OCT issued for 210 hectares of SRP land Cebu City finally has its hands on the original certificate of title for the South Reclamation Project (SRP). The title, which contains the exact provisions of the special patent issued by Environment Secretary Michael Defensor, covers an area of 210.074 hectares. It was transcribed and registered by the Registry of Deeds last Sept. 22. Only one title has been issued for seven parcels of land at the SRP: lot 1-A covers 31.9189 hectares (has.); lot 1-B, 61.6052 has.; lot 1-D, 58.4128 has.; lot 1-E, 5.2266 has.; lot 1-F, 15.7135 has.; lot 1-G, 35.9219 has.; and lot 1-L, 1.2751 has. The special patent remains controversial because the Talisay City Government has announced it will pursue its claim over 53.44 hectares of the SRP. The SRP covers 295 hectares and cost about P6.3 billion under current foreign exchange rates. The Japan Bank for International Cooperation provided the loan almost a decade ago. The original certificate of title 0-3581 was registered at the Registry of Deeds of Cebu City based on special patent 3693. It did not contain any memorandum of encumbrances. The special patent and the certificate of title referred to Proclamation 843, which President Arroyo issued last May 16, 2005. Proclamation 843 amended Proclamation 200-A, series of 1967, by “reserving a portion of the area as the Cebu South Reclamation Project and transferring its ownership to the City Government of Cebu and declaring such area as alienable and disposable.” Proclamation 200-A, dated May 22, 1967, reserved “certain parcels of land of public domain located in San Nicolas, Pardo (now part of Cebu City) and Tangke, Talisay (now Talisay City) for national improvement purposes.” The special patent and the title, however, also state that the SRP is “subject to recall when public interest and welfare so demand.” Proclamation 843 also authorized the environment secretary to issue a special patent “in favor of the City Government of Cebu over the parcels of land covered by the said Proclamation 843.” The technical descriptions (boundaries) of all parcels of land covered by the original certificate of title are based on an original survey on Nov. 24, 2001 and on a special plan (survey) executed by geodetic engineer Edgar T. Batiquin on June 2, 2005. |

(CHI) and Coastal Highpoint Ventures Inc. (CHVI) complete its residential property development project in Liloan, Cebu. CHI and CHVI will formally launch on Oct. 18 the first phase of Amara, a 46-hectare seaside residential property in Liloan, about 18 kilometers north of Cebu City. It is located in the vicinity of the lighthouse that has been the subject of many artists and photographers’ work. Unique Amara’s uniqueness is “accentuated by the 100-year-old Bacayan lighthouse,” said CHI president Rene Almendras in a press conference Wednesday at the City Sports Club Cebu. He said Amara will also introduce a “fenceless and free concept” where house owners would leave their front yards free from gates and tall fences. Francis Monera, chief operating officer of CHI subsidiary Cebu Property Ventures and Development Corp., said Amara is the first residential subdivision project of CHI, an affiliate of Ayala Land Inc. Monera said the development is a multi-million investment of CHI and CHVI. The subdivision will feature, among others, a clubhouse, swimming pool, commercial area, school, chapel, a 300-meter esplanade and amphitheater, said Mike Torres, CHI’s architect. Phases “Amara is divided into five phases with (a total of) more than 500 lots. Phase one has 114 lots,” he said. CHVI president Antonio Chiu, on the other hand, said Amara would put Liloan on the map and would attract tourists especially with the Bacayan lighthouse. He clarified, though, that the lighthouse is a government property and does not belong to CHI or CHVI. “The lighthouse is open to the public,” he said. High-end In her presentation, Tetta Baad of CHI said they are eyeing the high-end and ultra high-end market. Overseas workers, Manileños with Cebuano roots, Cebuano-Chinese families looking for a place that gives high value for their money and those who want to reward themselves for the hard work that they have done are (the people who belong to) the market that we expect to cater (to), of course, without excluding other groups,” she said. Almendras assured, though, Amara lots have “very competitive” prices. Prices range from P5,800 per square meter to P9,800 per square meter. wow...cebu thread is really so fast. I like the causeway/bridge of the south coastal road. Is this the longest flyover in the country? Well, if it can qualify as a flyover and not a bridge. Any updates regarding the town center and the whole project itself of PRISTINA NORTH?

The mix between the mad rush
Overlooked in the mad rush that can be Banilad Town Center, somewhere between fighting for the last vacant parking spot and running to the first available table at the jam-packed since 10 a.m. pizzeria, is a quiet little corner called Mélange.
A new kid on the food block, this newbie has to contend with being thumbed over for more familiar dining digs. Not to be mistaken with the “fashion capital” in Mandaue or the café in Manila, this mélange, however, is worth getting to know. For those who shy away from its slick interiors with the subconscious fear that a peek at the dining bill would cause a slip and fall brought on by financial shock, the good news is, the place isn’t as pricey as it looks. As they say, “Don’t judge a book by its cover,” to which an irrepressible gal pal adds, “just cover the book.” Here, both sides of the fortune cookie wisdom crumble quite nicely, as the book, or in this case, the menu is covered chock-full of dishes to send your brain into a glucose-deprived tailspin. Comfort food “An eclectic combination of classic dishes with a twist,” is how owner Mary Rose Kang-Lu describes the dishes listed on the carte. But then, she immediately breaks down and confesses that it’s really all about “food that I like to eat.” And thank God her taste runs the gamut from an exotic Fish with Potatoes and Clam au Jus, to a hearty Beef Tenderloin with Sweet Potato Sauce and doesn’t stop short at all-time favorite Bolognese with Meatballs. Believe me, eating tapsilog in all its shapes and forms doesn’t quite cut it for everyone. But that’s not to say that less complicated fare has lost its shining moments. Maru, as her friends like to call her, along with husband Robert, remember as they refined the menu, how sampling four to five dishes a day, five days a week, months on end, left them with a craving for “piniritong isda, barbecue and puso.” Bicoastal Between mouthfuls, diners have been compelled to comment, “It’s so New York,” or “It’s so California,” says Maru, which in turn makes you wonder about the bicoastal nature of the cuisine. As it pans out, a hint of forthright Atlantic attitude has been kneaded into the resto’s basic dough through Maru’s eight-month stint at the Institute of Culinary Education in New York, while a sprinkling of the experimental, which is often considered “so West Coast” flows from her innate inquisitiveness about food, and the need to, like Hollywood, “do something different to bring in the crowd.” Thankfully, the pizza-ed, coffe-ed, pastry-ed and club-ed out crowd are starting to trickle to the spot, making long-time regulars uncross their fingers and let up on their muttered mantra “I hope this place doesn’t close.” But they’ll probably start sputtering something else when they have to begin clawing over elbow room.
