According to an article in Le Parisien today, asbestos removal will take 4 months. So it will last from March 15 to mid-July. The Russian developper also said he will start construction even if there are legal challenges against the building permits, which is bold (legal challenges against building permits do not legally prevent developers from starting construction, but they usually prefer to wait until all the legal challenges are cleared). The only thing still blocking demolition of the current buildings on site is an agreeement that needs to be reached with the neighboring estates which share the same utilities (gas, water, etc.).

Le promoteur russe Emin Iskenderov a annoncé hier avoir obtenu l’aval de la préfecture pour ériger ses tours de 320 m en bord de Seine, à Courbevoie. Livraison attendue en 2017.

Le permis de construire des tours jumelles Hermitage Plaza, 320 m de haut, a été signé hier par le député-maire de Courbevoie, Jacques Kossowski (UMP). L’annonce officielle de cette signature a été faite hier soir par le PDG du groupe Hermitage, Emin Iskenderov, sur le yacht « Apache II » amarré à Cannes (Alpes-Maritimes), où se tient cette semaine le Marché international des professionnels de l’immobilier (Mipim).

Après l’avis favorable obtenu à l’issue de l’enquête publique qui s’est déroulée à l’automne, le projet était entre les mains du préfet des Hauts-de-Seine, qui aurait dû se prononcer avant le 18 janvier. Des pièces manquantes ont retardé la procédure. « Elles ont été apportées par la société Hermitage et le préfet a rendu un avis favorable le jeudi 1er mars », indiquait hier la préfecture.

La dernière locataire de la résidence Infra, l’un des immeubles des Damiers qui doivent être démolis avant la construction du projet Hermitage, vient de rendre les clés de son logement. Dans les deux autres immeubles (Anjou et Bretagne), sur lesquels sera construit le futur centre commercial, il reste encore 60 locataires à reloger. Les copropriétaires des résidences voisines (Champagne et Dauphiné) ne sont pas concernés par les démolitions, mais leurs charges vont s’envoler. Estimant être insuffisamment indemnisés, ils ont obtenu l’annulation des permis de démolir en octobre.

Hier, Emin Iskenderov, qui n’a toujours pas dévoilé les noms des établissements bancaires participant au financement du projet — 700 M€ sur un total de 2 milliards —, déroulait son calendrier : « Le 15 mars, nous commencerons les travaux préparatoires au chantier, c’est-à-dire le désamiantage de l’immeuble Infra, sur lequel doivent être construites les deux tours. Le désamiantage durera quatre mois. En parallèle, nous négocierons un protocole avec les copropriétaires des résidences Champagne et Dauphiné. Une fois que nous aurons trouvé un accord, nous lancerons les travaux de démolition, à la fin de l’année ou début 2013. »

Mais s’il est prêt à discuter avec les copropriétaires — « il est normal qu’ils préservent leurs intérêts » —, Emin Iskenderov balaie d’un revers de main les autres recours : « On lancera les constructions même s’il y a des recours sur le permis », assure-t-il.

The two towers accommodate a hotel, spa, panoramic apartments, offices and serviced apartments, as well as shops at the base.

The buildings face one another at ground level. Open and permeable to encourage people to walk through the site, the towers enclose a public piazza which establishes the social focus. As they rise from an interlocking diamond-shaped plan, the towers turn outward to address views across Paris. The angle of the façade panels promotes self-shading and vents can be opened to draw fresh air inside, contributing to an environmental strategy that targets a BREEAM ‘excellent’ rating. The highly efficient diagrid structure uses less steel and emphasises the elegant proportions of the towers.

A crystal-shaped podium building contains office space, with two detached satellite buildings housing a gallery and auditorium that further extend the public realm. The piazza – created by burying the existing busy road beneath a landscaped deck – slopes gently downward to the water’s edge, which is lined with new cafés and restaurants. Connected to the existing Courbevoie and EPAD masterplans, the project will reinforce the regeneration of the riverfront.

Oh my Goshhhhhhh....so glad to hear that. I was in Paris last weekend and when driving around (as the only really only foreigners daring to drive around pretty much all of Paris centre) I was thinking how will it all look like once these two will be constructed! LD looked lovely and am sure that all of you in Paris, could hear my screams at night...

When driving pass by Eiffel Tower, like 6 times! hahaha I was holding my head out of the window and screaming of La Joie!

What a great news ... Congrats to JEX and all else French

The €2 billion ($2.66 billion) Hermitage Plaza Towers to be built in Paris's La Défense business district have received planning permission and work on the site will start imminently, Emin Iskenderov, chief executive of development company Hermitage Group, said Friday.

Hermitage Group, a Paris-based private company with Russian origins, will start clearing the site for the two 320-meter-tall (1,050 feet) skyscrapers this month, he said.

The project will cost a total of €2 billion, with €700 million in bank debt arranged with four banks at a cost of 6.5%, and €300 million of equity coming from Hermitage Group itself. The remaining €1 billion will be financed through sales of apartments and offices.

"We plan to sell the apartments and offices but we will keep [the ownership of the] retail and the hotel," Mr. Iskenderov said, adding that he has already received interest from 4,000 parties to buy the 543 luxury, serviced apartments.

Hermitage Plaza, designed by U.K.-based architects Foster and Partners, will provide 280,000 square meters of mixed-use space, housing a five-star hotel, 543 apartments, 35,000 square meters (376,737 square feet) of offices and 50,000 square meters of retail and restaurants.

"We are in negotiations with various hotel operators and will announce the final operator in May," Mr. Iskenderov said.

The Paris real-estate market, which was hit by the financial crisis in 2008, still hasn't recovered completely, and overall property prices remain below their 2007 peak.

But Mr. Iskenderov is confident he can raise the €1 billion portion needed through sales of apartments and offices as Hermitage Plaza will be La Défense's first building to offer mixed-use space.

"Prices of luxury apartments in Paris between 2008 and today have gone up 40%," he said, adding that he has also had several offers for the 230-room hotel.

Hermitage Group will start selling the apartments in a year's time and expects a minimum price of €12,000 per square meter. "We need €12,000 per square meter to make the project work, but average prices of luxury apartments in Paris are between €10,000 and €35,000 per square meter, so maybe the prices will go up," Mr. Iskenderov said.

He is also in negotiations to sell the 35,000 square meters of office space to a single buyer and expects to finalize a deal before summer.

Mr. Iskenderov also said he has just launched an asset-management company, Hermitage Asset Management, which will help Russian and Middle Eastern investors buy property in Paris.
