At 340 meters, the Energy Tower will be the tallest building in 'Aktau City', a working title for a major undertaking to build a new business and tourism center on the Caspian Sea shore near Aktau, Kazakhstan, a town of 154,000. According to Koetter Kim & Associates, an oil tower shaped skyscraper is envisaged to become "city's primary identifying icon".

The waterfront development you see here is actually part of the 'Aktau-City', a Central Asian version of Dubai.

Allow me to put it this way: there is a good chance the tower will eventually get built, but it may be quite a while..

Well, Aktau is certainly one of those places you'd call a 'backwater town'. Founded as a closed Soviet military outpost and the site for Kazakhstan's only nuclear station(currently not in operation) it wasn't until independence and the oil discovery that Aktau began flourishing as a bustling commerce city. It is also nation's only commercial Caspian sea port.

I had to deal with kazachstan - or astana to be precise - years ago quite a lot.
it's very interesting to see how much the country has changed since then.
