^ This whole swathe of land is part of the Zhujiang New Town development, a concentration of new commercial buildings in Tianhe, in the eastern part of Guangzhou.

are these buildings constructed at the same time for the Asian Games? Beijing had it for Olympics, Shanghai for Expo, and now Guangzhou? If so then most buildings here are own by the government? Or private companies but the government play the role in managing and pushing for the construction?

From what I know, the government is there for the planning only right? I know for shanghai though, it was more strategic, you had to have an office in Pudong in order to stay in shanghai or something like that? Someone please correct me. But yeah, the government doesn't build any of these unless they are gov buildings. Most construction work is done by either foreign or Chinese companies

Yes, you are right. AFAIK the SOEs play a minor role in Guangzhou's skyscraper fever. R&F is the main developer by far, many plots at the Zhujiang Xincheng CBD are being developed by R&F. Most skyscraper projects in China are developed by listed companies from Mainland China and Hong Kong.

This entire area is called Tianhe and has been planned the new CBD for Guangzhou since long ago. A specific swathe of land called Zhujiang New Town is at the centre of construction now to expand the new CBD.
