Plan to construct four fishing harbours

NAGERCOIL: The State government plans to construct four fishing harbours at Muttom, Rajakkamangalam, Colachel and Thengapattinam in Kanyakumari district to prevent migration of fishermen to other States for jobs, Local Administration Minister M. K. Stalin said on Tuesday.

Laying the foundation for a fishing harbour at Colachel near here, he said the harbours would come up in phases. In the first phase, two harbours would be constructed with private participation. In the second phase, the Colachel harbour, and in the third Thengapattinam harbour, would be constructed.

Mr. Stalin said the government had been implementing welfare schemes for fishermen and self-help groups. The first SHG was started in 1989 by the DMK government to empower women. There were 3.70 lakh SHGs with a total membership of 50 lakh in the State.

Their total savings stood at Rs.1,826 crore. Banks had come forward to lend them loans to set up small industries. These groups had a loan repayment record of 92 per cent.

The government had also undertaken development works under the ‘Anaithu Grama Anna Marumalarchi Thittam’ in village and town panchayats to create infrastructure facilities on a par with urban areas. It would explore ways and means of upgrading local bodies. District-level committees had been formed to make suggestions.

The government would also implement underground drainage schemes in all major cities and towns with financial assistance from the World Bank. In a few cities, work on underground drainage had been completed, while in the remaining it would be completed at the earliest.

Sothavilai beach to get facelift

Nagercoil: The Government has allotted Rs. 23 lakh for giving a facelift to tsunami-affected Sothavilai beach. It is a popular picnic spot for the people of Kanyakumari district. The district administration has decided to put fencing around the beach and create other facilities to attract both foreign and domestic tourists.

Plea for aquarium in Kanyakumari

Nagercoil: Kanyakumari Resource and Research Centre here has urged the Government to construct an aquarium at Kanyakumari to attract both tourists, said its secretary, A. Maria James.

Speaking to The Hindu, he said that as Kanyakumari was a tourist attraction, construction of an aquarium would create awareness among the public about the culture possibilities of ornamental fish. It would also be of educational value to school children.

Though many fresh water tanks in the district were suitable for fish production, there was no fish seed production centre. A modern freshwater hatchery should be set up in the district for the benefit of inland fishermen, he said.

Subway to be constructed

Nagercoil: The municipal council has decided to construct a subway here at a cost of Rs. 1.12 crores, said the chairperson Asokan Solomon.

In the fist phase, a sum of Rs. 10 lakh had been given to officials of highways for successful implementation of the project at the earliest. The Divisional Engineer (highways), T.Chandrasekaran, had sent a detailed estimate to the Superintending Engineer in Tirunelveli. The approval would be got in the first week of October. It has been decided to hand over a sum of Rs. 50 lakhs in the second phase by the end of October, he added.

New Bye Pass Road (Trivandrum-Nagercoil combined) coming.

As per the website of the National Highways Authority of India, a new combined byepass road for Trivandrum and Nagercoil cities is coming up.

This is included under the 4/6 Laning of NH-47 from Cherthala - Kanyakumari Section, which is divided into Four Packages which is included under NHDP Phase III-A
ie;


4)New Bypass for existing NH 47 from Kerala/Tamilnadu Border to Kanyakumari and NH-47B from Nagercoil to Kavalkinaru - Package No.NHDP/Ph III/BOT/TN/10.
Project Length = 70.36Kms;Total Project Cost(TPC) = 706.00 Crores

This new road will definitely boost up the tourism scenario of the KK District, especially the coastal region.

Water supply to Vilathurai proposed

Nagercoil: Tamil Nadu Water Supply and Drainage Board has sent a Rs.42-lakh proposal to the Government for providing water supply to Vilathurai village panchayat in Kanyakumari district, including Thumbali and 11 other habitations from Kuzuthuraiyar comprehensive water supply scheme.

The work would be taken up after according technical sanction and finalisation of tenders.

According to official sources, the Thumpali hamlet is a thickly populated interior village of the Vilathurai panchayat of Munchirai union in Vilavancode taluk. There are nearly 1,500 families living in and around Thumpali hamlet namely Thekkuputhurkadu, Nirappuvilai, Kuthiraivattam, Thumpali, Vannanvilai, Potavilai, Konathuvilai, Chinnavilai and Sananvilai.

Since the hamlet Thumpali is situated in a rocky place, the people could not get groundwater through bore wells or ordinary wells. There are no government bore well or ordinary wells in Thumpali hamlet. So the whole village has to depend on water provided by the panchayat or by the TWAD board.

Even prior to 2000, the villagers were sending so many representations to the Government to take appropriate measures to give proper and regular potable water to the village.

With the contribution from the villagers, they donated a piece of land to the panchayat and they constructed an overhead tank for Thumpali at Kuthiraivattam. Though the overhead tank is situated in the village, they are not getting adequate and regular protected drinking water.

Often the villagers have to use the contaminated mud water supplied to the village, since the river tank (source well) has been drastically damaged and spoiled, owing to sand quarrying by anti-social elements.

Now it is learnt that the Government has allotted fund for a filter house in Kuzuthurai Koottu Kudineer Thittam through the TWAD board at Mulankuzhi, which is very close to Thumpali. Hence, the villagers urged the Government to take immediate action to include and link the Thumpali over headtank to the filter house distribution line.

Trivandrum - Kanya Kumari Highway being realigned.

NH-47 Alignment

Kazhakuttam-Chacka-Inchakkal-Kovalam-Mukkola-Puthenkada-Thirupuram-Ayira-Manjamkuzhi-Adakkakuzhi-Pirakode-Kuluvilai- Mayapuram-Tamarakulam-Kappukkadu, Mulamkuzhi-Palliyadi- Vadavila-Pukkadai-Kozhiporuvila-Paruthikattuvilai- Pandaravilai- Thackalai- Pandaravilai-Puchikad- Chungankadai- Ozhukinsseri- Karuppukottai-Therur- Manavila-Kottaram-Kanyakumari Bypass.

From Kazhakkoottam to Kerala/TN Border

The alignment utilises the existing Thiruvananthapuram Bypass from Kazhakkoottam to Kovalam (22.6 Kms). The second phase of Thiruvananthapuram by pass starts from Kovalam and passes through Mukkola-Puthenkada-Thirupuram and Ayira and joins Kerala/Tamilnadu Border at Manjamkuzhi near Karode.

From Kovalam, the original bypass alignment proposed by Kerala PWD (NH) is followed upto Ayira for 17.743 Kms. Further it deviates from the PWD alignment for a short length and crosses Kerala Border at Manjamkuzhi Karode. Under the proposal, the existing bypass is to be widened to four lane with central median of 4.5m, hard shoulders of 1.5m and earthen shoulders of 1.5m.

Approx.a distance of 18.6kms from Kovalam, the original proposal was to deviate from the PWD alignment and cross Kerala – TN Border near Thirupuramafter crossing Poovar East Canaland Neyyar River.

However, the alignment of Thiruvananthapuram bypass Phase II from Kovalam to Kaliyakkavila was approved by the Ministry of Surface Transport way back in 1989. Knowing this, the local people who are put up in this alignment stopped construction of new houses and started shifting from this route as a precaution. The alignment proposed earlier deviates from the original bypass alignment at Kanjiramkulam and takes a route further west, which requires evacuation of people already shifted from the original alignment. This has raised much hue and cry from the public and political leaders and there is strong demand to follow the old bypass alignment and the matter was also taken up with High court of Kerala by the local villagers. Hence another option is followed in which the original bypass alignment will be followed up to Ayira Village and then deviate to cross the Kerala border.

Hence, the original bypass alignment will be followed from Kazhakkoottam to Ayira in the Kerala portion.

Kanjiramkulam, Uranvila and Thirupuram villages is avoided. However, there is a slight increase in length by 1.72 km than the first proposal.

From Kerala/TN Border to Kanyakumari

The alignment after crossing the Kerala border at Manjamkuzhi proceeds through areas of Adakkakuzhi, Pirakode, Kuluvilai and finally crosses Tamraparani river. The alignment passes through Mayapuram, Thamarakulam, Kappukkadu, and Mulamkuzhi villages and passes near Palliyadi and crosses Thiruvananthapuram-Kanyakumari railway line here.After that it passes through Vadavila, Pukkadai, Kozhiporuvila and Paruthikattuvilai.The alignment cuts Kozhiporuvila-Pukkadai road and Eraniel branch canal and passes through Pandaravilai village. It also cuts Thiruvankode - Milady road and Aluvarcoil – Manjanuvila road connecting existing NH 47 near Thuckalai. Then it crosses river Valliyar and passes through Pandaravilai, Puchikad and cuts Villukuri canal and joins the existing NH 47. After joining the existing NH, the alignment follows the existing NH 47 for a length of 0.81 Kms of existing NH 47. Thereafter the alignment deviates from the existing NH 47 towards left side of Chungankadai Village crosses Puthery – Vadaserry road. Further it crosses Palayar River and Teraikkalpudur road and joins NH 47 B at Ozhukanassery. After it crosses Nagercoil – Tirunelveli railway line and runs through Karuppukottai, Therur villages. This portion of alignment runs north of Nagercoil and Suchindram and joins NH 47 near Manavila junction.From there it follows the existing road up to a length of 3.44km and deviates on RHS for bypassing Kottaram village and joins the proposed NH 7 Bypass for Kanyakumari immediately after Kottaram village.


NH 47B from Nagercoil to Kavalkinaru

The alignment starts at Ozhukanassery and cuts Teraikkalpudur-Thirupathisaram road and crosses Puthanar canal and crosses a small stream and cuts Veeramarthandanpuram-Sivagnanapuram.Further it crosses Thirunelveli-Nagercoil railway line and cross the Murungur -Thirumalipuram road and Thovalai channel. The alignment is bypassing Thovalai and it crosses the Thovalai railway station road.Further It crosses a raod leading to Muthunagar.It also crosses the Devasagai Malai- Arulvaimozhi road and also another road leading to MGR Nagar. It also crosses Muppandal-Kumarapuram road and joins NH-7 at Kavalkinaru.

Boat inducted to ferry tourists at Kanyakumari

Plan to introduce sound-and-light show, says Minister

Nagercoil: With the induction of a new boat, Tourism Minister N. Suresh Rajan flagged off boat service to Vivekananda rock memorial and Thirualluvar statue at Kanyakumari on Sunday.

The Poompuhar Shipping Corporation has been operating boat services to these places for the benefit of tourists. The new boat, M.L. Pothigai, was constructed at the Cochin Ship Yard at a cost of Rs. 1.4 crore.

As announced in the budget session, a sum of Rs. 2.10 crore had been allotted for the construction of two boats and the tender was given to the Kerala Shipping Corporation. The Central Government has given 25 percent subsidy to the Poompuhar Shipping Corporation. The new boat joins another boat, M. L. Gugan, put into service in July last year. The new boat can accommodate 150 passengers. Life saving gear, hydraulic steering and VHF equipment to communicate to the other boat in case of emergency have been fitted in the boat.

Figures rising

As many as 10,21,633 tourists were transported to Vivekananda rock and Thiruvalluvar statue during 2005-06, 14,81,412 tourists in 2006-07 and 16,65,396 in 2007-08. With the induction of the new boat, the figure is expected to exceed 17 lakhs this year. The fare for the trip is Rs. 20.

The Minister said that chemical coating work undertaken on Thiruvalluvar statue would be completed by this month-end. Tourists would be allowed to visit the statue from November.

The Tourism Department had prepared a Rs. 48-lakh master plan to develop tourist spots in the State. In the first phase, steps would be taken to improve infrastructure in the lesser-known tourist spots.

The government was mulling on introducing cable car facility between Vivekananda memorial and Thiruvalluvar Statue. Sound-and-light facility to depict the life history of Vivekanandar and Thiruvalluvar would be introduced for which Rs. 2.5 crore had been sanctioned, he said.

The ferry service to the Vivekananda Rock started during the mid 1950s.
During these six decades, not even a single accident was reported. Even during the Tsunami (2004 December) that badly hit the Cape coast, no casualty had been reported from the Vivekananda rock. Few of the tourists who were stuck in the rock were evacuated efficienty by the rescue team.

Milk production to go up

It has been decided to launch automatic milk collection centres

Nagercoil: The Kanyakumari District Milk Producers’ Co-operative Union has earned the profit of Rs.25 lakh in the current year by providing quality milk and related products to consumers.

According to the Collector, B. Jothi Nirmala, the Government has allotted Rs.2.92 crore for the implementation of five-year plan in connection with improving ‘white revolution’ in the district.

Under this programme, steps have already been taken to increase the production of the milk, the purchase of modern equipment to procure milk and the construction of additional buildings in the co-operative union.

A sum of Rs.50.59 lakh has been spent for the construction and renovation of buildings in the co-operative union. With an intention of creating an awareness among the farmers of producing pure milk, Rs.1.54 lakh has been spent under the National Agriculture Development Programme to give training to them.

They have been sent to different parts of the country, including Kolar, Visakhapattinam and Tirunelveli.

In future, it has been decided to launch automatic milk collection centres so that consumers can get milk round the clock.

There are more than 20 milk producers’ co-operative societies, implementing an ‘artificial insemination programme’ to increase milk production.

There are more than 70 milk societies with 40,500 members.

They are supplying 45,000 litres of milk every day. The district milk producers’ union is also procuring an average of 8,500 litres of milk from them, the Collector adds.

Centre clears fishing harbour

CHENNAI: Under a Centrally sponsored scheme, the Government of India has approved the construction of a fishing harbour at Thengaipattinam in Kanyakumari district at a cost of Rs.40 crore. According to an official release, the proposed project site is at Thengaipattinam, about 37 km from Nagercoil on the west coast of Kanyakumari district. The site is located in the estuary of the Thamirabarani river.

It will be a model fishing harbour to be constructed with two berthing facilities and auction halls, net-mending sheds, gear sheds, and other facilities. It will fulfil the Hazard Analysis Critical Centre Point (HACCP) requirement for export trade. The fishing harbour will provide employment opportunities to about 10,000 persons.

It is a matter of fact that , it is the Kanya Kumari District that supplies a major fraction of the cereal, milk & vegetable and other food requirements of Trivandrum. Also, many businessmen of Kanya Kumari District have stake in Trivandrum's economic development.

The Union Government is planning to build a new shipyard on the west coast at Poovar, the border between Trivandrum & Kanya Kumari Districts. This proposed shipyard shall be located between the Vizhinjam & Colachel Ports.

It is expected that once complete, the new ship yard will change the face of this region.

Nagercoil: The Government has allotted the sum of Rs21.40 crore for the construction of rail over bridge at Putheri near Nagercoil and the work that would commence in January 2009 would be completed within one and half years, said Tourism Minister N. Suresh Rajan.

After inspecting the proposed site at Putheri on Sunday he said that the public particularly the school going children and office goers from Thittuvilai, Boothapandi, Therisanamkoppu and Keeripparai were put in to untold hardship during peak hours due to the halting of buses and other vehicles for over half an hour in the railway crossing at Putheri.

When this was brought to the notice of the concerned officials, Mr. Rajan said the sum of Rs. 21.40 crore had been allotted by the Government for the construction of the rail over bridge. The total length of the bridge was 740 meters consisting of 32 pillars.

The two-way system would be implemented under the bridge and the sum of Rs. 3.50 crore would be allotted for the construction of a sub-way to decongest the traffic while constructing the rail over bridge at Putheri.

The road works from Kavalkinaru to Kaliyakkavilai were going on in full swing and the Government has allotted the sum of Rs. 10 lakh for the construction of a bridge at Nedumancadu and Rs. 2 crore for the construction of another bridge at Andithoppu. Similarly the sum of Rs. 20 lakh for the construction of a bridge at Erachakulam, Rs. 19 lakh for the construction of two bridges in Veeranamangalam – Erachakulam road, Rs. 60 lakh for the construction of three bridges at Madavalayam-Shenbagaramputhur road and steps had already been taken to construct a bridge at Thittuvilai-Manathittai road at a total estimated cost of Rs. 20 lakh, said the Minister.

Kanyakumari to get engineering college

For the benefit of aspiring rural students: Minister

NAGERCOIL: The government has decided to start an engineering college in Kanyakumari district in the next academic year for the benefit of aspiring students from rural areas, according to Tourism Minister N. Suresh Rajan.

The college would benefit the wards of poor and downtrodden. The government would soon form a committee for the setting up the college.

Inaugurating a laboratory building at Government Higher Secondary school, Arumanallur, constructed at a cost of Rs. 11.74 lakh on Monday, the Minister said that the Dravida Munnetra Kazhagam government was implementing a lot of welfare and development schemes for the benefit of younger generation, particularly school and college going students. Additional buses were being operated during peak hours, particularly in rural areas, to clear the rush. Adequate fund was allotted in the budget for education so that wards of poor and downtrodden could get quality education.

In connection with providing infrastructure facilities in the Government Higher Secondary School at Arumanallur, the Minister said that as requested by the school authorities steps would be taken to provide potable water facility, cycle stand and drainage facility at the play ground.

He also distributed free house pattas to 13 beneficiaries, inaugurated a part-time fair price shop at Veerapuli and distributed Rs 25,000 for the purchase of play materials to Veerapuli Bhagat Singh Mantram.
