I heard that if the spire is a solid integrated element of the building his height will be count.
Unlike the Willis Tower which has easy demountable spire.
But this is only one definition of heights of buildings.

Willis Tower in its design does not have antennas that are subsequently added.
But he is in any case, 527m high.
FT is 506m high and it has no antenna, but that spike is an integral part of the design.

Yes, for a skyscraper build in the 70s it's quite remarkable. But Moscow shows good preconditions for even bigger buidlings. No earthquakes and so on. After all we have the 21. century with it's new technology.
