City Breakfast Club now in IT Park

The City Breakfast Club, a restaurant basically for fine dining, has opened in Asia Town, IT Park in Lahug.

Christine Reyes, manager of City Breakfast Club, said they started with simple “Hearty Meals,” the people’s favorite known as “tapsilog.”

The restaurant, located at the ground floor of PIPC Building, has become the favorite of employees of call centers in the area because of its affordable prices and proximity, the management said.

With a wide parking space, Reyes added it has also started to attract walk-in family members who are out for bonding activities.

The location is perfect for family members and other individuals: it is located in the fashionable enclave - the Asia Town Information Technology (IT) Park, and it sits with a background of a fantasy-land palace, the Waterfront Hotel. It also provides a close view of the park’s manicured lawns and the blue distant mountains.

According to Reyes, they recently introduced seafood, like grilled or fried tanguigue, adobao sa-ang shell, adobao binga shell, squid adobao, calamares, garlic shrimp, tuna belly, grilled spare ribs and grilled pork belly.

It also offers snacks like tuna, chicken, burgers, pasta of the day, among others, which are all served with French fries. Its main courses include breaded pork chop, fried chicken, burger steak, pork stew and kare-kare.

To provide non-stop and efficient service, the restaurant is open 24 hours. For more information, one may call 231-9575.

Sabotaging the HIGH TECH traffic computers

CEBU City Mayor Tomas Osmeña yesterday ordered the termination of three traffic management employees for allegedly sabotaging last week computers that control the city's 78 stoplights.

Osmeña is looking into the revenge angle, citing his termination last month of seven employees of the City Traffic Operations Management office for moonlighting.

Aside from administrative sanctions, the three Citom employees could face criminal charges, the mayor said.

Last week, Citom officials discovered that computer programs contained in chips that operate traffic lights across the city and their back-up files had been erased.

This caused stoplights at major city intersections to run independently and unsynchronized which could have resulted in traffic jams, according to Arnel Tancinco, Citom executive director.

The traffic control system, dubbed the Sydney Coordinative Adaptive Traffic System, or Scats, is currently undergoing repair.

Cebu City has been using Scats-touted to be the most technologically advanced traffic control system in the world-since 1994.

Scats, which controls and coordinates 78 traffic lights across the city, has a six-computer system installed at the Citom office.

Sensors at intersections notify the central computer system about traffic volume. Based on the data it gathers, the computer then tells traffic lights when to change from red to green and vice-versa.

In the event of a cut-off or breakdown of the main computer, traffic lights automatically become independent and change based on a pre-programmed timer.

Initial investigation reveals that the sabotage of the traffic control system is an act of revenge, purportedly by terminated Citom personnel, city administrator Francisco "Bimbo" Fernandez said yesterday.

Fernandez clarified, however, that the investigation was still ongoing.

"Initially, results of the investigation show that this is a sabotage. We suspect that this is an act of revenge," he told reporters.

Officials refused to divulge the identities of Citom personnel suspected of the sabotage pending further investigation.

Two months ago, Osmeña ordered the termination of seven Citom employees for moonlighting.
After a brief investigation, the seven, contractual employees of Cebu City, were found working on another project but for a different local government-Talisay City.

Fernandez said one of the seven employees, after seeking reconsideration, was re-hired by the city government to supervise the Citom traffic control center.

Last week, Citom maintenance personnel noticed that traffic lights on Juana Osmeña and Escario streets were unsynchronized, causing jams on both thoroughfares.

When the control boxes of both traffic lights were checked, it was discovered that the computer chips, which contained "personality programs," had been erased.

Suspecting something was amiss, Tancinco directed maintenance employees to check the control boxes of other traffic lights-48 out of the 78 computer chips had their programs erased.

The program acts as a router for the command from the central traffic computer to change the color of lights. The command is based on the "personality," meaning volume of traffic and speed of vehicles, of any given intersection.

When the damaged chips were brought to the Citom office for repair, Tancinco said they also discovered back-up files for reprogramming were also deleted.

This prompted Tancinco to order the relief of the three Citom employees-one supervisor and two staff members-manning the traffic control center.

Councilor Sylvan Jakosalem, Citom chairman, said the programs could have been deleted deliberately.

Fortunately, he added, the effect of the damaged chips on traffic was insufficient to cause massive jams.

Tancinco said the company that installed the city's traffic system had dismissed the possibility that the chips were damaged accidentally, saying programs could only be erased by running a magnet across the chips.

He said the three employees at the traffic control center should have noticed the problem and reported the incident but they did not.

Tancinco, however, is giving the terminated employees the benefit of the doubt.

The underwater tunnel from Cebu to Cordova in Mactan is just a plan because of the envisioned International Port in Cordova whereas the tunnel that will be built under Plaza Independencia is part of the existing SCR project. The South Coastal Road (SCR) project as I understand has 3 segments namely: the SRP-Talisay road portion, the causeway and the tunnel. The tunnel portion will connect to the Carbon area causeway:

salamat for your explanations, map and pics ! now where does the bridge (going south) end (does it connect to South Reclamation freeway?) and what happens to the road then? does it continue as a 4 lane expressway all the down to the tip of the island cebu ? i think it is called the cebu coastal road, is it all 4-lane? and how far does it go up north ? i heard it is supposed to connect South Reclamation with the mactan airport on a 4-lane basis. now what really is this road project ? lots of questions, hopefully some answers and more nice pics ! salamat again jimbu.....

About the SCATS.... does it mean that those 48 traffic lights that programs and its back up files that was deleted cannot be repaired?

The 4-lane bridge starts at the east side of Carbon market and ends at south reclamation area where it connects to a 6-lane road up to Tanke Talisay side of reclamation. From Tanke Talisay, the road is reduced to 4-lane (2 lanes reserved) up to Lawaan Talisay forming a junction between the Cebu South Road. I think in this junction ends the South Coastal Road as shown in the picture below:

I don't know when they will start construction of the Cebu North Coastal Road Project (CNCRP). This road will pass through the coastal areas of Mandaue City, Consolacion, and Liloan in Cebu. It will run parallel to the existing main Cebu North Road.

to add.... From Tanke Talisay, the reduced 4 lane road upto Lawaan Talisay is only a juction of (F Jaca St.) secondary road, the 4 lane road (yellow marker) still extends upto the newly built Talisay City hall and finally connects to the Cebu South road (Cebu Natl hi-way in my mod pic).
The Cebu South road starts from N Bacalso ave. down,from mananga bridge in Talisay the road has only 2 lanes but it was widened into a 4 lane road to be considered as the continuation of the South coastal road but i think it is the project of the Governor to widen roads in the entire provice of Cebu into a 4 lane road. As of this moment, the widened Cebu South road is already in Naga.

Metro @ 24

After scanning through the newspaper pages today, I just found out that Metro Gaisano (now frequently called as Metro) is celebrating it's 24th anniversary in the business. So this means that Metro Gaisano in Colon (the first Metro in Cebu) was established, September 1981, making it the 2nd eldest mall in Cebu (next to Gaisano main).

Now, METRO has 6 branches nationwide... Colon, Cebu (1981), Mandaue, Cebu (1980's), Ayala, Cebu (1994), Lucena (2000's), Legazpi (2000's), Market! Market! (w/c is also celebrating its 1st anniversary...Sept 2004)

Yeah, the malls over here are jampacked even on weekdays...Hey, are you from the Philippines?
