารถบริหารจัดการน้ำได้เต็มประสิทธิภาพ หลังจากที่เกิดวิกฤติอย่างหนักในปี 2548 ทำให้เวลานี้ ในพื้นที่ภาคตะวันออก มีปริมาณน้ำต้นทุนในระดับสูงกว่าพื้นที่อื่น ๆ ของประเทศ และไม่ต้องวิตกกับวิกฤติภัยแล้งที่กำลังมาเยือน

-เพิ่มหน่วยปฏิบัติการฝนหลวง

ขณะที่นายทวี กาญจนา ผู้อำนวยการศูนย์ปฏิบัติการฝนหลวงภาคตะวันออก กล่าวว่า ได้เตรียมความพร้อมในการรับมือปัญหาภัยแล้งไว้ตั้งแต่ปลายปีที่แล้ว ที่มองว่าปี 2553 นี้ จะเกิดสภาพอากาศแล้งและร้อนจัด จึงตั้งหน่วยปฏิบัติการฝนหลวงเพิ่มอีก 1 พื้นที่ ที่จังหวัดจันทบุรี ดูแลครอบคลุมจังหวัดจันทบุรีและจังหวัดตราด จากเดิมที่ตั้งหน่วยปฏิบัติการที่จังหวัดระยอง ดูแลพื้นที่จังหวัดชลบุรี ระยอง และตราด โดยขณะนี้มีเครื่องบินสำหรับทำฝนเทียมในพื้นที่ภาคตะวันออกทั้งหมด 6 ลำ โดยหน่วยปฏิบัติการฝนหลวงจะอยู่ปฏิบัติการไปจนกว่าจะมั่นใจว่า มีปริมาณน้ำในพื้นที่ดังกล่าวเพียงพอ โดยจากผลการปฏิบัติการทำฝนเทียมในช่วงที่ผ่านมาได้ปริมาณฝนเป็นที่น่าพอใจ พืชผลทางการเกษตรรอดพ้นจากความเสียหายเกือบทั้งหมด และยังต้องการปริมาณน้ำฝนอย่างต่อเนื่อง

ขณะที่ด้านนายประพันธ์ อัศวอารี กรรมการผู้อำนวยการใหญ่ บริษัท จัดการและพัฒนาทรัพยากรน้ำภาคตะวันออก จำกัด (มหาชน) หรือ อีสต์ วอเตอร์ ผู้จ่ายน้ำดิบผ่านท่อในพื้นที่ภาคตะวันออก กล่าวยืนยันว่า ขณะนี้ปริมาณน้ำในอ่างเก็บน้ำต่าง ๆ อยู่ในจุดปลอดภัย ถึงแม้จะไม่มีฝนตกตลอดหน้าแล้งนี้เลย ก็จะไม่มีปัญหาเรื่องการจัดสรรน้ำ และเพื่อให้เกิดความมั่นใจมากขึ้น ในปีนี้บริษัทได้จึง
สนับสนุนปฏิบัติการฝนหลวงเป็นเงินจำนวนเงิน 5 ล้านบาท


-อีสต์ วอเตอร์ชี้ปี 54ใช้น้ำดิบพุ่ง

สำหรับอีสต์ วอเตอร์ ระหว่างนี้ยังมีการเดินเส้นท่อระยะทาง 35 กิโลเมตร จากอ่างเก็บน้ำหนองปลาไหลไปยังมาบตาพุด ส่วนแผนที่จะลงทุนใหม่จากนี้ไป จะเป็นเรื่องของการปรับปรุงระบบท่อตั้งแต่พื้นที่จังหวัดฉะเชิงเทรา ไปยังจังหวัดระยอง โดยคาดว่าปี 2553 การใช้น้ำดิบโดยผ่านท่อจากอีสต์ วอเตอร์ จะโตขึ้นประมาณ 8% และหลังจากนั้นในปี 2554-2555 การใช้น้ำดิบจะโตสูงขึ้นอีก ในอัตรา 10-11% เนื่องจากมีการขยายตัวของประชากรในพื้นที่ และโครงการลงทุนในอุตสาหกรรมปิโตรเคมีขยายตัวเต็มที่

โดยความต้องการใช้น้ำดิบขยายตัวต่อเนื่องตามลำดับ ดังนี้ ปี2552 มีการใช้น้ำดิบ221 ล้านลบ.ม. ปี2553 มีการใช้น้ำดิบ 239 ล้านลบ.ม. ปี2554 เพิ่มเป็น 265 ล้านลบ.ม. และปี 2555 การใช้น้ำดิบจะเพิ่มเป็น 290 ล้านลบ.ม. โดยปริมาณน้ำดิบที่ผ่านท่ออีสต์ วอเตอร์ จะจัดสรรไปยังการอุปโภค-บริโภคในรูปของการประปา 35% และภาคอุตสาหกรรม 65% คาดว่าอีกประมาณ 10 ปี สัดส่วนการอุปโภค-บริโภคจะเพิ่มเป็น 40-50% เนื่องจากชุมชนในพื้นที่ขยายตัวมากขึ้น ในขณะที่การลงทุนใหม่ในระยองขยายตัวได้เต็มที่แล้ว

ทั้งนี้ การสูบน้ำของอีสต์ วอเตอร์จะได้รับการจัดสรรน้ำจากกรมชลประทาน ให้สามารถสูบน้ำจากอ่างเก็บน้ำหลัก เช่น อ่างเก็บน้ำดอกกราย จำนวน 96 ล้านลบ.ม./ปี อ่างเก็บน้ำหนองปลาไหล จำนวน 66 ล้านลบ.ม./ปี และอ่างเก็บน้ำหนองค้อ 10 ล้านลบ.ม./ปี นอกจากนั้นก็จะเป็นการสูบน้ำจากแหล่งน้ำอื่นอีก เช่น แม่น้ำระยอง แม่น้ำบางปะกง และแหล่งน้ำเอกชน รวมทั้งปีจะมีการสูบน้ำจากแหล่งเก็บน้ำต่าง ๆ รวมทั้งสิ้น ประมาณ 262 ล้านลบ.ม.

นายเจริญสุข วรพรรณโสภาค รักษาการ รองกรรมการผู้อำนวยการใหญ่ สายงานวางแผนและปฏิบัติการ บริษัทอีสต์ วอเตอร์ฯ กล่าวเสริมว่า บทบาทของอีสต์ วอเตอร์ จะเป็นผู้สูบส่งน้ำไปยังการประปาและภาคอุตสาหกรรม ส่วนกรมชลประทานจะเป็นผู้บริหารแหล่งน้ำ มองว่าปริมาณน้ำต้นทุนปลายปี 2553 จะต้องไม่ต่ำกว่า 190 ล้านลบ.ม. โดยเฉพาะในอ่างเก็บน้ำหลัก อย่างอ่างเก็บน้ำหนองปลาไหล และอ่างเก็บน้ำดอกกราย จะต้องมีระดับน้ำต้นทุนรวมกันไม่ต่ำกว่า 150 ล้านลบ.ม. โดยจะมีการผันน้ำจากอ่างเก็บน้ำประแสร์ เข้ามาสำรองใน 2 อ่างดังกล่าว เพื่อรักษาระดับน้ำต้นทุนไว้ให้มากที่สุด

อย่างไรก็ตามแม้ทุกภาคส่วนจะออกมายืนยันว่าปีนี้ภัยแล้งไม่มาเยือนในพื้นที่ภาคตะวันออกแน่นอน แต่เมื่อฟังเสียงจากชาวบ้านแล้วก็พบว่า ยังไม่มั่นใจเต็ม 100% และต้องการจะให้มีการพัฒนาแหล่งเก็บน้ำต้นทุนให้มากขึ้นอีก ขณะเดียวกันภาคประชาชนก็อยากให้ภาคอุตสาหกรรม มีแหล่งน้ำเป็นของตัวเอง และมองว่าขณะนี้เมื่อมีความพร้อมในปริมาณน้ำแล้ว แต่ถ้าท่อน้ำยังเดินไปไม่ถึงชาวบ้าน ชาวไร่ ชาวสวน ก็ยังเป็นปัญหาอยู่ เพราะที่ผ่านมายังมีพื้นที่ที่ระบบท่อประปาไปไม่ถึง และยังต้องใช้ระบบรถน้ำวิ่งบริการอยู่ ขณะที่ภาคอุตสาหกรรมกลุ่มปิโตรเคมีที่เคยผ่านประสบการณ์วิ่งซื้อน้ำกันแบบรายวันก็ไม่ประมาท ยังมีการต้องเฝ้าสำรวจแหล่งน้ำไปอย่างต่อเนื่อง

อย่างน้อยภัยแล้งปีนี้ คนที่อยู่ในพื้นที่ภาคตะวันออกหายใจสะดวกขึ้น เมื่อหน่วยงานที่เกี่ยวข้อง ออกมายืนยันพร้อมหน้ากันแบบนี้ ขณะที่อีกหลายจังหวัดที่เผชิญปัญหาภัยแล้งซ้ำแล้วซ้ำเล่าทุกปี ก็น่าจะยกกรณีศึกษาของภาคตะวันออก มาเป็นแบบอย่างในการแก้ไขปัญหาได้บ้าง และจะให้ดีต้องศึกษากันมาตั้งแต่ที่ภาคตะวันออกเกิดวิกฤติน้ำ เมื่อปี 2548 และหน่วยงานที่เกี่ยวข้องทั้งภาคประชาชน ภาครัฐ ภาคเอกชนแก้ไขปัญหาอย่างไร จนถึงปีนี้ที่หลายพื้นที่ต่างเผชิญภัยแล้ง แต่ภาคตะวันออกที่มีการกระจุกตัวของโรงงานอุตสาหกรรมปิโตรเคมีหนาแน่น และใช้น้ำจำนวนมาก กลับไม่ติดโผพื้นที่เสี่ยงเรื่องน้ำ เพราะถ้าหากมีการยกระดับแก้ปัญหาได้แต่เนิ่นๆ แม้ภัยแล้งมาเยือนอีกกี่ครั้งก็ยังรับมือได้!!!

Progress on 'Map Ta Phut list' Review body could start work in June

A new working panel responsible for classifying harmful industries will be proposed today to the National Environment Committee chaired by Prime Minister Abhisit Vejjajiva.

Developers of projects the panel classifies as harmful would need to conduct environmental impact and health impact assessments (EIA and HIA).

The panel's rulings would later go before a new temporary independent screening organisation, which would then forward them for final approval by the national environmental committee.

Section 67 of the 2007 Constitution requires an independent body to screen new industrial projects classified as potentially harmful to the environment and public health. In addition to EIA and HIA reports, developers of projects on the so-called harmful list must hold public hearings.

The temporary organisation would operate for two years or until a permanent independent organisation is established.

According to Putthipong Punnakan, vice-minister to Prime Minister's Office, the government remains confident that a temporary independent organisation can be set up within this month.

"As far as I am aware the temporary independent committee is about to be completed and is expected to start working in June or July, while the public hearings on harmful industries are almost finished," said Mr Putthipong,

Thongchai Pansawat, chairman of a sub-committee drafting the harmful industries list, said the work was about 90% complete after six public hearings.

The committee is expected to complete the draft tomorrow or next week, he said.

The list will be submitted to the panel, chaired by former prime minister Anand Panyarachun, which was set up to help resolve the deadlock between the private sector and local communities and activists, over the development of industrial projects in the Map Ta Phut area of Rayong.

The Administrative Court last year ordered the suspension of 76 industrial projects - many belonging to large companies such as PTT and the Siam Cement Group - because of the failure of state agencies to comply with Section 67.

Subsequent court appeals by some of the project owners have brought the number of suspended projects down to 46, including some that have been halted voluntarily by the companies.

Nine out of 46 projects have received court approval to complete construction. However, they would need to petition again for approval to begin operations after the construction is complete.

Another 11 projects are seen as not being subject to the court orders as their EIAs were approved before the 2007 Constitution took effect. Therefore, the government and the Industrial Estate Authority of Thailand allowed them to go ahead without seeking court permission.

The remaining 26 projects are still seeking ways to present evidence to support their petitions to continue.

IRPC to set up science university in Rayong

IRPC Plc, the integrated petrochemical unit of the PTT Group, plans to build a science and technology university in its complex in Rayong to build the skills of the group's human resources, says Pailin Chuchottaworn, IRPC's president.

The company has already been allocated 200 rai for the university near its petrochemical complex.

Dr Pailin said the educational institute would focus on chemical and petrochemical engineering as well as environmental chemistry.Details of the privately run university would be finalised soon, he added. The institute is scheduled to begin its first semester in 2013.

The company is now waiting for an operating licence from the Education Ministry, said Dr Pailin.

"Local people need a good-quality educational institute here in Rayong. Despite the fact that there are more than 10,000 scientists and engineers working in this area, given that it's the country's largest industrial area, we still need more engineers with high skills, particularly in chemicals, since it is our field," said Dr Pailin.

The move follows the success of similar initiatives by large industrial players in other countries. The Korean industrial giant Pohang has set up Postech University while Malaysia's Petronas established the University of Technology Petronas.

"Those universities became great educational institutions that could serve the development of the industry. Because we can set the curriculum that matches our requirements," said Dr Pailin.

Students from the new university may be offered training opportunities within the PTT Group's companies that could lead to permanent employment. In the longer term, the university could also provide a base for research and development.

Shares of IRPC closed on the Stock Exchange of Thailand yesterday at 4.30 baht, up four satang, in trade worth 156.3 million baht.

โอนภาษีเข้าระยอง ปูเขตเศรษฐกิจพิเศษ

นางมณฑา ประณุทนรพาล ผู้ว่าการการนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.) เปิดเผยถึงการลงนามบันทึกแสดงเจตนารมณ์ร่วมกันระหว่าง กนอ. สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และชมรมผู้ประกอบการนิคมอุตสาหกรรมพื้นที่มาบตาพุด เพื่อสนับสนุนให้หน่วยงานและบุคลากรของแต่ละองค์กรที่ทำงานในพื้นที่โอนย้ายทะเบียนรถและทะเบียนราษฎร์ เพื่อดึงรายได้จากภาษีต่างๆ จากการปฏิบัติงานมาพัฒนาพื้นที่จังหวัดระยอง

ทั้งนี้ การประกอบกิจการของภาคอุตสาหกรรมที่ผ่านมา บริษัทและโรงงานอุตสาหกรรมจดทะเบียนในกรุงเทพฯ แต่ในการปฏิบัติงานจริงอยู่ใน จ.ระยอง ทำให้การชำระภาษีทั้งการประกอบกิจการ หรือพนักงานที่ปฏิบัติงานอยู่ใน จ.ระยอง เป็นการชำระภาษีให้พื้นที่กรุงเทพฯ ซึ่งเบื้องต้นมีผู้แจ้งย้ายทะเบียนรถแล้ว 1,500 คัน

นายพยุงศักดิ์ ชาติสุทธิผล ประธาน ส.อ.ท. กล่าวว่า ในระดับนโยบายแล้วเอกชนเคยเสนอการยกระดับให้ จ.ระยอง เป็นเขตเศรษฐกิจพิเศษ (Special Economic Zone) เพื่อบริหารจัดการด้านงบประมาณที่มีประสิทธิภาพต่อการพัฒนาภาคอุตสาหกรรมให้อยู่ร่วมกับชุมชนอย่างยั่งยืน โดยเสนอคณะกรรมการร่วมภาครัฐและเอกชน (กรอ.) จึงอยู่ที่นโยบายรัฐ เพราะระบบภาษีต่างๆ สามารถบริหารจัดการได้รวดเร็วและสามารถนำมาเป็นรายได้ของ จ.ระยองได้ เช่น ภาษีมูลค่าเพิ่ม ภาษีเงินได้นิติบุคคล ซึ่งสามารถนำไปปฏิบัติกับพื้นที่อื่น เพื่อสร้างการยอมรับภาคอุตสาหกรรม.

Rayong governor backs Map Ta Phut New projects welcome, claims Sayumporn

The controversial Map Ta Phut industrial estate can still welcome new projects, despite the fierce disputes between the community and industrialists, which have triggered lawsuits and delayed industrial projects, said Rayong's governor Sayumporn Limthai.

He expressed confidence that Map Ta Phut will continue to accommodate new projects in accordance with the third eastern seaboard development plan, which ends in 2018.

"I think the situation is in a period of transition. After this everything will return back to normal and new projects will continue to rise [in the area]," said Mr Sayumporn.

He added that the many projects currently stalled by a court decision will be able to resume operations due to procedures currently being drawn up in line with Section 67 of the 2007 Constitution.

"Consideration as to whether [Map Ta Phut] will be able to support new projects does not depend on the number of projects but the amount of accumulated pollution," he said.

A study by the Ministry of Natural Resources and Environment's Pollution Control Department will be finished within the next one to two years, and will then be presented to the National Environment Board chaired by Prime Minister Abhisit Vejjajiva.

"I think most people in Rayong province accept that the area is an industrial one that they need to sacrifice. In reality, I think that industries and people are inseparable, and there is no way to get around the fact that the two sides need to get together to co-operate," he said.

Payungsak Chartsuthipol, chairman of the Federation of Thai Industries, said he supports setting up Map Ta Phut as a special economic zone that can benefit local residents.

The issue has already been proposed to the Eastern Seaboard Committee and the Joint Standing Committee on Commerce, Industry and Banking.

He added that co-operation between communities and industries will require co-operation between stakeholders such as the government, businesses, communities and non-governmental organisations to prevent disagreements.

"If this is added with the special economic zone, I think many provinces will be ready to invite industries to go and invest in their area," he said.

In a related development, the Industrial Estate Authority of Thailand (IEAT) and the Federation of Thai Industries have signed a memorandum of understanding to help businesses in Map Ta Phut transfer their car and house registrations from Bangkok to Map Ta Phut to gain tax benefits.

Questions have been raised in recent years about how the residents of Rayong have gained from industrial activity.

Mr Sayumporn said that revenue from firms, which goes to the local government, can benefit communities through investment in infrastructure or education.
