World Bank drops $50mln loan to Montenegro over excessive debt

The World Bank has withdrawn its $50 million loan support to Montenegro's budget, saying a highway deal agreed with China would put too much strain on the Adriatic country's finances.

(...)

The 809 million euro ($1.12 billion) highway loan could drive Montenegro's debt up by another quarter of national output, the bank told Reuters.

(...)

"Expected benefits and cash flow from the highway project are very dubious, and this may bring the country into debt slavery," said economic analyst Milenko Popovic, who teaches at University Mediteran in Podgorica.

yes, Piva lake with view over Pluzine: I was on the (very scenic) little road on the left of the picture, wanting to go to Zabljak through the Durmitor, but I had to drive back close to the summit of the pass (still snowy) : it was in MAY last year: I'll try again in July/August this year

Of course, that should be a priority - Dubrovnik is main trade partner of Monrenegro, 200 000 people from Dubrovnik goes to Montenegro every summer, round 300 000 people from Dubrovnik have relatives in Montenegro...

Or is it Belgrade?

Well Croatia will soon connect Dubrovnik with Mainland Croatia through a motorway bridge. Croatia is better developed than Serbia and offers a quicker trade route towards central Europe and beyond. I think to spend 1bn for a country with a population of just over half a million is absurd.... Knowing that this is a balkan country we are talking about, you can bet your bottom dollar that this motorway will cost well over 1.5bn € which then could lead the country in deep s&*t.

"Soon"? That bridge project was officially canceled several months ago and it's still not decided if there will be a transit corridor through BiH territory at Neum or if a bridge or tunnel will built - some day.

The same applies to the whole motorway to Dubrovnik (and beyond). We are talking about several years if not decades there...

Apart from this, have you looked at the terrain around Kotor bay? A motorway from Podgorica to Herceg Novi would be everything, but not cheap. The same applies to a motorway or expressway along the Montenegrin coast... And where should that possible Montenegrin road connect? Croatia hasn't made any decisions regarding a motorway or expressway south of Dubrovnik yet.

On the other hand is Serbia building its motorway on it so called corridor 11 from Belgrade towards Pozega and some parts a nearly finished. Also, Serbia has no sea harbor and is using Bar in Montenegro. And, if that connection is finished, traveling from Podgorica to Central Europa via Belgrade won't be much longer.

Are there spots where someone can park near Lesendro Fort? Is the fort even reachable?
Are there other panoramic places spots with Skadar Lake along the E80/E65/E762?

Thanks

I have a question: Are you allowed to drive the road in the north from Trsa to Zabljak: https://www.google.de/maps/dir/Žablj...d43.188329!3e0

Google Maps can't do proper routing, therefore both are drawn. I know that it's a dirt / gravel road, but that would be ok if you are allowed to drive there.

I could be wrong, but it seems to me that Montenegro will not have a motorway until the EU are willing to fund 85% and then it will be whichever option the EU are willing to fund. Borrowing money from China that could eventually be had for free from the EU doesn't make sense to me.
