No it takes generally about 1 year. And in case of urgent procedure (référé) it takes from 15 to 30 days (for constructions). But normally both... procedures are combined !

No there's not. It's : no building can be taller than the limit mentionned in the "Plan local d'urbanisme" to which are mandatorily attached (where they do exist) the aeronautical servitudes of height adopted before by the ministery of Defense.

So they finally don't hide Phare.
To balance the skyline, why not just enlarge one day... the limits of La Defense cluster to the right in Courbevoie old crap suburb ? After all, it's better for them to be where they are scheduled than in the perspective of the Arc de triomphe, where the Grande Arche fits perfectly !

@erdnisloed

Unfortunately, I don't think we'll be able to see Phare or at least completely like on the picture! Hermitage Towers are too much on the right on the picture. You can still see one of the Damiers (that should be replaced by the Plaza) next to the Novotel and the Hermitage Tower on the right is in front of Neptune Tower while it's suppose to be next to it. Therefore, I think all the Plaza needs to be move on the left and consequently it will hide Phare.

Here's a picture to show you the difference:

No it's not, I'm just objective. Luckily, there are exceptions. Exceptions which you aren't unfortunately part of as you're far from being exemplary on the french forums...a word to the wise.

Having said that, I share most of people's opinions about the twins' location, not suitable. I'd rather see them on the right hand side not to hide the other towers behind (First, D2, Air², Phare...)
