According to the company’s site office, digging work for seven towers out of a possible 45 is complete, though the BT team could find no evidence to support this claim.

The site office maintains that the project is only slightly delayed— with the completion of the first phase now scheduled for early 2012. The company’s external communications agency pleaded a media gag due to a “bit of a crisis”.

As mentioned, the financial crisis is to be blamed. I don't mind waiting another year or two as long as the project is not shelved completely.
