It’s turning out to be the Cinderella of NCR. No, the grime and dust is not yet gone but there are indications that the mops are out in this town located in South Delhi’s backyard. Basking in JNNURM (Jawaharlal Nehru National Urban Renewal Mission) glory — It’s the only town in NCR to get a credit rating in the first list — Faridabad may be turning the corner.

It has already emerged as a real estate destination for its still affordable properties and its population is now 13.4 lakh and steadily growing. With the Metro now knocking at its door and the 4.4-km-long flyover from Badarpur to become a reality in the near future, Faridabad can look forward to much better connectivity. Officials say the situation would become even better when the western peripheral expressway (Kundli-Manesar-Palwal) and eastern peripheral expressway (Kundli-Ghaziabad-Palwal) become operational.

And all the signs of a city poised for a developmental leap are there. Attractive hoardings on vacant industrial plots announce upcoming IT and corporate parks. The newly widened roads and crossings could be envy of the congested national capital. Stray cattle, once a traffic hazard, has been removed, thanks to the corporation.

With Rs 2,168 crore to be spent by 2012 on infrastructure, the effort is showing but so are the slips, all the more. Waterlogged roads, leaking sewage pipes and tubewells pumping out filthy water are also common sights.

Residents say things have improved significantly ever since the municipal corporation of Faridabad loosened its purse-strings because of financial help under JNNURM.

Says MCF commissioner R K Khullar: ‘‘We are taking up redevelopment work vigorously by involving people as stakeholders. It’s too early to say we are satisfied with the progress, but we do have a few achievements.’’

Residents and i n d u s t r i a l i s t s agree. ‘‘Earlier crossings were congested and roads were narrow but the corporation has widened them,’’ said R P Nagpal, president of Sector 16 RWA. However, he adds that much more needs to be done to create better living conditions.

‘‘Roads get waterlogged and sewerage spills onto the road when it rains. The population is increasing but the infrastructure is yet to be upgraded. You can beautify the city but what about infrastructure related problems?’’ he asks.

The sewer network apparently covers only 50% of the city population — indicating that a large quantum of the muck flows into open drains and finally into the Yamuna, untreated. Mixing of sewer and stormwater is very common.

Also, municipal solid waste is dumped at five dumping yards without treatment. Faridabad generates on an average 480 tonnes of solid waste daily. The development plan of Faridabad mentions that by 2031 the city will require 147 acres for landfill sites to cater to the needs of its population.

‘‘We have dentified 59 acres on the Faridabad-Gurgaon road for solid waste disposal and treatment are waiting for clearance from the ministry of environment and forests,’’ says a corporation official.

Adding to the existing problems are the large number of heavy vehicles transporting raw material and finished goods. They are major contributors to air pollution. In the absence of a proper public transport system, people are forced to rely on private transport and polluting three-wheelers.

Many like T D Jetwani, president of Confederation of RWAs, say that though the civic body has taken several steps, including repairing of roads and digging tubewells to improve water supply, redevelopment in certain areas remain difficult. ‘‘The MCF now has the funds and we expect things to improve. But how they are going to deal with, for instance, the bad quality of water? A waste management system is also not in place,’’ says Jetwani.

Corporation chief Khullar says they are trying to fix the problems. ‘‘We have installed one RO plant and we are selling water at a very nominal price. We intend to install 90 more plants,’’ he adds.

The residents, however, have a long list. Faridabad needs comprehensive plans for sewerage, stormwater disposal, roads, parking and beautification of traffic junctions, they say.

The boom in real estate in Faridabad has coincided with a rapid growth in population. It is expected to reach the 15.37-lakh mark by 2011. By 2021, about 21.34 lakh people will live in Faridabad, a figure which is expected to jump to 28.46 lakh by 2031.

The city depends primarily on groundwater and the Municipal Corporation of Faridabad (MCF) has submitted a Rs 978.77-crore plan to the Centre for improving drinking water supply under JNNURM.

The present population of Faridabad is about 13.37 lakh and its daily water requirement about 201 million litres (MLD). It taps about 115 MLD from 420 deep tubewells and nearly 25 MLD is drawn from two ranney wells located along the Yamuna. The river runs along the length of Faridabad-Ballabgarh at a distance of about 10 km.

Officials say this is not enough and the situation will become critical as the city grows. ‘‘That’s the reason why we have prepared a master plan which is targeted at both short-term and long-term plans. We have included installation of a reverse osmosis (RO) system at the tubewells,’’ says MCF commissioner R K Khullar.

The MCF is likely to spend Rs 137.77 crore in the first phase to increase the supply of drinking water and also improve its quality. This includes setting up of small sewerage treatment plants and provisions for rain water harvesting. ‘‘We have proposed treatment of at least 105 MLD of sewer water in the first phase. The treated water will be used for horticulture purposes,’’ reveals a senior MCF official. An investment of Rs 46.45 crore was required for these facilities.

In this phase, Rs 30.75 crore will be spent for digging 60 new tubewells and laying water supply lines along the Agra-Gurgaon canal. The installation of RO systems will need another Rs 19.35 crore. ‘‘If this plan is approved by the Centre, there will be improvement in water supply in the next six months,’’ an official said.

According to long-term plans, a massive Rs 681 crore will be spent to construct 22 new ranney wells, 147 tubewells, reservoirs and a main feeder. This plan has been prepared keeping in mind the population growth by 2031. Under the plan, Rs 136.43 crore will be spent on laying 645 km of pipelines for the existing water supply network.


Developers pitch for new city.

With private investment flowing in and big townships coming up, Faridabad has already started marching ahead,’’ said Amit Raj Jain, vice-president (marketing) of BPTP Limited.

Developers shifted focus to Faridabad after Gurgaon and Noida reached the saturation point. With property prices still within the reach of the salaried class, it is little wonder that private players like BPTP, Omaxe, Uppal, Ansal API, Realtech and DLF are busy constructing mega townships and commercial projects.

‘‘We aim to make it a city where everyone would wish to live in in the next four-five years,’’ says Shiv Bhatia, media advisor to Haryana chief minister.

Adds Tinku Singh, group president of SRS Group, ‘‘The middle class can own a house in Faridabad because of the prices. As of now, we have one major link road (NH-2) from Delhi and it is congested at the border. But with the completion of two more expressways and widening of the Gurgaon-Faridabad road, things will improve. The flyover at Badarpur border will ensure a non-stop ride to the city.’’

Singh says Gurgaon has its problems, including water scarcity, while law and order is a burning issue in Noida..

Developers say they are pitching for the Naharpar area as the new centre of Faridabad’s growth, primarily because they already own huge patches of land there and also because of its location. ‘‘The land we have does not include any hill or water body. This is the reason why we have started to develop this patch as a large integrated township,’’ said Jain.

The government of India had constituted National Capital Region (NCR) Planning Board for the balanced and harmonized development of the satellite towns, revolving round the planet of Delhi-Faridabad, Ghaziabad, NOIDA, Gurgaon, etc--so as to reduce the pressure of population on the national capital by deflecting about 20 lakh population to these towns. But has the NCR Planning Board fulfilled its statutory obligations? Certainly not, so for as Faridabad is concerned.
Stunted growth


If the past experience is any indication, Faridabad will continue to have stunted growth as before, notwithstanding the 2001 and now 2021 Regional Plan. With a view to sharing the population pressure of the Delhi Metropolitan Area and the National Capital, a Faridabad Development Plan was formulated in concurrence with the NCR Planning Board. The said plan proposed extension of Faridabad town beyond the Agra and Gurgaon Canals in the east, up to foothills of Aravalli ranges (Badkhal-Surajkund Road) in the west, and from the Badarpur Border to village Jharsetli (beyond Ballabgarh) in the south, covering an urbanised area of 38,743 acre.

Proposing a planned moderate and balanced functional growth, the Development Plan envisages an express highway from Ghaziabad-NOIDA to Faridabad- Ballabgarh (up to village Kailey), on the east of the Agra Canal, an inter-city traffic circulation, a six-lane bypass from Badarpur Border to Ballabgarh, over-bridges and underpasses on the railway lines, ********************* centres, sewerage disposal sites, regional recreational facilities, amusement parks, tourist complexes, drinking water augmentation, six transport nagars, 17 colleges and 17 hospitals, to name a few. On papers, the Development Plan is come-hither and alluring. But the ground realities tell a different tale.




Traffic snarls on the Delhi-Mathura Highway No 2, lack of basic amenities, such as properly paved/ carpeted roads, adequate water supply, measures to reduce the rising level of pollution, hindered the growth of this town. It has taken the government almost a decade to finally clear the construction of an elevated highway/ flyover at Badarpur. And there is no green signal as yet for the Delhi Metro to reach Faridabad. The matter rests at the Detailed Project Report prepared by the DMRC.

The proposed six-lane bypass from Badarpur to Kailey village in Ballabgarh, to ease the traffic bottlenecks and congestion at the National Highway No 2 is still on the official files, though funds have already been allotted. The construction of an expressway from Kalindi in Delhi to Faridabad and onwards, is anybody's guess. Four-laning of the Badkhal Flyover, construction of an underpass at the Old Faridabad Railway Crossing, continue to be active proposals under consideration for long.

Water

The Regional Plan 2021 of the NCR Planning Board takes cognizance of the acute drinking water shortage in Faridabad. In order to augment the water supply, the government sanctioned the second phase of the Ranney Well Water scheme. The official say that this scheme is in 'progress', but when will it become operational, they do not know

Lack of infrastructure


The pace of the development of the Greater Faridabad, across Agra Canal, is laggard.. HUDA sectors lack basic amenities. Sectors 44, 45, 46, and 55 need to be developed and provided civic amenities to the extent promised by HUDA, before they are taken over by the Corporation for maintenance. The Board in the Development Plan also proposed recreational and sport activities. A sports complex was constructed in Sector 12 years ago. It was to be further expanded for the ensuing Commonwealth Games. But here too the administrative machinery moves at the snail's pace.

To cap it all, the Regional Plan 2021, as also the Faridabad Development Plan, formulated by the NCR Planning Board, seems to be just an elusive dream for the denizens of Faridabad. The elected representatives of Faridabad -- MP, and MLAs-- have been squarely responsible, for they never bothered to make all out efforts to bring funds from the NCR Planning Board.

Smile DMRC Plans To Extend The Metro Line To Faridabad

The Central Empowered Committee (CEC) constituted by the Supreme Court on environment has given a goahead for the extension of the Metro rail service to Faridabad. The Delhi Metro Rail Corporation (DMRC) plans to extend the Metro line to Faridabad.An advocate, Vijay Panjwani, had moved the SC expressing fear that the Metro line through Badarpur would adversely affect some archaeological sites and a sports complex.
The CEC found the Metro project in public interest. CEC members were of the view that the Metro line is 20 m away from Kose Minar (a protected heritage site), a tower raised during the Mughal period to measure distance. The Archaeological Survey of India standards do not permit any construction within 13 m of a protected site. Hence the construction of the Metro line 20 m away from Kose Minar was found to be safe.

The CEC report also says that the Metro line for Badarpur is under progress and is to be completed by September 2010. It does not disturb the existing Rajiv Gandhi Sports Complex.

As per a survey conducted by the DMRC, the proposed elevated Metro line from Badarpur border to Ballabgarh has to pass through the central verge of the DelhiMathura Road.

Various industries association have been demanding the extension of the Metro service to Faridabad for quite some time. The demand has been gaining momentum in the last couple of years with the increasing population load on Faridabad and Badarpur continuing to remain a bottleneck.

Haryana Pushes Faridabad Metro Line

Five years after its inception but only a few months before the Assembly elections, the Haryana government has finally decided to take forward its much-delayed Faridabad Metro project.
The government has recently submitted a proposal to the Centre on the construction of a Metro line from Delhi to Faridabad. It has also sought approval of a detailed project report on the feasibility of extending the Metro link from Mundka to Bahadurgarh, sources said.
An official said the state has proposed a 13.875-km elevated Metro link from Badarpur in Delhi to YMCA Chowk, Faridabad. The link will cost Rs 2,082 crore and is expected to be complete by early 2012. Meanwhile, the 11.181-km Mundka-Bahadurgarh link is likely to cost Rs 1,432 crore.

According to reports, the Minister of State for Urban Development Saugata Roy has said in Parliament: "The proposal to extend the Delhi Metro to Faridabad is pending with the Centre. Haryana is yet to submit a timely plan of action for the preparation of a Comprehensive Mobility Plan."The proposal is also waiting approval of the Delhi government."

Can someboby post some picture of Badarpur flyover here and how is the work progressing.

Since I am not staying India and I have a flat in Omax heights I am also interseted to know how the work is progressing at the site. They say they will handover the flats in Dec 09.

me thinks that the flyover may lead to chaos as vehicles will now have a 6 lane signal free flyover n interchange ,.... but then as soon as ull get down..the hioghway reduces to 4 lane.. n there are no plans 4 expansion of d highway as of now!!!!

Definately, I live in Faridabad and I can say it is the worst city I have ever seen with infrastructure nearly missing.
