Airport to pay for new runway
Before officials of Siquijor and Dumaguete City complain any further about infrastructure projects in Cebu, a Cebu-based official has this reminder.
All projects proposed by the Mactan-Cebu International Airport Authority (MCIAA) will be funded out of its own coffers and not by any government agency, said General Manager Adelberto F. Yap. Yap made the clarification after learning that Siquijor Gov. Orlando Fua questioned MCIAA’s plan to build a parallel runway in Mactan airport, during last Friday’s meeting of the Regional Development Council (RDC). Fua complained that while there is now a plan to build a parallel runway in Mactan, no airport has been constructed yet in Siquijor Province, although he has long asked for one. Instead of endorsing the project, the RDC sent back the runway proposal to its infrastructure development committee for further study. The RDC approved a separate resolution calling for a feasibility study on a third Mandaue-Mactan bridge, but talk of the project again provoked complaints about “Imperial Cebu.” Yap, however, stressed that the proposed parallel runway, which is estimated to cost about P1 billion, will be paid for using MCIAA funds and future loans, which the MCIAA itself will pay back. The MCIAA submitted the project proposal to RDC for evaluation and as a formality, as required by the government. The MCIAA is not asking for funding, Yap pointed out, but is following protocol. It merely wants the RDC to determine if the project is, he added. Besides, the MCIAA has it own charter and its own policy-making body, the manager pointed out. “We can decide on our own. However, we recognize the importance of the RDC so that we submitted to that office our project proposals,” Yap said. Had Governor Fua studied the MCIAA’s project proposals before making any comments, he might appreciate that any improvements in Mactan airport are a come-on for tourists to visit not just Cebu, but the rest of the region. Using its own charter, and without passing through other government planning offices, MCIAA was able to implement its newly-completed P83.4-million runway asphalt overlay using its own funds, said Yap. The MCIAA has also earmarked, from its own funds, P70 million for an administration building and P135 million for split-tube bridges for aircraft. Both will be subjected to a bidding soon. Records showed that as of August 2005, MCIAA had P2.62 billion in assets. It earns P240 million annually from the rental paid by Mactan Economic Zone locators. (EOB)

By Frank Malilong The Other Side, SUNSTAR CEBU We used to be (still are?) the loudest in grumbling against Imperial Manila. Now own neighbors are griping against Imperial Cebu. There's a hint of “crab mentality” here but it would be foolish to think that that is all what it is. Some of the region’s elected officials are complaining they’re not getting enough attention from the regional offices of national government agencies. Most, if not all, of these offices are based in Cebu. Why don’t these civil servants, especially the regional directors and their assistants, remove their fat behinds from their chairs and make the rounds of the other areas in their jurisdiction? But while the complaint about not getting enough attention from government’s regional offices may be valid, the tag Imperial Cebu, is grossly inappropriate. Cebu doesn’t make decisions for its neighbors the way Manila does for the country. If, on the other hand, the label has something to do with our unquestioned status as Queen of the South, then it is well deserved. Instead of drowning themselves in envy, the other local government units in the region should take a more positive attitude. How has Cebu managed to inch forward even as the country floundered? It couldn’t have been that we have enjoyed unfair advantage in the distribution of government resources. Even assuming that we have received more than what our neighbors think we should (receive), it is probably because we have been able to justify it. The construction of a parallel runway at the Mactan airport, for example, is necessary because of the projected increase in the volume of air traffic in the area. We should all learn how to plan. You can’t construct a runway in six months so you have to plan years ahead. In any contest, those without a vision will always bring up the rear. Or end up crying unfair.
