Well actually, the Pearl River Tower is not really angled at 45 degrees, while the Fortune Center is approx turned 45 degrees, I don't think it was necessarily planned for the 2 to be designed to be almost facing each other since one started a few years later. I think it was meant for a more visual purpose instead of the towers just being flat when viewed. Though I am sure it was planned for them to be nearly identical in height.

Concerning both comments, remember symmetry is anti Feng Shui! So it's good news they didn't build identical twins and it's good news Fortune and Pearl towers aren't aligned

I believe it is topped out because the last couple days it hasn't grown any taller. I believe they are now just doing the outside.

What is the building in front of Leatop Plaza. The cladding seems like it is falling apart and broken. Is it because the angle of the pic or it is abandon and ready to tear down??

That is the R&F Profit Plaza. It is not abandoned, as it was completed in 2006. It just appears as it does because of the blinds/curtains inside the building are all at different levels to shade out the sun.
