No.

It would help if you'd read some previous discussions or inform yourself with online maps and Wikipedia.

Montenegro is mountainous country, with low density of population, so there are still no motorways due to several economic reasons.

Montenegro Talks to Poly, Bechtel to Build Roads, Poslovni Says
By Jasmina Kuzmanovic - Jan 4, 2013 3:23 AM ET

Montenegro is in talks with China’s Poly Group (600048), Bechtel Group Inc., a U.S. construction and development firm, and the European Investment Bank to build a highway through the Balkan country, Poslovni Dnevnik reported on its website, citing Transport Minister Ivan Brajovic.

The building of the 170-kilometer (105-mile) highway from Bar on Montenegro’s Adriatic coast to Boljari, on the border with Serbia, could start in the second half of the year, Brajovic said, according to the Zagreb-based business newspaper.

Little bit of good news - after some delays following the bankruptcy of the main contractor, Slovene firm "Primorje", and subsequent resumption of works by our domestic sub-contractors, the very first vestibule bridge in Montenegro, a fifteen million euro project, is nearing completion - late March is now mentioned as potential opening date:

Canada's SNC-Lavalin eyes energy, infrastructure projects in Montenegro.

Quote:
February 21, 2013

Canadian engineering and construction group SNC-Lavalin International is interested in developing energy and infrastructure projects in Montenegro, the Montenegrin transport ministry said in a statement on Feb 20 after a meeting with company executives. SNC-Lavalin is particularly interested in the Bar-Boljare and the Adriatic-Ionian motorways, as well as in working on the design, financing, carrying out construction works and maintenance at the local airports. Montenegro and Canada signed in July 2012 a contract on strategic economic cooperation, which would make it easier for Canadian companies to make business in Montenegro and receive all necessary permits. Back then SNC-Lavalin said it would like to engage in developing large hydro and thermal power plants in Montenegro, including the second block of the Pljevlja thermal power plant.

That shows how unattainable an € 1 billion motorway is for Montenegro. It's equal to 25 years of their road budget...

Well, something more concrete for you then...at the latest meeeting between UNESCO experts and officials from my hometown of Kotor, it looks like some sort of understanding has been reached that will allow construction of a badly needed city bypass road to proceed, once a source of financing has been found.

There was a real threat that Kotor, a UNESCO World Heritage-listed town, might have lost this treasured status had construction gone ahead without the UN agency's approval.

Btw, GoogleEarth imagery of various cities and towns in Montenegro has been updated - Podgorica, Herceg Novi, Budva, etc.

Take the M2-3 from Podgorica over Cetinje to Budva. It's a very good road over the mountains.

There are often congestions in summer time on the coastal road which you will avoid.
