The underwater tunnel from Cebu to Cordova in Mactan is just a plan because of the envisioned International Port in Cordova whereas the tunnel that will be built under Plaza Independencia is part of the existing SCR project. The South Coastal Road (SCR) project as I understand has 3 segments namely: the SRP-Talisay road portion, the causeway and the tunnel. Chiongbians try popcorn market
The Chiongbians, one of the pioneers of the countrys shipping industry, has spread its business to the food sector, including popcorn, through its younger generation.
Cousins John Paul Chiongbian and Derrick Chiongbian, who are among the third generation of Chiongbians, are now introducing in Cebu the first healthy popcorn, the Holy Kettle Corn brand, in the country. Traditional We are offering the Cebuanos the healthy popcorn that is cooked without butter and artificial flavors, just sugar, salt and corn oil. Our corn is imported from Nebraska. We also went back to cooking popcorn the traditional wayin a big kettle, Derrick said. Derrick and John Paul are partners in the Asia JDC Development Corp., the company behind the restaurant-bar Vudu and the newly opened restaurant Formo at the Banilad Town Center (BTC). Asia JDC is also a shareholder of the Cebu Channel 28. Branches Derrick said Blue Kettle Corp. (BKC), the company managing Asia JDCs popcorn business, invested some P700,000 for its first Cebu outlet located at the BTC. The outlet is the companys first branch outside Metro Manila, where it has 10 branches. BKC, which was established last year, also plans to open two more branchesone each in the Ayala Center Cebu and SM City Cebuand satellite booths in schools and other interested business establishments in Cebu, John Paul said. By next year, BKC will open the company to franchisees, initially in Davao and Cagayan de Oro.

Good economy to end brain drain
The country would not bleed with brain drain if its economy is good.
Thats an obvious and acceptable reason for the number of Filipino workers from different sectors that leave the country to work abroad, said Jose Mari Bigornia, president of the College of Technological Sciences-Cebu, in an interview yesterday. There would be no brain drain problem if our country has political and economic stability to give our workers a good working environment, he said. Cebu, in particular, still has enough number of good information technology workers. However, they just dont have enough job opportunities, the reason they work elsewhere, he added. Bigornia, also one of the trustees of the Cebu Chamber of Commerce and Industry, said, however, that healthcare practitioners are notably leaving the country. A report from the Philippine Center for Investigative Journalism last March mentioned that close to 90,000 Filipino nurses were deployed abroad in the last 10 years while 3,500 Filipino doctors left the country to take on nursing jobs overseas in the last four years. Declining Maribel Du, president of Philippine College of Surgeons-Cebu and Eastern Visayas Chapter, said, in a separate interview, that Cebu still has enough doctors. She admitted, however, that the number of medical trainees is declining. If that continues, it might cause a problem in the future. However, we cannot hold them back if they work abroad for economic reasons. Its a personal choice they make for personal reasons, she said. Personnel Management Association of the Philippines executive director Gerardo Plana also said the economic reason of Filipino workers leaving the country is legitimate. In fact, they are major contributors to our countrys economy by the remittances that they send, he said. Plana, however, cautioned that there must be a balance. He said a commission called the National HR (human resource) Agenda that would give a venue for HR practitioners to meet and discuss issues of human resource should be created. Management An integrated human resource management plan for the country is a need. What exactly do we want to do with our human resource? With the brain drain issue, up to what point do we allow doctors to become nurses and drain our medical human resource in the country? This could be a potential problem in the country, he said in a press conference. Bigornia, however, maintained that a national HR agenda still would not serve its purpose if the countrys economy remains shaky. Putting food in the mouth of each mans family would always be the top priority. Again, it boils to down to the main problemour economy, he told Sun.Star Cebu. (ALC)

Grabe! I couldn't believe it, hordes of people lined up at the entrance. You'd think that the entrance was a cinema. Sadly, I failed to take pics...Anyway, I'll try to get back tomorrow to capture pics.. If there are hordes of people today, what more tomorrow and on Sunday?

![]() Yeah, Cebu's presentation is indeed world class and I think that their target is the tourists but it isn't updated nowadays. The last time I saw it updated was 2 months ago... Meanwhile, RCTV nowadays is always updated. And I love their programs especially ISMOL TYM! (feature on small businesses). Their target market I suppose is the masa market of Cebu.

![]() SRP TO BEAR FRUIT Osmeņa vows: P2.5B for 29 hectares in 6 months IN six months, the South Reclamation Project will bear fruit-P2.5-billion in revenues from the sale of 29 hectares, Cebu City Mayor Tomas Osmeņa said yesterday. Osmeņa said the 29-hectare property, a prime commercial and industrial area near Cebu City, would be ready for bidding by February 2006-the deadline for the first of two P305-million debt repayments. The second installment is slated for August 2006. "I just want to remove the financial pressure from the city (government) in the next few years," he said. "It's affecting the image of the city, murag gutom gyud kaayo (making it seem we are going hungry)." Osmeņa, however, did not identify any potential investor interested in purchasing the lot nor comment on speculations that the lack of power and water utilities would hamper the entry of investors. In 2006, the city will pay its biggest amortization-around P610 million, which is more than a quarter of its existing annual budget-for the SRP's 12.3-billion yen loan. The city now officially owns seven parcels of land in the controversial reclamation project, but this is only 200 hectares out of the 295-hectare property, Osmeņa told Cebu Daily News in an earlier interview. Osmeņa received the special patent covering seven parcels of land in the SRP last week from Environment Secretary Michael Defensor. The revelation prompted a reaction from Rep. Eduardo Gullas (Cebu, first district), who reiterated Talisay City's claim to 53.44 hectares of the SRP. Gullas said the issuance of the special patent would not in any way hinder Talisay City from pursuing its claim. Citing the exclusion of three SRP areas-the South Coastal Road, Pond A, and three parcels of land with approved private surveys-from the special patent, Gullas said Talisay City officials would contest their claim before other government agencies and the courts. In an interview yesterday, Defensor clarified that Talisay City's plan to hale Cebu City to court over its claim would not block the issuance of land titles. Land titles are issued by the Registry of Deeds. The Cebu City government still has to present the patents to the Registry of Deeds, pay P6 million in fees, then deposit the titles in the Land Bank of the Philippines as collateral for its loan. Defensor confirmed signing the special patent for the SRP but could not recall whether it was intended for the entire SRP. Earlier, reports stated that the Department of Environment and Natural Resources disallowed the inclusion of some portions of the SRP, including lots occupied by the South Coastal Road and those covered by approved surveys and claimed by three private lot owners. But when Defensor was interviewed over dyLA yesterday afternoon, he said that, as far as he could remember, the patent he signed was intended for the entire reclamation project. In fact, Defensor added, he had discussed the documents with Osmeņa and SRP manager Nigel Paul Villarete right after signing them. "Ang pagkakaalam ko, tapos na lahat 'yan. Baka hindi lang umabot sa region yung release ng ating mga dokumento (As far as I know, the documents are done. Maybe the documents have not yet reached the region)," Defensor said. He said he ordered the fast-tracking of the patents because he knew the city government was paying a huge amount for the SRP loan. To encourage brokers to participate in the bidding for the SRP lots, the city government is preparing a lucrative commission scheme. Osmeņa said the broker of the winning bidder would be given two percent of the bid amount. A hectare of SRP land costs about P100 million. But for the SRP to be really attractive to investors, it has to fulfill three basic requirements: titles, master plan and a professional management group, according to an executive of one of Cebu's big-time property developers who refused to be named. Joel Mari Yu, managing director of Cebu Investment and Promotions Center, yesterday said that as far as the titles were concerned, "the city almost has them." The CIPC, the city's marketing arm for the SRP, is trying to attract local and foreign investors to the site, which is envisioned as a special processing zone providing 30,000 jobs. "What we're working on right now is finding property managers and developers as partners to execute the master plan," Yu said. "The SRP is nothing but vacant land. It is not developed. Still, there are a lot of interested investors who wish to locate in the area." He added: "No investor would come in if the city government will manage the SRP given its bad reputation of managing the city." Yu said his agency was preparing the terms of reference for bidding to look for property managers and developers. But this may take a long time knowing that the "government cannot just choose a partner alone." "It still has to go through the Commission on Audit and other government agencies, making my job more difficult," Yu said. |
