we don't need such rules & regulations from government. if anything we need less. if owners see a chance to improve buildings and earn more money they would do it. chances are existing tenants are refusing to vacate to allow owners to sell or modernize them with most of them stuck with judiciary process.

Efforts on to get better LEED certification for Assembly complex

At least 5 review meetings held on green aspects of the building


Going green: Works are in progress on the Assembly complex coming up on Omandurar Government Estate.

CHENNAI: The need to go for a multi-level car parking facility and a sewage treatment plant for getting a good LEED (Leadership in Energy and Environmental Design) rating for the upcoming Assembly complex in Omandurar Government Estate was emphasised at a consultation meeting of the project here recently.

According to sources, there are 69 possible points and the building could qualify for four levels of certification.

The building would be LEED certified if it gets anywhere between 26 and 32 points.

For LEED Silver certification, 33-38 points are required, while for LEED Gold 39-51 points are needed. LEED Platinum certification is given for 52-69 points.

Around 20 per cent of the civil works of the new Assembly complex has been completed. Officials and consultants have held at least five review meetings on the green aspects of the building.

Site scores


The selection of location of the site for construction had already provided 16 points to the building, said Deepa Sathiaram, director of En3 Sustainability Solutions. The proximity to public transport facilities and the proposal of Metro Rail connectivity with a proximate alignment had increased the green rating scores for the building.

The Public Works Department was planning to get a LEED gold rating for the complex.

The five review meetings with consultants had additionally identified 27 points which were definitely possible. Of those 20 points were frozen after the meetings, said Ms.Sathiaram. Majority of the construction material was sourced from areas within 800-km radius of Chennai as that was one of the requirements for gaining points.

Multi-level car parking will contribute towards reduction of heat island effect and control microclimate, said Ms.Sathiaram.

Three points would be given for a sewage treatment plant. It would include treating 100 per cent of the waste water of the complex and reusing it for landscaping.

Discussions are on for deciding on sensor-based facilities to reduce water consumption, added Ms.Sathiaram. Allocating car pooling spaces and provision for charging points for electric vehicles in the parking facility were some of the requirements on which the discussions were focussed.

As the first phase of the project in progress did not include the multi-level car parking facility and sewage treatment plant, the approval of the government was awaited.

The spacious mansion, built in 1920, was originally meant for ADCs (aide-de-camp) to governors during the British Raj. Located close to Admiralty House, once the official residence of governors, the building faces the Cooum River, the reason perhaps for its name.

Commenting on the historic significance of the decades-old building, city historian S Muthiah said that although Cooum House could not be considered a heritage structure as such, it was significant because the whole of Government Estate was a heritage area. "That is the way we look at it," he said.

After India's independence, it was decided to make Cooum House the official residence of chief ministers. However, no chief minister ever chose to stay here, preferring accommodation in the city, Muthiah pointed out. The only exception was T Prakasam, Congress chief minister of the erstwhile Madras Presidency who stayed at Cooum House from April 1946 to March 1947. Although the mansion was later made the official residence of speakers of the Tamil Nadu Legislative Assembly, only Munu Aadhi, speaker during MGR's regime (1977-80), occupied it.

For some reason, Cooum House was shunned and not really put to any distinguished public use. It played host to various commissions of inquiry though, including the Sivasubramanian Commission that went into the complaint of usurpation of Dalits' lands in Siruthavoor. Inquiries relating to various cases of NSA, TADA and the Goondas Act were also conducted here.

PWD offfials said the building was just a concrete structure and had no heritage value. Demolition is likely to be completed in a week after which the PWD construction wing will take over.

When Netas and Babus want something for themselves they would make things happen lightning fast. Rules and regulations would suddenly be used the way they were intended, quick, decisive and brilliantly coordinated. Who would have thought that a project announced in 2008 is rapidly being executed in 2009 and all of this by Govt plans. Chalk it up to the efficiency of the TN Govt, German Architects and the Building Contractors.

You are correct Barrykul.

I heard that the flyover in T.nagar next to the Ranganathan St was also built very quickly as per Indian standards. Got the info that New Saravana Stores and Pothys could not create more parking space , which the CMDA pushed for badly. so they gave money to Govt to build the bridge.

Atleast the people got benefitted, i am happy about that reducing traffic,but not sure what other problems were created, i am not aware of it , as i am in Tokyo.

Next thing i want to happen in chennai is pavement for pedestrians.

chamiers road flyover was going on a fast pace and iit flyover completed in 9 months.

Pavement for pedestrians?? That can never happen any sooner.. But 2nd master plan has a plan for skywalk. But no details are given abt it. Lets see

There was some previous discussion about the design/architecture of the new Legislative Assembly. Some pointed to the fact that there is no Indian element in the design, some lamented the adulation of all things Western.

The design of the assembly probably has nothing "Indian" about it save for the interior decoration and the dome that signifies temple structured architecture.

There are some concepts, surprisingly rehashed/refined in modern times, that came originally from India via the British and now well entrenched in American home architecture. I am talking about the Bungalow. The front porch with pillars and a seating area home design is a familiar sight in small towns/villages dotting the rural landscape of India. Sears used to sell bungalow homes by their catalog services in the early - mid 1900s.
