this building looks great only at par to delhi standards...there is nothing in or out of fashion in this field...but new designs always look good...look at buildings in mumbai and bangalore...both present and upcoming...some of them looks stunning...for instance look at my logo pic..its ubcity in bangalore...the best i have ever seen in india...cost toh utni hai lagni hai toh why not try something new...rather than a steel dabba...

only one building in above list of yours is new, and which is a better design is matter of choice.
by no means civic center is an ugly building.

The aluminum tiles just look ugly...for some god-knows-why reason they seem to have become the latest fashion in India, often in combination with garish colors (usually red) and glass facades. I can't believe people find this tiled look modern. I've never seen it outside of South and Southeast Asia. The only buildings like this I've seen in the U.S. were built in the late 80s and early 90s, and they are usually widely criticized by local magazines, etc. This kind of cladding looks like my kitchen floor.

I think if the whole building was glass cladded then it would look stunning but still not bad.

personal choise is one thing and majority choise is one thing...le meridien hotel in delhi is almost a decade old...still it looks glamorous...ok thats a star hotel but civic centre is no where close to that look...just pick civic centre from delhi and put it somewhere in between hong kong , shanghai or dubai...it will sure be an eyesore...so do not say its world class at allll...

lets face it the building is neither very ugly or beautiful.
its just plain average, quite dull and ordinary. 'uninspiring' springs to mind
