Cabinet clears revised estimate of Assembly complex project

It has gone up from Rs.200 crore to Rs.425 crore

CHENNAI: The Cabinet on Friday approved the revised estimate of the Assembly complex project.

Originally, it was Rs.200 crore. Subsequently, at the time of technical sanction, it was projected to be around Rs.265 crore. Now, the cost has been revised to Rs.425 crore. Chief Minister M. Karunanidhi chaired the Cabinet meeting held at the Secretariat.

Explaining reasons for the revision, an official said several changes were made in the original plan. Increase in the built-up area was among them. As against the earlier area of eight lakh square feet, the present area is 9.5 lakh square feet. Structural changes such as domes have been made. The proposed complex will be built on the basis of the green building concept, keeping energy conservation in mind.

In June, Mr. Karunanidhi laid the foundation stone for the new Legislative Assembly complex and the Secretariat on the Government Estate here.

The architectural designs, prepared by a German company G.M.P. International, were finalised at the Cabinet meeting. The official said the complex would have two blocks and what was decided now pertained to one of the blocks (Block ‘A’), which would accommodate the Assembly hall besides offices of the Chief Minister, Ministers and the Chief Secretary. Core departments such as Finance and Home would also be accommodated.

The Public Works Department had chosen East Coast Constructions & Industries, a city-based firm, for building ‘A’ block. During the negotiations between the administration and the contractor, the rate was brought down by Rs.17 crore. The rate cleared by the administration was around Rs.340 crore. By adding other components, including statutory payments and charges to consultants, the entire cost would come to Rs.425 crore, the official said. Shortly, the department would issue the work order.

Another decision taken by the Cabinet was to introduce the scheme of e-stamping (electronic stamping) to prevent circulation of fake stamp papers. The Stock Holding Corporation of India, an organisation nominated by the Centre, would implement the scheme, which would be launched within a month, another official said.

Initially, nine sub-registrar offices in Chennai would be covered. Subsequently, the scheme would be extended to other offices. The Cabinet decided to waive Rs.196.37 crore due from small and marginal farmers, who had been provided with financial assistance under a scheme to protect land and water resources, an official release said.

புதிய சட்டப்பேரவை பணிகள் பூமி பூஜையுடன்

தமிழக புதிய சட்டப்பேரவை கட்டுவதற்கான பணிகள் பூமி பூஜையுடன் இன்று முறைப்படி தொடங்கப்பட்டது.

சென்னை ஓமந்தூரார் தோட்டத்தில் ரூ.420 கோடியில் தமிழக அரசின் புதிய சட்டப்பேரவை கட்டடம் கட்டப்பட உள்ளது. இக் கட்டடப்பணிகள் ஜெர்மன் கட்டடக் கலை நிறுவனத்தால் அமைக்கப்பட உள்ளது.

இந்த கட்டடம் கட்டுவதற்கான பூமி பூஜை இன்று பொதுப்பணித்துறை அமைச்சர் துரைமுருகன் தலைமையில் நடைபெற்றது.

அப்போது பேசிய அமைச்சர், புதிய சட்டப்பேரவைக் கட்டடம் 18 மாதங்களில் முடியும் என்றும் இந்த பணிகளுக்கான கட்டுமான பொறுப்பு டெண்டர் முறையில் வழங்கப்படும் என்றும் தெரிவித்தார்.

Work on a block of new Secretariat Complex begins

It will be completed in 18 months


On site: Principal Secretary to the PWD S.Audiseshiah briefs Public Works Minister Durai Murugan about the new secretariat complex in Chennai at a function on Monday. The Managing Director of ECC and Industries K.T.M. Ahamed Mustafa is also in the picture.

CHENNAI: Work on the A-block of the new Secretariat Complex commenced on Monday with the performing of bhoomi pooja and ground marking procedures.

According to a senior official of the Public Works Department, the contract for the entire project costing Rs.425 crore has been entrusted to East Coast Constructions and Industries Limited. The quote of ECC and Industries was the lowest among the four contractors who had bid for the project.

The official said as per the agreement the work would be completed in 18 months. The new A-block Secretariat complex would accommodate the Legislative Assembly Hall, the Conference Hall, the Office of the Chief Minister, offices of his Cabinet colleagues, the office of the Chief Secretary and other core departments such as Public, Home, Finance, and Law. Managing Director of ECC and Industries K.T.M. Ahamed Mustafa and Principal Secretary to the PWD S. Audiseshiah took part in the function. Public Works Minister Durai Murugan also participated.

Chennai: The new Rs 425-crore Assembly complex, coming up on the Omandurar Government Estate at Chepauk in the city, will be Tamil Nadu’s pride for more than one reason. It is not only designed to be an architectural marvel of modern times but is also poised to set a new benchmark in the design of eco-friendly buildings in the state.
The state government is aiming at getting Platinum certification, the highest rating for green buildings in India, for the sprawling complex. “We are taking efforts to comply with the prerequisites for getting the prestigious rating,” official sources said.
If the requirements are met, the state Assembly complex will be the first in the state and one of the few in the country to become ‘Platinum- LEED’ (Leadership in Energy and Environmental Design) rated green building.
Besides, the Public Works department has taken efforts to plant about 1,000 saplings on the complex in the next couple of months. “We’ve held discussions with Forest department officials in this regard. We will also take efforts to relocate the existing trees wherever it is possible. Money is not a constraint and will take every possible effort to save the trees. Already, two or three consultants are working on the modalities,’ the sources added.
While the CII-Godrej Green Business Centre, Hyderabad, Wipro Technologies, Gurgaon and Hiranandan BG Building, Mumbai, are some of the proud winners of the Platinum in India, the buildings of Grundfos Pumps India Ltd, Olympia Technology Park and L&T, EDRC are among the few in the city to have won the LEED-Gold.
The certificate is issued by the Indian Green Building Council (IGBC), an indigenised version of the US Green Building Council formed in 2001 for buildings that meet requirements for energy conservation, water efficiency and effective waste management.
According to the reference guide of LEED-India, the environmental impact of the building design, construction and operation industry was significant as buildings annually consume more than 20% of the electricity used in India.
Buildings are rated under five environmental categories — sustainable sites, water efficiency, energy and atmosphere, materials and resources and indoor environmental quality and points will be given accordingly.
Buildings which secure 52-69 points will get Platinum rating, gold for 39-51 points, silver for 33-38 and LEED-Certified for 26-32 points.

Wow!! Chennai already has around 65% of LEED certified buildings in India if im not wrong!
This is definitely a tribute to chennai's growth!

CHENNAI: With the provision of 2,000 sq. ft government land on nominal rent as an alternative site for the Istha Lingeswarar temple on the Omandurar government estate premises, the government has overcome a hurdle in the completion of the new Secretariat complex.

Two temples on the premises of the Omandurar Government Estate were required to be removed by the Public Works Department for the construction of the secretariat complex, said an official.

One of the temples, Aalamara Iyarkai Vinayagar Temple, belonged to the Hindu Religious and Charitable Endowments Administration Department.

An alternative location with an area of 2400 sqft on the same premises was allotted by the State government for the temple relocation, the official said.

A banyan tree which was part of the temple will be retained in the garden of the secretariat complex, the official added.

However, the private trust in charge of the Istha Lingeswarar temple was reluctant to shift the temple to a location provided by the government.

After negotiations, the trust has finally accepted the proposal of the government.

As the area occupied by the temple was part of the space where the Assembly hall was proposed to be built, the relocation of the temple was crucial for the construction of the complex, the official said.

The trust has started the process of relocation of the Istha Lingeswarar temple and is expected to relocate within a week.

The temple will be built with donations of devotees of the temple.

The secretariat complex work is all set to gain momentum with additional construction equipment beginning operations on Tuesday, the official added.

Great news. Now if only the TN Govt can vacate those umpteen temples, churches, mosques built on Roads, Sidewalks and other obstructing common areas.

Oh, let us not forget those huts and temporary makeshift housing in these areas.

Work on new Assembly complex as per schedule

CHENNAI: The Rs.341-crore project of constructing a complex for the Legislative Assembly on Omandurar Government Estate is going on as per the schedule, according to a senior government official.

The structural work is to be completed by November this year and the entire project by May 2010. The Assembly complex will be ready for the Budget session of 2010-2011.

On Saturday, Chief Secretary K.S. Sripathi visited the site. Secretary to the Chief Minister (Monitoring) T.V. Somanathan and senior officials of the Public Works Department were present.

The complex will have six floors, besides the ground floor. Its plinth area will be around 86,460 square metres. While the estimated cost of the project is Rs.425.57 crore, the value at which the project contract was given is Rs.341.46 crore.
