Who cares that it's not gonna be so visible from far away? This design (especially with the "low-rise" with cladding similar to Mosfilm) will definitely improve IBC from street level.

So Moscow definetely took things seriously when decided to go vertical.
This might not be the most spectularly designed building, but still would manage to improve the very promissing skyline in the Russian Capital.
