New terminal at Orissa airport

Airports Authority of India is likely to soon start work on a new domestic terminal at the Biju Patnaik Airport in Bhubaneswar in Orissa. To be set up with an investment of Rs 144 crore, the terminal will have a capacity to handle 800 passengers (incoming and outgoing) per hour. Meanwhile, a new car parking lot was recently inaugurated at the airport at the hands of Orissa Chief Minister Naveen Patnaik.
In another development, AAI is also likely to take up development works at the Jharsuguda airport that currently does not handle scheduled flights. The airstrip has a 6,000-ft runway that could accommodate small aircraft. AAI is also seeking 800 acres of land from the state government for the airport modernization and expansion.
The state government is also pursuing possibilities of developing two airstrips at Rasgobindpur in Mayurbhanj district and at Jeypore in Koraput district.

State-run National Aluminium Company Limited (Nalco) on Wednesday announced its plans to set up mines and refinery project in the Andhra Pradesh and a second aluminium smelter in Orissa.

According to an official statement issued here by the Ministry of Mines, Nalco plans to spend $1.2 billion in the Andhra Pradesh project that would be located in Visakhapatnam district and Rs. 16,350 crore in Orissa that would be located in Brajarajnagar in Jharsuguda distrct for the smelter and a captive power plant. The proposed aluminium smelter will have five lakh tonnes a year capacity and will be completed in two phases.

Nalco has also signed a memorandum of understanding (MoU) with the Orissa Government for setting up an aluminium park at Angul in a 50:50 joint venture with the State’s Industrial Infrastructure Development Corporation (IDCO) at an investment of Rs. 75 crore.

The proposed aluminium park is expected to promote downstream and ancillary industries that would encourage value addition within the periphery of the plant.

While the group was optimistic of completing the third phase of expansion of its zinc-lead project at Rajpura Dariba in Rajasthan, it also announced plan to set up a mega steel in Orissa in collaboration with the Larsen and Tourbo.

“We will complete the third phase of expansion at Rajpura Dariba project in Rajasthan in three months”, Mr Agarwal, who held talks with Orissa Chief Minister, Mr Naveen Patnaik here on Thursday night about Vedanta projects in the state, said.

He said the post commissioning of the third phase expansion of Rajpura Dariba project would make Vedanta a global leader in zinc/lead production. – PTI

Orissa to begin construction of Info-Valley from April

With a number of IT majors showing interest in setting up their units in Orissa, the state government today decided to start the construction of an ’Info-valley’ project over 500 acres of land from April, official sources said.

The decision was taken at a meeting of the IT Task Force chaired by the Chief Minister Naveen Patnaik here.

The project to be located at a place under Jatni tehsil area near the state capital, was targeted to complete its first phase by April 2011, said IT secretary P. K. Mohapatra.

Of the 500 acres area demarcated for the project, 320 acres were earmarked for IT SEZ and the remaining land for development of an integrated township, he said.

Stating that 5,000 people would get employment in the project, he said that the state run Industrial Infrastructure Development Corporation (IDCO) would provide basic amenities like water, electricity and road to the proposed IT project.

IT major Infosys had been identified as the anchor tenant in the project where the company would invest Rs 300 crore. “Infosys will build its development centre over 50 acres of land within the Info Valley,” an official release said.

This apart, the meeting also decided to develop about 100 to 130 acres outside the Info Valley, as a green patch.

Besides, sources said plans were afoot to develop an IT Investment Region (ITIR) in over 10,000 acres area in the capital city.

The ITIR would house cyber city, knowledge city and commercial areas, they said.

Orissa on Friday said it is geared up to resolve all issues hurting the proposed Rs 6-lakh crore investments in the state, including the Rs 1-lakh crore investments by the global steel giants--ArcelorMittal and Posco.

The statement comes at a time when South Korean President Lee Myung-Bak is arriving here next week. The Centre has already nudged Orissa to accrod all necessary approvals to these projects in the state, especially the Rs 54,000-crore (Rs 540 billion) 12mtpa steel project by Posco.

"We are committed to all mega investment proposals in the state and are regularly reviewing their progress. So far, the state has signed 79 MoUs with various investors entailing Rs 6 lakh crore investments, including 49 steel projects worth Rs two lakh crore," Orissa Mines Minister Raghunath Mohanty told media.

"The projects for which agreements have been made include 21 power projects, three each cement and alumina plants and one each auto and titanium projects," Mohanty informed.

Chief Minister Naveen Patnaik is going to convene a mega investor meet shortly to help expedite these projects, Mohanty said, adding the state is hopeful of transferring the required 4,004 acres for the Posco project in Jagatsingpur district after the Centre gave the final clearance for transferring 2,900 acres of forest land for the project, he said.

Meanwhile, sources said Orissa has assured Vedanta chairman Anil Agarwal to provide bauxite ore for its alumina refinery at Lanjigarh in the Kalahandi district till the Centre grants a final clearance for bauxite mining from the Nijamgiri hills, which is said to containing 75mt of bauxite reserves.

Earlier the Centre, sources said, had signalled Orissa to expedite necessary approvals to projects including that of Posco and ArcelorMittal projects, after the embarrassment caused by steel czar LN Mittal's adverse remarks on the investment climate in the country.

The world's largest steelmaker ArcelorMittal's Rs 1-lakh crore projects in Jharkhand and Orissa are still on papers due to delays in land acquisition and regulatory approvals even after inking the MoU more than four years back.

Both, ArcelorMittal and Posco are facing stiff resistance from the locals in acquiring land for their projects. AreclorMittal needs about 8,000 acres in Orissa to put up its 12mtpa plant besides it is still awaiting iron ore mining lease.

Steel Minister Virbhadra Singh is also likely to visit Orissa soon to expedite these projects.

The Power Finance Corporation will float RFQs (request for qualifications) for ultra mega power projects (UMPP) in Orissa and Chhattisgarh in the next 15 days, said Mr Sushil Kumar Shinde, Union Power Minister, on Wednesday.

He was speaking to reporters on the sidelines of Elecrama–2010, a trade fair for the electrical sector organised by the Indian Electrical and Electronics Manufacturers' Association.

On the issue of Reliance Power winning three UMPPs, Mr Shinde clarified that there was no cap on bidding for more except that the company should complete at least one project before bidding for new ones.

He said that 11,000 MW capacity addition had been achieved thus far in the current Five Year Plan of the targeted 78,700 MW.

He hoped that at least 60,000 MW would be added to the grid by the end of the plan in 2012.

Mr Shinde said the Power Ministry was planning extra high voltage (765 kV) and HVDC (high voltage direct current) transmission corridors to transmit a large quantum of power from resource-rich areas such as Orissa, Chhattisgarh and Jharkhand to deficit areas in the North and the West.

Orissa HLCA clears 5 new power projects

BS reported that the High Level Clearance Authority chaired by the state chief minister Mr Naveen Patnaik has cleared seven new projects worth INR 67,445 crore.

Of the seven projects which got the nod of HLCA, five are in the power sector with a cumulative capacity of 10,500 MW and involving a total investment of INR 48,525 crore. The five new power projects which got the HLCA nod are those of the National Thermal Power Corporation, Orissa Thermal Power Corporation Limited, BGR Energy Systems, J R Powergen Private Ltd and Adhunik Power & Natural Resources Ltd.

The HLCA also approved the change of location of two power projects of Sahara India and JSL Ltd. The site of Sahara India’s INR 5604 crore, 1000 MW power plant has been changed from Turla in Balangir district to Ghantabahal in the same district. Similarly, the location of JSL's 1320 MW power project has been changed from Gajamara in Dhenkanal district to Luni in the same district.

Besides, the capacity enhancement plans of other two power projects- Chambal Infrastructure and Ventures Limited and GMR Kamalang Energy Limited also got the green signal of HLCA. In terms of capacity enhancement, the HLCA has approved the scaling up of capacity of Chambal Infrastructure and Ventures from 1200 MW to 1320 MW (2x660) and that of GMR Kamalanga Energy from 1050 MW to 1400 MW.

Addressing media persons here after the 12th HLCA meeting, Mr Pradeep K Jena, the state energy secretary, said, “Orissa would get 4,600 MW of power from the 10,500 MW capacity to be added by the five new power projects.”

BHUBANESWAR: Orissa will have a branch of the Central Institute of Plastics Engineering and Technology (CIPET) at Balasore.

Secretary in the Department of Chemicals and Petrochemicals, Bijay Chatterjee discussed the land requirement for the institute with Chief Minister Naveen Patnaik here today. The State Government has agreed to provide 15 acres of land for this.

Besides, Chatterjee is reported to have discussed about the oil refinery and petroleum, chemicals and petrochemicals investment region (PCPIR) projects to be set up at Paradip.

The issue of land required for ancillary units of the oil refinery was discussed at the meeting. Even though both the Centre and the State Government are keen to proceed with the oil refinery project without any further delay, there are several problems which needs to addressed.

The project is facing problem over funding as land lease agreement with the State Government is yet to be signed. Chairman of the Indian Oil Corporation (IOC) Sarthak Behuria who met Chief Minister here on February 3 last had drawn his attention to the problem. The State Government has provided 3,344.65 acres of land for the project.

Besides, land earmarked for the pipeline for the oil refinery project is under encroachment.

Sources said that the State Government has issued instructions for eviction of encroachment to facilitate laying of the pipeline for the oil refinery project.

The project which has been delayed by seven years is targeted to be completed by March, 2012.

The high level clearance authority (HLCA) has already approved the PCPIR project to be set up at Paradip once Centre clears it. Sources said that the project will require investment of Rs 4,500 crore for the development of the required infrastructure in the area which includes development of roads, port, airport, hotels, logistic park, townships and other social infrastructure.

While the State Government and the Centre will share the cost, most of the infrastructure projects will be taken up in publicprivate partnership mode. The Indian Oil Corporation (IOC) has agreed to be the anchor tenant for the project for which Orissa is competing with five other states.

Amtek Metal in pact with state for Rs 15,820-crore auto park project

The Orissa government today signed a memorandum of understanding (MoU) with Amtek Metal & Mining Ltd (AMML), for setting up a mega auto park with an associated two million tonne per annum (mtpa) integrated steel plant and 500 Mw power plant at Tangi in Cuttack district.

The project envisaging an investment of Rs 15,820 crore, is expected to generate direct and indirect employment for 33,000 persons. Out of the total projected investment, Rs 2050 crore is proposed to be invested for mega auto park in phases.

While the total land requirement for the projects is estimated at 2500 acres, about 550 acres will be required for the mega auto park. The state industries secretary Saurabh Garg and N K Taori, managing director, AMML) signed the documents in the presence of the chief minister Naveen Patnaik at the state secretariat. AMML’s project consists of ferrous foundry, steel forging plants, steel fabrication plant, open die forging plant, special fastener, aluminium die casting plant, alloy steel plant and ring gear blank plant among others. It would transfer the hot metal from blast furnace to auto park for production of auto components.

Speaking on the occasion, the state chief minister Naveen Patnaik said, the state industrial policy seeks to leverage the abundant mineral and other resources of the state to promote maximum value addition within the state.

The proposed auto park is expected to generate new areas of growth in the state while providing local skilled youth an opportunity for employment.

He said, the aim of industrialization in the state is to maximize employment generation and revenue generation through development of ancillary and downstream industries. “With the signing of the MoU, we expect greater interest from the national auto industry which will help create an auto hub in the state”, Patnaik remarked. Taori said, the company would adopt ITIs and the polytechnics in the state to impart skill training to the unemployed youth in Orissa. He drew the attention of the chief minister for providing the raw material linkage for the project along with speedier statutory clearances. The chief secretary T K Mishra; Development Commissioner S P Nanda, Agriculture Production Commissioner R N Senapati and other senior officials were present on the occasion.

Jindal to invest $10 bn in Orissa project

Jindal Steel and Power will invest $10 billion to set up a coal-to-liquid plant and a 2,000 MW thermal power plant in the state, the company's Managing Director Naveen Jindal said here Tuesday.

He said an agreement with the Orissa government will be signed in the next two to three months for setting up the coal-to-liquid project. In the plant, different processes and technology will be used to convert coal into liquid fuels such as gasoline or diesel.

Jindal said he met Chief Minister Naveen Patnaik and senior government officials on Monday evening to discuss the project. "The state has received an investment proposal of Rs 101,100 crore (Rs 1 trillion/$22 billion) from Jindal Steel and Power.

About $10 billion has been proposed for the new coal-to-liquid project," a senior official of the state steel and mines department said. The project includes the coal-to-liquid plant, the thermal plant and a coal washery.

A coal block has already been allocated to the company in Angul district, over 160 km from here, by the central government. And the steel producer and power utility is now looking for about 2,000 hectares of land for the project, Naveen Jindal said. "About three sites were being explored and the company prefers a location near the coal block," a senior company official told reporters.

Also, Jindal is building a 12.5 million tonne steel plant, a 1,320 MW capacity power plant and an industrial complex in the same district. The company requires about 4,500 acres land for the steel and the power plant. "About 4,000 acres has already been acquired," the official said. "The work on the steel and the power plant is going on and we hope to commission one part of the power plant and the steel plant by the end of this year," he said.

Larsen and Toubro wins INR 1400 crore order from IOCL

Larsen and Toubro announced that it has secured a major order valued at INR 1400 crore from Indian Oil Corporation Limited for a 4.17 MMTPA Fluidized Catalytic Cracker Reactor Regenerator Project of a grassroots fuel refinery at Paradip, Orissa.

INDMAX technology, indigenously developed by IOCL R&D, is deployed for the FCC unit for converting heavy distillate and residue into LPG/light distillate product as the 15 million tonnes per annum refinery at Paradip is configured to process heaviest crudes.

This is the largest FCC unit in terms of capacity and complexity among the PSU refineries in India. Reactor-regenerator package is the most critical section of the FCC unit. It demonstrates L&T’s integrated capabilities in executing such large complex units of the refinery.

The scope of work includes Residual and Detailed Engineering, Procurement, Supply, Manufacture, Fabrication, Construction, Installation, Pre Commissioning, Commissioning and Performance Test Run. The project shall be executed on Lumpsum Turnkey basis and is expected to start up by July 2012.

The order is bagged by Hydrocarbon Mid and Downstream Business Group of L&T’s Engineering & Construction Division against competition from global EPC companies on the strength of its track record of having executed several similar refinery projects.

Orissa CM Naveen Patnaik visits Kandhamal district, inaugurates several projects

The Chief Minister Naveen Patnaik arrived at Kandhamal by a helicopter on Wednesday. District Collector Dr. Krishan Kumar, SP S.Pravin Kumar , legislature Debendra Kahar, MP Rudra Madhab Ray, BJD President Smt. Bishnupriya Behera, former MP Sugriba Singh welcomed the Chief Minister in the helipad.The Chief Minister has laid the foundation stone of a 100 bedded Tribal Hostel in the campus of Phulbani I.T.I at about 10.30 am.

Then the Chief Minister proceeded to Gudari and interact with the students of CIM centre. The Chief Minister has laid foundation stone of CADP . Then the Chief Minister addressed a general meeting of Pani Panchayat . The Chief Minister expressed that Irrigation facility to 5 lakh 60 thousand Hector cultivable land and five lakh ponds have been dug. About 1000 hostels have been constructed for the tribal girl students. 16000 Tribals have been provided house. Land pattas have been given to one lakh tribals.

The Chief Minister inaugurated the "Antaranga" programme to establish peace and harmony in riot prone Kandhamal district. The Chief Minister expressed that five lakh has been provided to each block for the development of the youths. Panchayati Raj, Information and Public Relation Minister Prafulla Samal, MP Rudra Madhab Ray, legislature Debendra Kahanr accompanied with the Chief Minister.

Panchayati Raj Secretary Surendranath Tripathy, RDC C.S.Kumar, Senior Administrator Suresh Kumar Mohapatra, Zila Parisad Chairman Smt. Sakuntala Mallick, addressed the gatherings. DRDA project Director Pradipta Kumar Rath proposed vote of thanks. The Chief Minister returned back to Bhubaneswar at about 1.30pm.

On the occasion Atma from Agriculture department, Health Camp, Rural Development department, Water Resources Department and Forest Department opened stalls.

The Orissa government will soon engage a consultant to frame a steel policy for the state. The cost of the consultant is proposed to be paid by the Orissa Mining Corporation.

A senior official told Business Standard that state steel and mines department has sought the approval of the government for this purpose. After the approval is obtained the consultant will be appointed.

The consultant will guide the government to frame the policy, which will be the first of its kind in the state domain. Though the department had earlier written to the state-owned Industrial Promotion and Investment Corporation Limited to appoint a consultant for the purpose, the latter didn’t agree to it citing financial constraints.

The latest move assumes importance in the light of fears raised in some quarters about the state government’s ability to provide raw material to all the MoU signing companies in a sustainable manner. It may be noted, the Confederation of Indian Industry had also suggested the state government for commissioning a study to assess the available mineral reserves and find out how many steel plants can be sustainable.

Sources said that the proposed steel policy will focus on providing the raw material linkage to the MoU singing companies.

The policy will seek to identify the best technologies to be adopted in the steel sector, the products to be produced, the size of the plants suitable for Orissa and suggest measures for survival of the small and medium steel plants in the face of stiff competition from the countries like China.

Since countries like China have fixed the minimum size of the steel plants at 5 million tonne per annum, the government feels a similar benchmark may be required for the units coming up in Orissa. The policy will also focus on measures to be taken by the government to enable the small and medium steel plants to face the world competition and the type of steel products to be manufactured in the state.

BGR Energy plans 1,320 Mw plant in Orissa

Power equipment maker BGR Energy Systems plans to set up a Rs 6,287 crore, 1,320 Mw coal-fired power plant in Orissa, two sources with direct knowledge of the matter told Reuters today.


"It will be completed in 60 months from the date of MoU. The state government will assist the project with land, water and all mandatory clearances. It will also facilitate allotment of captive coal blocks," a source said.

Chennai-based BGR Energy is likely to sign the initial pact with Orissa government in a few days time, sources said.

The Orissa power plant is likely to need 600-800 acres of land in Bhapur, Nayagarh district of Orissa, and would consume 7-8 MTPA coal, sources said adding, the state government will buy 12-14 percent power produced from the project.

"The rate of the purchased power will be determined by the Orissa Electricity Regulatory Commission and it will be at variable cost. BGR Energy would be free to sell the remaining power within or outside Orissa," a source said.

Till Feb 2009, the eastern Indian state of Orissa has signed pacts with various companies including Sterlite Energy, GMR Energy, CESC for setting up power projects with aggregate capacity of 24,570 Mw, a government website showed.

Cuddalore Powergen Corp, a BGR group company, is engaged in setting up of 2X660 Mw power plant in south India, which is yet to fully acquire the required land but is likely to achieve financial closure in next six months, a source added.

Orissa signs agreements for five thermal power projects

The Orissa government Friday signed agreements with five independent producers for five coal-fired power projects to generate 4,800 MW at an investment of Rs.23,203.52 crore, energy secretary P.K. Jena said.

The companies with which the state government signed the memoranda of understanding are BGR energy System Ltd (BESL), JR Powergen Pvt Ltd (JRPPL), Adhunik Power and Natural Resources (APNRL), Maadurga Thermal Power Company Ltd (MTPCL) and Vijay Ferro and Power Ltd (VFPPL).


'The state government will provide critical support in the shape of land, water, law and order to the promoters to set up their plants,' Jena told IANS.


The plants are expected to be commissioned by 2016.


BESL has proposed to set up a 1,320 MW super critical thermal power project at Bhapur in Nayagarh district at an investment of Rs.6,287.93 crore.


JRPPL will set up power projects at Kukudabahal in Sambalpur district and Dhaurapali-Kishor Nagar in Angul district, investing Rs.7,988.93 crore. The plants would generate 1,980 MW of power.


APNRL intends to build a 1,320 MW plant at Birmaharajpur in Subarnapur district at an investment of Rs.8,079.74 crore.


MTPCL has plans to set up a 60 MW plant at Tangi in Cuttack district at an investment of Rs.296.95 crore.


VFPPL has proposed to set up a 120 MW project at Tarlakhamar in Kalahandi district at an investment of Rs.500 crore.

Orissa to set up Sericulture Research & Development Institute

BHUBANESWAR: Targeting a production of about 500 tons of silk by 2020, Orissa government decided to set up a State Sericulture Research and Development Institute (SSRDI) for speedy growth of the sector.

Announcing this, Chief Minister Naveen Patnaik said at a workshop on sericulture management that "Sericulture has a vast potential in the state. It should be utilised to provide livelihood to tribals and backward caste people."

Besides renovating Serifed (a state level federation of sericluture), the government would set up the SSRDI for proper management and growth of the sector, he said.

Though present growth rate of silk industry in India was about eight per cent, demand for silk is growing at 10 per cent, said Handloom and Handicraft Minister Anjali Behera.

While 10,000 silk weavers families in the state need 500 tons of silk, Orissa produces only 81 tons. "The need is to strengthen the sector to fill the gap," the minister said.

Stating that Orissa had an excellent climatic condition, soil and technology, Behera said silk production was gradually increasing in the state. While only 22 tons of silk were produced in 2005-06, it had reached 81 tons in 2009.

NALCO gives Rs14.33 crore for development works in Koraput

Bhubaneswar: Public sector aluminium behemoth NALCO has contributed Rs14.33 crore for development work in Orissa's Koraput district as part of its Corporate Social Responsibility (CSR).ANALCO has been making significant strides in the development of backward and tribal-dominated Koraput where the company's mines and refinery are located.


The company has given major thrust towards periphery development activities. Besides, creation of infrastructure in the surrounding villages for communication, education, health care and drinking water get priority in periphery development plans.A cheque for Rs14.33 crore was handed over to Koraput district collector RP Patil by NALCO CMD AK Srivastava recently at Damanjodi for development activities, a NAlCO release said.
Major portion of the amount will be spent towards development of periphery villages adjacent to Mines and Refinery Complex.


In a meeting held between the senior officers of NALCO and the district administration, a consensus has been drawn for extending maximum cooperation for carrying out these development works in the district.Patil affirmed that the money will be utilised for completion of 94 ongoing development projects, with some new ones.
