tamilnadu assembly building projects has been in discussions since the 1980's with so many past chief ministers keen on having their name on this building, so far none of them have been lucky.

tamilnadu assembly building, DISASTER IN THE MAKING how can you have a people square or circle, has anyone gone to Fort George, public are harassed frisked by secuirty before you can go INSIDE in even if you have any official work, how will this peoples square work??? impossible, pity the germans they should be utterly jobless to do an architectural work which is not as per the council of architecture regulations where foreign architects cannot participate in public indian architectural design competitions. can an indian architect take a public arch project in germany will the public keep quiet??

New secretariat will be city's tallest building
CHENNAI: The government will literally tower over the citizens of Chennai in about two years. Chennai’s next skyscraper - the secretariat, set to come up adjacent to the assembly building inside the Omandurar Government Estate on Mount Road - will be the tallest building in the city limits by the end of 2010.
The 20-storeyed building, which will house government departments, will come up close to the futuristic assembly complex, for which the foundation stone was laid on Thursday. While the legislature will move from the 17th century fort with Indo-Saracenic interiors to a new complex that blends futuristic design elements with traditional motifs, the babus will be transplanted from a building with 10 floors within Fort St George to a structure twice its height. In a sense, the assembly will be coming back to the government estate, as it had functioned for some years from Rajaji Hall, which will remain untouched within the new complex. Two other skyscrapers are being built in greater Chennai - a 28-storeyed residential complex being put up by the Hiranandani group and a 29-storeyed structure of True Value Homes, both on Old Mahabalipuram Road. Within the city, the secretariat will certainly be a new landmark. For decades, the LIC building, with 14 floors, was the symbol of good old Madras. The Jains Westminster building in Virugambakkam, with 18 floors, snatched the pride of place from LIC. Berlin based architects - gmp, von Gerkan, Marg and Partner - have designed the new secretariat building. "The new secretariat will be a towering structure, housing government departments," said Hubert Nienhoff, CEO architect-partner, GMP. Detailing the concepts that went into the architecture, Nienhoff said the basic idea came from the ‘mandala’ motif as the team was browsing through traditional Tamil symbols. The architects learnt about the competition (for the best design) very late. "As we were keen to expand and embrace other cultures, we submitted a design combining modern and traditional elements. As the new assembly was to be a symbol of democracy, we came up with the design for a unique, iconic monument," he said. "We were lucky to be selected. The chief minister liked the design from day 1. We had to work really hard," he said. An unusual comparison!! But it does make us think for a while indeed! By announcing only after finalising the design, politicians leave public with no choice at all. Wouldn't it be nice if the public were left to choose the building design for their own legislative assembly?Btw, what about the 20-storied secretariat building archmoonraker? A mineral water bottle to go with your "Thali Sappad"?

New Assembly design modified
![]() The design of the Tamil Nadu Assembly building has undergone changes and would soon be made ready for tendering and subsequent construction. The designs first presented to the Chief Minister in January had five circular courtyards with the main assembly hall under a dome in the fourth courtyard. The dome arrangement had a striking resemblance to the Reichstag building at Berlin where the German parliament functions. This has now been changed and the assembly hall has been moved to the second court. The fifth and last courtyard has been dropped. The design submitted by gmp - von Gerkan, Marg und Partner Architects based at Berlin was chosen and agreement signed in February. Hubert Nienhoff, Architect and partner in gmp explained that the Chief Minister in January suggested that dome be altered and more Dravidian architectural elements be added. The architects have revised the dome shape, which is now modelled on the Draupadi Ratha at Mamallapuram and resembles the top of a Tamil temple car. The dome is to be cast in stone and closed with glass and will function as the principal iconic element. The earlier design had a totem pole like structure placed along the axis of the building and on the other side of the River Cooum. It has now been dropped. The modified design has two blocks. The first one will be the assembly building and the next one would be the secretariat and department buildings. The assembly complex is placed parallel to the Mount Road. The gate at the Swami Sivananda Salai and Mount Road junction will be the only vehicular entry and exit. All cars entering this gate will park in a multi-storied car parking structure located diagonally opposite to the Rajaji hall. The visitors after parking have to walk to the entrance on the other end of the site. Other official vehicles will reach the basement of the assembly building for parking. A circular road beneath will take the vehicles closer to their respective blocks. Pedestrian public entry will be from the Wallajah Road and Mount Road junction, placed diagonally across the Anna statue. Two sets of buildings The secretariat building will comprise two sets of buildings. One tall gate building is closer to the public entry and behind it will be the other departments arranged along the pathway leading to the convention hall. Neinhoff said: “We take great pride in being selected and we know how important this project is for us and you.” Holding the pictures of the five rathas at Mamallpuram, he earnestly explained that “from the beginning we have tried to root the building climatically and culturally to the place. We have studied the traditional architecture of the region, but a simple arching back to the past is no more possible. We want to know what works and does not at this point of time.” “We told the Chief Minister that we like to build the assembly building with granite stones from Tamil Nadu. The granite available here is beautiful and would be an appropriate gesture. The building outside will be in dark grey granite and the inside with lighter shades. We are keen to use the skills of local craftsmen extensively,” said Neinhoff. The site plan is yet to integrate existing bus stops and stations around it. PWD is expected to provide those inputs and work out a separate traffic plan. “We have plenty of space between the building and the road and we can fine-tune the site plan based on what the experts say.” A meeting of security and traffic experts was held last week to discuss these issues and the recommendations are to be incorporated. The German architects will set up a base office in Chennai and coordinate the work with PWD and the contractors. |

New Assembly complex to have high-rise building CHENNAI: Making changes in the earlier plan of the proposed Rs.200-crore Assembly complex project, the government has cleared construction of a high-rise building on Government Estate to house various departments. The building may even have 20 floors, though finer details are yet to be worked out, according to a source. It is estimated to have a built-up area of over 6.5 lakh sq. ft. Originally, the proposed complex was to have five circular buildings. Now, it will have four, which will accommodate the main component of the project – Assembly hall, library and the Secretariat; Chief Minister’s office; Ministers’ offices and core departments such as Home, Law, Public and Finance. The high-rise building, another component of the project, has been included now. A meeting chaired by Chief Minister M. Karunanidhi on Friday cleared the layout and architectural parameters of the Assembly project. Representatives of the German-based architectural company, GMP International, made a presentation before the Chief Minister, Public Works Minister Durai Murugan, Chief Secretary L.K. Tripathy and a host of officials. Among the other features of the project are multi-level car parking and ‘people’s square.’ (மக்கள் மன்றம் )The parking lot can accommodate 500 cars. The “people’s square” will have facilities such as a railway ticket booking counter and a bank branch or automated teller machine outlets, according to the source. The German company has assured the government it will provide detailed drawings and designs by June 10. Its representatives have told government officials they require a few weeks to come up with more details of the high-rise building. As regards the commencement of the construction work, the source says the government plans to launch the work by September. It is hopeful of carrying out the tendering process between June and September. The block housing the main component of the project will have ground plus six floors. Its area is likely to be around seven lakh sq. ft. It will come up at the site on the estate where an oil expeller had been kept alongside an old building, The oil expeller was kept there as a symbol of the suffering of people during the freedom struggle. V.O. Chidambaram Pillai (1872-1936), one of the luminaries of the national movement during the pre-Gandhi era, was made to operate it when he was imprisoned at the Coimbatore central jail. Thirty six years ago, the oil expeller was found buried in Coimbatore and brought to Chennai for display on the estate. In the late 1990s, the oil expeller was removed to the Gandhi Mandapam complex. ![]() Raj, First new secratriat was planned some where in OMR.. then the real estate boom started in OMR. Then it was planned in Stella Mary's campus by demolishing the existing college campus... then hunger strike by college girls.... And finally the secretarait has found a good place in old MLA hostel due to present government! Hope the construction starts soon. Otherwise in next period they will plan yet another new secretariat either on Marina or Mount road!!

Even if the construction starts now, the ruling party at the time of its inaguration will take the credit by erecting a board on their behalf. The two rival boards at the entrance of CMBT is an example.
